Minutes of Sibsey Parish Council Meeting remotely held Tuesday 6th July 2021 commencing at 7.00pm

PUBLIC FORUM
Three members of the public were in attendance where the following questions/short statements were made to the Parish Council:
•    A one metre from verge grass cut has been recently along the A16.

1.    TO CONSIDER ANY APPLICATIONS FOR CO-OPTION TO VACANCIES OF PARISH COUNCILLORS
One application has been received from Angela Saxton.  After discussion it was resolved to accept her as a new member on the Parish Council.  A Declaration of Office was signed and witnessed by the Proper Officer.

2.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Adiotomre had forwarded his apologies of which it was resolved to accept the reason for absence.

3.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    Cllr Ladds declared an interest in Items 7b and 8ai on the agenda.’
    Cllr Limb declared an interest in Item 8aiii on the agenda.

4.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 15th JUNE 2021 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Ladds, seconded by Cllr Limb, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman. 

5.    OUTSIDE BODIES REPORT
There were no members from any Outside Bodies in attendance at this time of the meeting, but it was agreed that if anyone did attend before the meeting finished then this agenda item will be returned to.

As per the Police.uk website five incidences were recorded up to the end of May 2021 which are as follows:
One incident of Public Order on or near to Dorothy Close – Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.

One incident of Criminal Damage/Arson on or near to Church Close - Investigation complete, no suspect identified.  There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.

One incident of Burglary on or near to Petrol Station - Investigation complete, no suspect identified.  There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.

Two incidents of Violence/Sexual Behaviour on or near to Sibsey Road (A16) within Sibsey boundary – Both are still under investigation

Cllr Saxton asked if any more information could be provided on these incidents.  She was informed due to Data Protection no more material could be provided.

6.    CLERK’S REPORT
•    Notification has been received from LCC Highways in relation to road closure at A16, Boston Road Level Crossing for Level Crossing Maintenance Works between 9.30pm on 18th July 2021 and 7am on 19th July 2021 
•    Notification has been received from LCC Highways in relation to road closure of Littlemoor Lane (between A16 and a point 450m west) in for Gas Connection between 9th August and 13th August 2021 
•    Next Year will be the celebration of the Queen’s Platinum Jubilee.  I have been contacted by the clerk of Carrington and New Bolingbroke Parish Council to see if we have any plans in celebrating this event, in the occasion of either not clashing or joining forces in hosting something.
•    One salt bag has been ordered from LCC Highways – waiting confirmation of delivery.
•    A response has been received from Sibsey Village Hall in association of housing a shed adjacent to the Hall for use for a Book Swap 

7.    FINANCIAL MATTERS
a.    Financial Report

Since the last meeting £190 has been credited into the Treasury Account associated with Burial Ground Fees and one payment made of £1352 relating to the Clerk’s Salary

It was proposed by Cllr Limb, seconded by Cllr Burkett (Cllr Ladds abstained from voting) and resolved that these payments should be made.

8.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

The following planning applications have been received and circulated to the Planning Forum for their observations.  
i.    S/152/01309/21 – Erection of 2 no. houses, 1 no. bungalow and a store on site of a n existing agricultural buildings which are to be demolished – Elmitts Farm, Station Road, Sibsey
ii.    S/152/01352/21 – Extension to existing bungalow to provide a utility and dining room on the site of an existing garage which is to be removed – 24 Lucan Close, Sibsey
iii.    S/152/01428/21 – Ground and first floor extension and alterations to existing dwelling to provide additional living accommodation – Welbeck, Station Road, Sibsey
        There were no objections to these applications.

b.    S/152/01348/21 - Detailed Particulars relating to the erection of 39no. dwellings with associated garages (Phase 1) (outline planning permission reference no. S/152/01072/18 - Outline erection of up to 175 no. dwellings granted on 17th June 2021 – Millers Walk, Main Road, Sibsey 
The following observation, queries and concerns were discussed by the Parish Councillors:
o    The area designated for the Primary school is not in accordance with the application put forward it has been reduced and does not comply with the ratio of pupils to play area.
o    Would need double yellow lines imposed on the A16 for Health and Safety being that there will be additional traffic flow to the school to avoid surplus of parking.
o    The existing hedge and tree line to be kept hiding the area and in keeping with the additional residences along the A16.
o    Fear the building work will be catastrophic to roads from site.
o    Confirmation that Church Walk will not be used as a site access under construction and remain from beginning a full pedestrian and cycle access.
o    Are the roads going to be adopted by the Local Authority?
o    What will the impact be on the school from dust etc and how would this be prevented?
o    Stipulation of working times on the site will need to be implemented.
o    A broader plan of what the future site will be would give more clearer information.
o    The new Play Area site, facilities etc should be known before any development commences to ensure that it accommodates the full size of the outline application.
o    Where is the information as stated in Condition Section 5 of the Outline Planning permission?
o    Bungalows should be included as per the demographic view of ELDC as per their Local Plan.
o    Discuss this in more detail with District Councillors and representatives from ELDC to aid with addressing this consultation.

c.    Discuss land for sale in Rear of Page Close, Sibsey
This agenda item was to discuss looking at alternative options that could be available through a Community Scheme to providing affordable housing.

It was decided that a lengthier discussion meeting would be best to evaluate this agenda item to see if it is a feasible option to pursue.

d.    Discuss other planning matters
There were no other planning matters to discuss.

e.    Report on any information received regarding Planning Applications
    No reports have been received since the last meeting associated with Planning.

9.    HIGHWAYS
a.    Issues associated with A16 outside Tudor Lodge

Cllr Heath discussed that Highways have been in contact with the residents.  The substructure of the road is a major problem and following on from a former representative of Highways an additional one has said that a core sample will need to be done.

    Other Highway issues raised:
o    Concern with the noise increase of traffic within the village
o    Speed limits need to be reviewed with a reduction to increase the 30mph limit up to Page Close and then only a 40mph to Northlands.

10.    PARISH MATTERS
a.    Burial Ground

    The Burial Ground is fairly neat, and the weeding has been recently done.

b.    Bus Shelters
Graffiti is still on the bus shelter near to the school, needs rectifying as soon as possible.

Contact builder to see if the quote previously submitted is suffice or will they need to requote.  Additionally, is the Health & Safety fence ok to remain until the building work commences.

To get quotes in to erect seating and noticeboards into all brick bus shelters.

c.    Village maintenance
    Litter bins with the village need to be recoated as several are looking shabby.

d.    Play Areas
    The swing has bee repaired in Amos Way.

There seems to be a piece of equipment in the Community Park Play Area which needs attention.

    Possibly consider having the Youth Shelter repainted with the Anti-vandal paint.

e.    Land for Play Area at Northlands
    This item was deferred to the next meeting.

f.    Pymoor Lane
    i.    Anglian Water

Cllr Watts informed that he has emailed Anglian Water in regard to the matter associated with the water on the site being transferred from the previous tenant to the current one, but to date has had no response.

ii.    Second or larger bin
After discussion it was proposed by Cllr Ladds, seconded by Cllr Limb and resolved to have a larger bin to replace the current one on site.

At 9.27pm it was proposed and resolved to extend the meeting by a further 15 minutes

g,    Representation for Sibsey Village Hall Committee
This item was deferred to the next meeting.

h.    Village Walk
It was decided to meet on the 20th July 2021 with a rescheduled date of the 27th July in the event it needed to be changed to have a walk around the village and review issues that need to be done and assess other matters on the day.

i.    Requests for grants
Cllr Watts relayed that following a recent discussion the Church may need to apply for a grant in respect that the Diocese may need more money and the village could lose the recently appointed vicar.

Cllr Watts informed ELDC/LCC Cllr Ashton on matters discussed previously in the meeting especially about having a separate meeting to discuss the Chestnut Homes Phase 1 Planning Application with himself and any other representatives to assess the views and observations.

At 9.43pm it was proposed and resolved to extend the meeting by a further 15 minutes
It was additionally resolved to go back to Item 5 on the agenda

ELDC/LCC Cllr Ashton reported the following:
•    £10m is going into the budget of Highways to prioritise the works needed on  the non-A roads 
•    The alliance of ELDC and Boston Borough Council are talking with South Holland District Council in joining them.  This is believed to help save money across the areas, give greater resilience to any unification of councils and have better leadership of officers.

11.    ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
    There were no other matters discussed.

12.    DATE OF THE NEXT PARISH COUNCIL MEETING
The date of the next Parish Council meeting as previously scheduled to be held at Northlands Village Hall is on Tuesday 7th September 2021 commencing at 7pm.
