Minutes of Sibsey Parish Council Meeting remotely held Tuesday 4th May 2021 commencing at 7.00pm

PUBLIC FORUM
No members of the public had requested the link to attend the remote meeting.

1.    ELECTION OF CHAIRMAN FOR THE FORTHCOMING YEAR – INCLUDING SIGNING OF THE DECLARATION
It was proposed by Cllr Ladds, seconded by Cllr Limb and resolved that Cllr Watts be Chairman of Sibsey Parish Council for the forthcoming year.  Due to meeting being held remotely the Declaration would be signed as soon as possible prior to the next meeting to be witnessed in person by the Proper Officer (Clerk to Parish Council).

Cllr Watts thanked the clerk and the Parish Councillors for all done over the past year and hard work and actions during the pandemic.

2.    ELECTION OF VICE-CHAIRMAN FOR THE FORTHCOMING YEAR
It was proposed by Cllr Heath, seconded by Cllr Burkett and resolved that Cllr Ladds be Vice-Chairman of Sibsey Parish Council for the forthcoming year.

3.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillors were in attendance so no apologies for absence was required.

4.    NOMINATIONS FOR POSITIONS ON COMMITTEES AND WORKING FORUMS
    All Parish Councillors were pleased to remain with their roles from the previous years with the addition of Cllr Ladds joining the Burial Ground Working Forum.

5.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    No Declarations of Interest were received.
     
6.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 6th APRIL 2021 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Limb, seconded by Cllr Burkett, and resolved to accept these notes as a true and accurate record and thereby signed by the Clerk to later be countersigned by the Chairman. 

7.    OUTSIDE BODIES REPORT
ELDC Cllr Jones forwarded his apologies has he had three other meetings to attend which included Langrick Parish Council where he currently holds the post of Chairman.

No apologies or information were received from ELDC/LCC Cllr Ashton.

It was reported though it was nice to see that the footpaths had been resurfaced though some areas have not been done and unsure why this was.  This brought up that the need for a definitive plan of the village would be a necessary item for the Parish Council to meet as this would classify who is officially responsible for what.

As per the Police.uk website fourteen incidences were recorded up to the end of March 2021 which are as follows:
Two incidents have been reported on or near to  Goosemuck Lane
1 x Anti-social Behaviour - No crime timeline details are available for anti-social behaviour.
1 x Violence and Sexual Offence - Unable to prosecute suspect.  This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.

One other crime incident was reported on or near to Meyers Close - Unable to prosecute suspect.  This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.

Three incidents have been reported on or near to Dorothy Close
1 x Anti-social Behaviour -No crime timeline details are available for anti-social behaviour.

2 x Violence and Sexual Offence - Unable to prosecute suspect.  This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.

Three Anti-social Behaviour Offences have been reported on or near to Sports/Recreation Area (Community Park) - No crime timeline details are available for anti-social behaviour.

8.    CLERK’S REPORT
i.    LCC Highways have forwarded notification (copy already circulated) regarding a Temporary Road Closure between 24th and 27th May 2021 at High Ferry Lane for Ducting and Jointing Chamber works to be done
ii.    Sibsey Village Hall has been booked for Thursday 24th June 2021 so that the Annual Parish Meeting can be held
iii.    According to Fix my Street the reported crumbling fence surround the duck pond within Chapel Lane is specifying that this is progress for works to be done to rectify this matter

9.    AUDIT OF ACCOUNTS FOR 2020/2021 FINANCIAL YEAR
a.    Resolution of Section 1 – Annual Governance statement
b.    Resolution of Section 2 – Accounting statement
This was deferred until the next meeting as the Accounts had not been signed off by the Internal Auditor prior to this meeting.

10.    FINANCIAL MATTERS
a.    Financial Report  
 
Since the last meeting, the first half of the precept of £32,500 has been credited to the Treasury Account and two payments have been made (£30.21 to Npower regarding Fees for electricity at roundabout and £1352 for the Clerk’s Salary).

It was proposed by Cllr Limb, seconded by Cllr Ladds and resolved that these payments should be made preferably by Bank Transfer.

c.    Financial Forum Report
The Financial Forum had met remotely recently in which the income and expenditure for the previous financial year was discussed as well as deliberating on the Earmarked Reserves and to move forward with projects that the funds have been allocated for.

The Councillors request it be noted that though the Invoice for the Grass Cutting that was paid last month being the new Financial Year, the funds had been allocated in the previous years Precept and was now part of the Earmarked Funds brought forward and would not be assigned to this year’s precept other than the end of year balance.

11.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

     No Planning Applications had been received since the last meeting.

b.    Discuss other planning matters
It had been reported that surveyors had been seen on the site of the Chestnut Homes Development land with the belief that a geographical survey was being done prior to submitting Full Planning Application to ELDC.

c.    Report on any information received regarding Planning Applications
    Planning permission has been granted for the following:
i.    Extension and alternations to the existing dwelling to provide a ground floor lounge, hall, lobby and swimming pool with a first-floor bedroom and 2 no. en-suites over – Hope Villa, Station Road, Sibsey
ii.    Extension and alterations to existing dwelling to provide a dining/family room with an additional bedroom and en-suite over.  Existing conservatory to be removed – 2 Cottages, Boston Road, Sibsey
iii.    Extension and alterations to the existing dwelling to provide a kitchen/dining room, a lounge, a study, a bedroom and an en-suite and a first-floor guest room – Chimneys Cottage. Northlands Lane, Northlands

Other planning information received is as follows:
Approval of reserved matters of detailed particulars relating to the erection of 1 no pair of semi-detached houses with a detached single garage and 2 no. detached dormer bungalows with attached single garages – Lulworth, Littleport Lane, Sibsey

12.    HIGHWAYS
a.    List of continuous and outstanding Highway Issues

A list of the continuous and outstanding Highway Issues that had been brought to the attention of the LCC Highways Portfolio Holder, a Highways Officer and LCC Cllr Ashton back in November 2019 following a Ward Walk with Parish Councillors had been circulated with the Councillors and matters discussed at the meeting.   Several of these problems were still outstanding along with other assurances that works would be looked at of Highway concern.  

The clerk was asked to forward these outstanding points and ask when these would be looked into and rectified and relay that if no reply is received then to inform them that the Parish Council would be taking matters further.

The bollard in the centre reservation of the A16 remains down.  The clerk informed that she had received an email from Fix my Street to say that this matter had been fixed but when she was in the village later that day noticed this was not the fact and therefore has marked it on the Fix my Street site that this was not rectified.

It was relayed that a new Parking Enforcement sign had been erected on the Primary School fence.

b.    Request for footpath to continue down Frithville Road to Sibsey Trader Windmill    
Cllr Heath informed that he had been contacted by a resident about extending the footpath along Frithville Road up to Sibsey Trader Mill.  The verge side is uneven but is constantly walked especially even more so the past twelve months and is a serious Health and Safety Issue for all users.

Cllr Limb remarked that it would be beneficial to also request that the footpath be extended  from the Railway Crossing to Mallows Lane.

Additional Highway matter discussed was the crater on the A16 near to Pymoor Lane which is very deep and seriously dangerous especially cyclists and motor bikers.    

13.    PARISH MATTERS
a.    Burial Ground
    i.    Burial Ground Forum Report

The Burial Ground Forum met on site at St Margaret’s Church recently to view the area to see how things were and whether any issues would need to be met.  Several matters were discussed like officially edging the Memorial Gardens so they could be maintained easier.  Extension of the footpaths to the Memorial Gardens and general maintenance.

    ii.    Other Burial Ground Matters
In relation to a former complaint received regarding damage to flowers in Burial Ground.  The area has been regularly checked and discovered that it was a Cock Pheasant that was the culprit.  

b.    Bus Shelters
    Meeting still to be held with the assessor to discuss the damaged Stock Hill Bus Shelter further.

c.    Village maintenance
A question was asked if there had been any recent issues in Main Road following the previous incident.  Nothing had arisen to date but there was no information either to see if and when things would be looked into to ensure this matter never happened again.  Cllr Watts said that he would speak with Anglian Water.

The depression in the grass on the corner of Chapel Lane was still in need of being reseeded.

It was reported that there are several potholes down Northlands Lane.

d.    Play Areas
The clerk was still waiting for an assessment from the company that installed the play equipment in Amos Way.  

It is believed that a small play area at Northlands would be beneficial but unsure where to locate a secure vicinity.  There is land next to the Village Hall.  There is a play area at Bishop Farm Caravan Park and wondered if this could be something the Parish Council could negotiate that the children at Northlands would be allowed to use, the clerk was asked to obtain some advice in whether this could be an option.

e.    Pymoor Lane
Cllr Limb informed that there is no update as the AGM has been postponed until after 17th May 2021. 

f.    Dog waste bin at Northlands
Cllr Watts relayed that if the bin was located near to the bridge, then permission did not need to be granted by the Environmental Agency.

g,    To consider a suitable zone in the village to house a book swap
The Parish Council discussed at looking at ways to do this.  Cllr Heath said that a small shed to house the books to swap in the village would be ideal just need a suitable location.  

The possible sites discussed was next to Sibsey Village Hall, next to the Brick Store within the Community Park, near to the Church or near to the Bus Stop opposite Sibsey Primary School with an addition of a solar light.

The councillors believed that the best location would be next to Sibsey Village Hall and thereby the clerk was asked to contact the Village Hall Committee to see if this would be allowed.

h.    Sibsey Annual Parish Meeting
The Sibsey Annual Parish Meeting is scheduled for 24th June 2021 to be held at Sibsey Village Hall.  This would be advertised on the Parish Council’s noticeboards and website.

i.    2021 Community Award
It was believed that this year’s award should go to the two ladies that organised a Community Service around the village during the pandemic and to defer the current list of recipients until 2022.

Additionally, discussed was to have a Special Award to the Village dedicated to everyone in and around whom managed to help and support the residents of Sibsey.

j.    Village Walk
This was deferred to be discussed at the next meeting.

10.    ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
Cllr Ladds informed that Mr Graham Ladds maybe allowed to resume winding the Church Clock.

11.    DATE OF THE NEXT PARISH COUNCIL MEETING
The date of the next Parish Council meeting as previously scheduled to be held at Northlands Village Hall is on Tuesday 1st June 2021 commencing at 7pm.

There being no further business the meeting finished at 9.24pm.
