Minutes of Sibsey Parish Council Meeting held Tuesday 5th October 2021 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
One member of the public was in attendance where the following questions/short statements were made to the Parish Council:
• The question was asked to where is the proposed Solar Farm going to be situated?
1. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Ladds have forwarded her apologies of which it was resolved to accept this reason for absence.
2. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllr Watts declared an interest in Item 6b on the agenda.
Cllrs Limb and Saxton declared an interest in Item 7a on the agenda.
3. NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 7th SEPTEMBER 2021 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Saxton, seconded by Cllr Burkett, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
4. OUTSIDE BODIES REPORT
Apologies were received from ELDC/LCC Cllr Ashton via ELDC Cllr Jones.
ELDC Cllr Jones reported the following:
• The proposed Solar Farm would generate 400,000 homes. The energy will be stored in six batteries before going into the grid.
• South Holland District Council is now in alliance with the Boston Borough Council and East Lindsey District Council with one Chief Executive in charge.
• The proposed Nuclear Waste site at Theddlethorpe is one of five across the country being considered. Nothing would be decided prior to a consultation. There are forty sites across the UK that store the waste above ground. Whichever site is allocated the waste would be stored 500-800m below ground. Seven hundred jobs would be created.
• Hotels have been in Skegness have been allocated for refugees from Afghanistan with campaigns ongoing to raise money to support this.
As per the Police.uk website nineteen incidences were recorded up to the end of August 2021 which are as follows:
Fifteen incidents were reported on or near to Northlands Lane
9 x Violence and Sexual Offence (7 x Still under investigation, 2 x Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction).
4 x Anti-social behaviour
1 x Criminal Damage and Arson - Investigation complete, no suspect identified. There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.
1 x Public Order – Still under investigation
One incident of Public Order on or near to Meyers Close - Investigation complete, no suspect identified. There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.
One incident of Violence and Sexual Offence on or near to Glebe Close – Still under investigation
Two incidents of Violence and Sexual Offence on or near to Hilldyke - Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.
5. CLERK’S REPORT
There was nothing to report.
6. FINANCIAL MATTERS
a. Financial Report
Since the last meeting £1051.88 has been credited into the Treasury Account (£995 regarding Burial Ground Fees, £15 for rent associated with the electric box in Community Park and £41.88 regarding reimbursement for printer ink). Additionally, one payment made of £1352 relating to the Clerk’s Salary.

It was proposed by Cllr Burkett, seconded by Cllr Limb and resolved that these payments should be made.
c. Consider Grant Application from Northlands Village Hall
A grant application has been received from Northlands Village Hall in association with the aid towards cost of purchase and installation of CCTV at the hall.
Questions were raised regarding this application and the clerk was asked to obtain further information.
7. PARISH MATTERS
a. Pymoor Lane
After discussion it was decided that the ownership of the land should be that of one body. It was proposed by Cllr Limb, seconded by Cllr Saxton and resolved to get the land valued.
The contract of the lease was discussed. It was decided that the term should be 25 years with a starting rent of £500 per annum to be reviewed biannually.
b. Burial Ground
A Burial Ground forum meeting was decided to be held to look into matters that may need to be resolved.
c. Bus Shelter
A revised quote has been received for the rebuild costs of Stock to consider the dramatic rise in timber. Cllr Watts would be meeting with the builder to discuss matters of moving forward with the restructure.
d. Village Maintenance
There were no further matters discussed.
e. Play Areas
The bench seats in the Toddler Area within the Community Park are currently being refurbished.
The tarmac within this area is cracking in several places. It was deemed that for the time being it would be safer to close this area until this could be rectified.
f. Land for Play Area at Northlands
This matter was deferred until the next meeting.
g. Village Walk
The second part of the Village Walk was rescheduled for Wednesday 20th October 2021 commencing at 5pm, starting at Northlands before moving to additional areas in the village.
h. Christmas Tree Light Switch on evening
Both the Headmaster and the Chairman for the school governors have agreed to a meeting to discuss this event.
Nothing else was discussed regarding this matter.
i. Queen’s Jubilee Celebration
The following was discussed:
• To involve everyone and create a forum of all associated bodies within the village
• To include music and fireworks on the day
• To investigate further into having a Beacon

8. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
One planning application had been received which was circulated to the Planning Forum for their observations – S/152/01914/21 – Rear single storey extension to existing dwelling to provide additional living accommodation. Demolition of existing conservatory – 16 Millers Gate, Sibsey
b. Discuss other planning matters
A pre-application consultation had been received from Pathfinder Clean Energy Ltd in relation to a proposal for a solar farm with battery energy storage on Land off Mallows Lane, Sibsey. The following was discussed:
• Believed this would be better alternative than wind turbines
• Pymoor Lane road is not sufficient for access and will need resurfacing
• Where will the connecting point be?
• With there being a high-pressure gas and water main in this vicinity, would this interfere with them.
c. Report on any information received regarding Planning Applications
Full planning permission has been granted for the following:
• Conversion of and alterations to existing outbuilding to form a self-contained annexe – Tudor Lodge, Main Road, Sibsey
• Extension to existing dwelling to provide additional living accommodation and the erection of a detached garage – Ashview, High Ferry Lane, Sibsey
• Change of use, conversion of, extension and alterations to former agricultural building to provide a dwelling to include vehicular parking and turning area – Hilldyke Farm, Hurn Road, Sibsey
• Two storey extensions and alterations to the existing dwelling including rendering to provide additional living accommodation – Linden House, Old Main Road, Sibsey
Approval of reserved matters has been agreed of the detailed particulars relating to the erection of 39 no. dwellings with associated garages (Phase 1) (outline planning permission reference no S/152/01072/18) – Millers Walk, Main Road, Sibsey
9. HIGHWAYS
a. 20mph zone along Old Main Road
The clerk was asked to obtain information in regarding this matter along with a meeting with Highways to discuss this further.
10. ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
The following was discussed:
• Would the Parish Council consider donating for bookshelves in church for a book swap?
• A query was raised in regarding to the situation of installation of additional Dog Waste Bins.
• The clerk was asked to contact Savills to see if any information could be provided in association with the land that was for sale along A16 Main Road.
11. DATE OF THE NEXT PARISH COUNCIL MEETING
The date of the next Parish Council meeting as previously scheduled to be held at Northlands Village Hall is on Tuesday 2nd November 2021 commencing at 7pm.
There being no further business the meeting finished at 9.04pm.
