Minutes of Sibsey Parish Council Meeting held Tuesday 2nd November 2021 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
Two members of the public was in attendance where the following questions/short statements were made to the Parish Council:
•    A resident reported that he has had a response from Lincolnshire County Council in respect to electric charging points being allocated in areas where they cannot be installed at individual properties.

LCC/ELDC Cllr T Ashton asked if he could give his report prior to the agenda item to enable that he could attend another meeting of which permission was granted.
•    There is currently a Lincolnshire transport consultation.
•    Holdingham roundabout is on schedule to be completed in December.
•    ELDC are funding a body relating to a study for an A17 Heckington Bypass
•    In the budget £20m is allocated to look at A16 corridor especially at Endeavour Roundabout in Boston and two additional ones in Spalding.
•    LCC have joined a working group in association with the Theddlethorpe proposed nuclear waste site. It is noted that there will be a public consultation associated with this.
•    Two flood pumps have been purchased by LCC in addition to those already owned.
•    Local Government Association has devised a new model Code of Conduct for both District and County Councils.
•    There is a £84,000 Homeless Prevention Grants ideally to prevent being made homeless due to arrears.
•    There is a proposed removal of Red Diesel from Internal Drainage Board by April 2022.
•    The Government has declined the ELDC application for reinstalling the railway lines between Louth and Thursby.

Cllr Watts relayed that the Parish Council have written to ELDC expressing disappointment on decision on Phase 1 of Miller’s Walk by Planning Officer especially after being informed that this would be going before the Planning Committee for resolution.

Other items conveyed to ELDC/LCC Cllr T Ashton:
•    The bollards on the A16 where flattened.  Though these are replaced they are not new ones, and the bulbs are already out.
•    Over the weekend there were a number of trees down in the area which included one in the Burial Ground.
•    The potholes in Chapel Lane are still there and getting seriously worse.
•    Northlands Village Hall had recently looked at putting in a telephone line but due to low powerlines overhead this was denied, would like help in rectifying this matter.
•    There was a serious accident near to the junction of Chapel Lane/Frithville Road a couple of weeks ago. Double yellow lines need to be put in place within this area to stop vehicles parking in this vicinity to allow better visibility and avoid a further mishap.
•    30mph and SLOW markings need repainting within Old Main Road.

1.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Ladds, Limb and Aditomre have forwarded their apologies of which it was resolved to accept these reasons for absence.

2.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    Cllrs Saxton declared an interest in Items 6d and 7a on the agenda.

3.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 5th OCTOBER 2021 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Burkett, seconded by Cllr Saxton, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman. 

4.    OUTSIDE BODIES REPORT
ELDC/LCC Cllr T Ashton relayed his report earlier in the meeting during the Public Forum.    
According to the Police.uk website no incidences were recorded up to the end of September 2021 within the Spilsby Policing Neighbourhood.

5.    CLERK’S REPORT
•    There will be a Remembrance Service at St Margaret’s Church on 14th November 2021 commencing at 10.45am.
•    Notification has been received from LCC Highways that the uneven footpaths in the vicinity of the Council Houses/Bungalows at Northlands have been rectified.

6.    FINANCIAL MATTERS
a.    Financial Report

Since the last meeting three payments have been paid (£133.20 for refurbishment of benches in Toddler Area within Community Park. £32.36 electricity fees at roundabout and £1352 regarding Clerk’s Salary)

It was proposed by Cllr Heath, seconded by Cllr Burkett and resolved that these payments should be made.

c.    Consider Grant Application from Northlands Village Hall
This application was withdrawn due to being unable to install a phone line.

d.    Consider Church Financial Aid with future costs
Following a letter received from Reverend Clive Todd asking if  the Parish Council will consider contributing towards a Community Library in the church. No grant application had been received prior to this meeting of which to follow policy regulations would need to be submitted to consider further. Cllr Saxton informed that an area has been identified suitable in the church for a library to installed.

7.    PARISH MATTERS
a.    Pymoor Lane

A draft lease agreement has been drawn following discussion with Max Ward, Cllr Limb and the clerk. Max is happy with this and would like to proceed with signing of the contract as soon as possible. After an amendment to the lease, it was agreed that this should be signed at the earliest convenience.

b.    Burial Ground
i.    Burial Ground Forum Meeting

At a recent meeting of representatives of the Burial Ground Forum the following were discussed: 
•    The trees along the edging of the Burial Ground behind the church are overhanging.
To ask PCC if need help in getting them cut back
•    The reimbursement from the PCC for ground maintenance is still outstanding
•    Ask for quote from William Kent Memorials new signage for new memorial plots and to refurb the current ones
•    To have a large wheelie bin near to the Brick Store for old foliage etc
•    The bench by the brick store to be replaced
•    The extra soil area behind brick store needs spraying to kill all weeds etc
•    Taffinder Bench and one by Evision
•     plot in need of refurbishing
•    Area just needs a general tidy but otherwise the grounds look sufficient

ii.    To consider rise in Burial Ground Fees
After discussion it was decided to keep the current fees and review these in November 2023.

c.    Bus Shelter
Following a meeting with the builder currently waiting timescales of work to be commenced.

d.    Village Maintenance
This item was deferred to the next meeting.

e.    Play Areas
Maintenance of the edging of the wet pour in the Toddler Area within the Community Park that was done four years ago does not come under any warranty only full surfaces do. Originally the company only wanted basic measurements to give a quote for the repair, however, as the edging is not just only cracked but is lifting it was best to get this checked by the maintenance team instead and forward a report with their valuation of what needs to actually be done. For health and safety reasons this area is currently closed until rectified.

Cllr Heath proposed that the swings should be repainted, which was seconded by Cllr Burkett seconded and following discussion was resolved for the work to be done when weather is suitable.

f.    Land for Play Area at Northlands
The land owned by Sibsey Joint School Trust was discussed at their last meeting. Various matters still need to be discussed especially with the occupied tenant before any decision could be finalised.

g.    Village Walk
Following that this needed to be rescheduled the next date for this is Saturday 20th November 2021 at 10am.

h.    Christmas Tree Light Switch on evening
A meeting of the Friends of the School has been scheduled to discuss the event of which a representative from the Parish Council was asked to attend. Cllr Watts said that he would attend.

i.    Queen’s Jubilee Celebration
Several organisations within the village have been contacted in asking if they would like to be part of the Queen’s Jubilee celebration and have a representative on a forum to discuss and organise an event next year. To date, the school and Sibsey Village Hall have agreed. Waiting to hear from the WI who are discussing this at their next Committee meeting and still waiting response from other bodies.

8.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

One planning application has been received since the last meeting which was circulated to the Planning Forum for their observations – Erection of garage/workshop with store – 32 Frithville Road, Sibsey - Following discussion it was decided to support this application as long as the hedge stays in place.

At 9.30pm it was decided to extend the meeting by an additional 10 minutes

b.    Discuss other planning matters
An email has been received from Chestnut Homes consulting in relation to naming the streets in Phase 1 of Millers Walk
    
After discussion it was decided that the street names should be associated with those who still have relevance in the village.

c.    Report on any information received regarding Planning Applications
Full planning permission has been granted for the following:
•    Erection of detached house – The Farm, High Ferry Lane, Sibsey
•    Alterations to existing outbuildings and erection of a workshop – Blenheim, Willows Lane, Sibsey

Other planning matters discussed were:
•    The land behind Page Close with outline planning permission for the erection of eighty houses has been sold.

9.    HIGHWAYS
a.    20mph zone along Old Main Road

LCC Cllr Ashton has approached LCC Highways regarding this matter of which an email responding to this was received stipulating that this area does not meet any criteria for this to be reviewed and implemented.

b.    Community Speed Watch
In speaking with the officer associated with Community Speed Watch he has agreed to attend a future Parish Council meeting to discuss this but would recommend that anyone who is interested in volunteering to the scheme should also be in attendance.

10.    ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
    The following was discussed:    
•    Cllr Burkett is now sitting as a representative of the Parish Council on the Sibsey Village Hall committee. He reported the following:
o    New sound equipment has been purchased along with a new stage.
o    The AGM is scheduled for 13th December 2021

11.    DATE OF THE NEXT PARISH COUNCIL MEETING
The date of the next Parish Council meeting as previously scheduled to be held at Northlands Village Hall is on Tuesday 7th December 2021 commencing at 7pm.

12.    TO AGREE 2022 PARISH COUNCIL MEETING DATES
It was agreed to accept the January meeting date to be held at Northlands Village Hall of which to discuss the remaining year dates and venue at the next meeting.

There being no further business the meeting finished at 9.40pm.
