Minutes of Sibsey Parish Council Meeting held Tuesday 15th June 2021 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
Two members of the public were in attendance where the following questions/short statements were made to the Parish Council:
• The field at the back of the Community Park and Miller’s Gate several tyres have been left there and there is a fear that there is a health and safety risk with the possible of criminal damage being done here.
• In Littlemoor Lane potholes have recently been filled, however, between nos. 33 and 41 those within this area have been left.
• Along Trader Bank some potholes have been filled but others have not been done to date.
Cllr Watts welcomed everyone to the first face to face meeting since March 2020.
1. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Heath had forwarded his apologies of which it was resolved to accept the reason for absence.
2. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllr Ladds declared an interest in Item 7b on the agenda.
3. NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 4th MAY 2021 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Limb, seconded by Cllr Ladds, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
4. OUTSIDE BODIES REPORT
ELDC/LCC Cllr T Ashton reported the following:
• Pleased that face to face meetings is able to be resumed.
• Pleased that have been re-elected as County Councillor and continue to represent this ward.
• Confirmed that the fence surrounding the duck pond down Chapel Lane is on the worklist to be rectified.
• The rotten sign adjacent to the Bowls Club within Old Main Road is on a work order to be replaced.
Cllrs Ladds and Watts informed Cllr Ashton that this sign has already been replaced. However, they have duplicated the sign on the other side of the road, but this has created another issue as when erecting this they cleared an area which is now a safety issue as there is an opening to a ditch therefore now a health and safety matter.
Cllr Ashton continued to report:
• Heritage Sites are no reopened.
• Children Services have been shortlisted for an award
• There are significant road projects around Lincolnshire taking place.
• Works at Holdingham roundabout are still ongoing.
• The new road near Dunholme is now open
• Work has started on a new hub in a co-alliance with the District Council and Boston College.
• There is a Market Trader incentive scheme available with the opportunity to try it out.
• The Green Home Grant resumes in July
• The Executive Board have looked into a Housing Policy in alliance with Boston Borough Council in relation to Community Housing
Cllr Watts informed that on the several requests the Parish Council still do not have a register of ownership of assets in the village associated with either District or County Council.
The following was reported to Cllr T Ashton:
• Not all the paths within the village were resurfaced such as Chapel Lane to A16, the frontage of the driveways of St Margaret’s Drive, Amos Way to Vicarage Lane, Vicarage Lane from Old Main Road.
• The Path from Sibsey to Sibsey Northlands has also not been done, Cllr Ladds asked is this something that is going to be done as a future project?
• Asked why verge cutting has not been done especially in specific areas.
• There is constant damage of verges from large span wheel-based vehicles especially near the bollards along the A16 and feel that if they are not able to stay within the boundary of the road they should not be allowed to travel within this vicinity.
The also mount verges and footpaths especially down Station Road, Frithville Road and Northlands.
A question was asked by a member of the Public Forum to Cllr Ashton:
Recycling of glass within the area has been lost what is the future of allowing glass to be put in bins within the ELDC area?
Cllr Ashton replied It is currently allowed for glass to be put into the recycling bins within the Boston Borough Council district, but this is something that though not allowed with those in the ELDC area it is something the District Council are looking into along with other types of Refuse Collection.
As per the Police.uk website five incidences were recorded up to the end of April 2021 which are as follows:
1 x Public Order was reported on or near to Page Close – Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.
1 x Anti-social Behaviour was reported on or near to Glebe Close - No crime timeline details for ABSs
1 x Violence and Sexual Offence was reported on or near to Dorothy Close - Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.
1 x Anti-social Behaviour was reported on or near to St Margaret’s Drive - No crime timeline details for ABSs
1 x Other Theft was reported on or near to Frithville Road – Investigation complete, no suspect identified. There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.
5. CLERK’S REPORT
• Notification has been received from LCC Highways that there will temporary restriction along Trader Bank from 7th June 2021 to 9th July 2021 in association with Retread Works to be carried out
• Due to the announcement of the roadmap from lockdown the Annual Parish Meeting scheduled for 24th June 2021 will have to be rescheduled until after 19th July 2021.
• Inspection of the Community Park and Amos Way Play Area are scheduled to be done during August 2021.
After discussion it was suggested to reschedule the Annual Parish Meeting to Thursday 29th July 2021.
6. AUDIT OF ACCOUNTS FOR 2020/2021 FINANCIAL YEAR
The accounts for the year ending 31st March 2020 have been perused and signed off by the Internal Auditor.
Both sections have been circulated among the Parish Councillors for resolution to be officially signed off before all relevant documentation can be the forwarded as legally required to the External Auditor PKF Littlejohn.
a. Resolution of Section 1 – Annual Governance statement
This section was reviewed, assessed, and following proposal by Cllr Limb, seconded by Cllr Burkett it was resolved and signed by the Chairman.
b. Resolution of Section 2 – Accounting statement
This section was reviewed, assessed, and following proposal by Cllr Limb, seconded by Cllr Ladds it was resolved and signed by the Chairman.
7. FINANCIAL MATTERS
a. Financial Report
Since the last meeting £3546.09 has been credited to the Treasury Account regarding HMRC reimbursement of VAT and two payments made (£65.80 to Npower regarding Standing Charges for Electricity box at roundabout and £1352 for the Clerk’s Salary).

It was proposed by Cllr Limb, seconded by Cllr Adiotomre (Cllr Ladds abstained from voting) and resolved that these payments should be made.
8. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
The following planning applications have been received and circulated to the Planning Forum for their observations.
i. S/152/01228/21 – Outline erection of 1 no. dwelling – Land north of The Rowans, Main Road, Sibsey
ii. S/152/01239/21 – Extension to existing house to provide a ground floor bedroom with en-suite, kitchen and sitting room – Farthing Cottage, Chapel Lane, Sibsey
Both applications were discussed further of which there were no objections to either of them.
b. Discuss other planning matters
There were no other planning matters to discuss.
c. Report on any information received regarding Planning Applications
No reports have been received since the last meeting associated with Planning.
9. HIGHWAYS
Following an email received from a resident regarding parking around the vicinity of Sibsey Free Primary School this matter was discussed by the Parish Councillors. The clerk was asked to contact the school to see if there is anything they can do to help, and also ask LCC Cllr Ashton regarding enforcement in this area.
10. PARISH MATTERS
a. Burial Ground
The grass cutting was discussed of which the Parish Council were the feeling of the Parish Council was not pleased with how the work is being conducted in this area as well as everywhere else in the village.
b. Bus Shelters
The bus shelter at Stock Hill was discussed. It was determined that to get this job done and pursue the costing of this with the Insurance Company.
c. Village maintenance
The Parish Council were informed that Mr Ladds would not be unable to wind the church clock for the time being.
Cllr Ladds informed that all the planters have now been done but is finding it difficult to continue watering these.
Cllr Burkett mentioned about an article from LCC about free salt bags and asked if this would be a good idea to have one in storage. This was agreed and the clerk asked to arrange this.
At 9.20 pm Cllr Ladds proposed, seconded by Cllr Limb and resolved to extend the meeting to 9.40pm
d. Play Areas
Cllr Limb informed that one of the swings had only one bolt and that this needed urgent attention. Cllr Watts said he would go to the site the next day and remove the seat for the time being.
e. Land for Play Area at Northlands
This item was deferred to the next meeting.
f. Pymoor Lane
The Parish Council were informed of a meeting with Cllr Watts and Cllr Limb (representing John Woulds Charity) the Max about plans associated with the ground within Pymoor Lane.
The Parish Council were informed that Max had big plans for the future and were informed of the intentions that he would like to pursue. Following the difficult last year and to aid to secure plans it was suggested that to give another year rent free but to have a ten-year contract in place with a suggestion of £500 rent with this to be reviewed every year. It was agreed to discuss this further at the next meeting to allow more time to consider matters further.
It was proposed by Cllr Watts, seconded by Cllr Burkett and resolved to extend the meeting for another ten minutes.
g, Representation for Sibsey Village Hall Committee
This item was deferred to the next meeting.
h. Village Walk
This was deferred to be discussed at the next meeting.

There were no other matters discussed.
12. DATE OF THE NEXT PARISH COUNCIL MEETING
The date of the next Parish Council meeting as previously scheduled to be held at Northlands Village Hall is on Tuesday 6th July 2021 commencing at 7pm.
There being no further business the meeting finished at 10.10pm.
