Minutes of Sibsey Parish Council Meeting remotely held Tuesday 7th September 2021 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
Three members of the public were in attendance where the following questions/short statements were made to the Parish Council:
• The white lines along the perimeter of the footpath with Old Main Road along with the painted 30mph and “SLOW” are disappearing and in need of being repainted.
No-one seems to be adhering to the limits especially now the schools are back. This area is in need of enforcement.
• Electric Car Charging points – Will these being installed on footpaths as not all residential properties are able to have them fitted or at least consideration if someone is prepared to contribute to the cost of having a charging point outside their property.
• The driveways along St Margaret’s Drive are still waiting to be done following the footpaths in the area being resurfaced.
• Could Old Main Road be a 20mph zone especially being a built up area and leading to the Primary School?
• Laughing gas cylinders are being left within the vicinity of the bench Frithville Road end of Trader Bank.
1. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Heath and Limb have forwarded their apologies of which it was resolved to accept their reasons for absence.
2. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations of interest were received.
3. NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 6th JULY 2021 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Burkett, seconded by Cllr Ladds, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
4. OUTSIDE BODIES REPORT
Both ELDC Cllr Jones and ELDC/LCC Cllr Ashton sent their apologies due to other commitments and provided no information to report at the meeting.
A question was asked to be addressed to the ELDC Councillors in association with when will glass be allowed to be disposed of in a recycle bin?
As per the Police.uk website twelve incidences were recorded up to the end of July 2021 which are as follows:
June 2021 -Five incidents
One incident of Criminal Damage/Arson on or near to Goosemuck Lane - Investigation complete, no suspect identified. There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.
One incident of Public Order on or near to St Margaret’s Drive – Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.
One incident of Public Order on or near to Dorothy Close – Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.
One incident of Other Theft on or near to Littleport Lane – Still under investigation
One incident of Other Theft on or near to the Petrol Station on A16 - Investigation complete, no suspect identified. There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.

5. CLERK’S REPORT
• Notification has been received from Lincolnshire Highways in relation to the following Temporary Traffic Restrictions:
i. Between 10pm on the 4th October until 6am on the 5th October 2021 Level Crossing Maintenance Works by Network Rail at A16 Boston Road Level Crossing
ii. Between 10pm on the 5th October until 6am on the 6th October 2021 Level Crossing Maintenance Works by Network Rail at High Ferry Lane Level Crossing
iii. On the 6th October 2021 Overhead Works and New Connection by Sunbelt Rentals UK at High Ferry Lane
6. FINANCIAL MATTERS
a. Financial Report
Since the last meeting £33,733.52 has been credited to the Treasury Account (£32500 second payment from ELDC regarding Precept, £1145 regarding Burial Ground Fees and £88.52 regarding reimbursement for Printer Ink). Additionally, the following payments have been made from the Treasury Account:

It was proposed by Cllr Ladds, seconded by Cllr Burkett and resolved that these payments should be made.
7. PARISH MATTERS
a. Pymoor Lane
After discussion and so that the matter of a formal lease could be drawn up with The Bears Coaching Company it was decided that proof of ownership of the landowners was required. Until this could be done the ownership of the land would be the sole responsibility of the Parish Council. Once documents of ownership from both the Church Wardens/PCC and John Woulds Charity were verified then an addendum could be added with numeration then being rectified to both of these parties.
b. Burial Ground
It was relayed that it was now time to look at getting the paths laid within the Burial Ground. The clerk was asked to contact the company prior to the pandemic whom was scheduled to do the work to check the quote was still acceptable and then arrange for this to commence.
c. Bus Shelter
The clerk was asked to obtain an update on the various work needed to be done on all the Bus Shelters within the village.
d. Village Maintenance
The bins in the area are not being emptied on a regular basis. The clerk was asked to find out why this was so and to request that this needs to be done more consistently.
e. Play Areas
i. RoSPA Report
The report had been previously circulated among the councillors. Following the Village Walk on the 4th August 2021 it was deemed that the seats within the Toddler Area of the Community Park needed refurbishing. Following discussion, it was
decided that these should be painted red, to blend in with the vibrant colours associated with this area.
f. Land for Play Area at Northlands
Following a Land Registry search, it was discovered that the land adjacent to Northlands Village Hall is owned by Sibsey Joint School Trust. The clerk was asked to write to them explaining that there is no play area in this vicinity and are deliberating purchasing a small piece of land to enable to have one and would like to know if the Trust would consider this request.
g. Representative for Village Hall Committee
It was discovered that in the Village Hall Committee constitution and following the Annual Parish Meeting for the request of community members to be on the Village Hall Committee it was discussed and decided that Cllr Burkett will represent the Parish Council.
Cllr Saxton said that she would like to be considered as a representative for Sibsey Free School Governors.
h. Village Walk
i. Inspection Walk – 4th August 2021
This item was deferred until after the second part of the walk.
ii. Set date for Inspection Walk part 2
A provisional date of 29th September 2021 was set.
i. Christmas Tree Light Switch on evening
The following was discussed:
• Agreement to have an outside socket at Northlands Village Hall installed at the Parish Council expense.
• To have a meeting with Sibsey Free Primary School Governors and Friends of the School to discuss the event.
• Agreed to have an expenditure of £250 to purchase lights for Northlands.
• Ask Sibsey Trader Windmill if they would like to join in the Christmas celebrations.
j. Queen’s Jubilee Celebration
This item was deferred until the next meeting.
k. Land for Sale and Future Potential Options
The bid to purchase the land for sale on the A16 was unsuccessful. There is possible potential of land closer in the village being put up for sale in the future. It was decided to review this matter at the time this is known.

8. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
The following planning applications have been received and circulated to the Planning Forum for their observations.
i. S/152/01315/21 – Alternations to exiting dwelling to provide replacement windows and render and wood cladding to front elevation – The Hive, Chapel Lane, Sibsey
ELDC have approved this planning application
ii. S/152/01483/21 – Erection of detached house – The Farm, High Ferry Lane, Sibsey
iii. S/152/01574/21 – Extensions to existing dwelling to provide additional living accommodation and the erection of a detached garage – Ashview, High Ferry Lane, Sibsey
iv. S/152/01586/21 – Conversion of and alterations to existing outbuilding to form a self contained annexe – Tudor Lodge, Main Road, Sibsey
v. S/152/01622/21 – Change of use, conversion of, extension and alterations to former agricultural building to provide a dwelling to include a vehicular parking and turning area – Hilldyke Farm, Hurn Road, Sibsey
vi. S/152/01677/21 – Two storey extensions and alternations to the existing dwelling including rendering to provide additional living accommodation – Linden House, Old Main Road, SIbsey
b. Discuss other planning matters
There were no other planning matters to discuss.
c. Report on any information received regarding Planning Applications
Planning permission has been granted to the following applications:
• Outline erection of 1 no. dwelling – Land north of The Rowans, Main Road, Sibsey
• Extension to existing bungalow to provide a utility and dining room on the site of an existing garage which is to be removed – 24 Lucan Close, Sibsey
• Extension to existing house to provide a ground floor bedroom with en-suite, kitchen and sitting room – Farthing Cottage, Chapel Lane, Sibsey
• Ground and first floor extension and alterations to the existing dwelling to provide additional living accommodation – Welbeck, Station Road, Sibsey
9. HIGHWAYS
The following concerns were raised by councillors:
• Chapel Lane road surface is appalling and is severely dangerous to all road users.
• Several residents have reported how Sharps Packaging site is in disarray and asked if anything could be done about it.
• The trees around the lampposts along Northlands are overgrowing.
• The bollards in the centre reservation of A16 are dirty and unlit.
• The verges in several areas still remain damaged from wide based vehicles and need rectifying.
10. ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
The following other matters were discussed:
• Trees/Hedges to be planted within the village, need to assess areas suitable and ask for volunteers to help.
• Reported that there has been a scam in the village were someone has claimed they are out of petrol and could they give them money to go and get some.
11. DATE OF THE NEXT PARISH COUNCIL MEETING
The date of the next Parish Council meeting as previously scheduled to be held at Northlands Village Hall is on Tuesday 5th October 2021 commencing at 7pm.
There being no further business the meeting finished at 9.11pm.
