Minutes of Sibsey Parish Council Discussion only Meeting held Tuesday 7th December 2021 via zoom commencing at 7.00pm
PRESENT: Cllr I Watts presiding as Chairman

1. REGISTER OF ALL ATTENDEES TO THE ZOOM MEETING
Register of attendances was taken by the clerk.
2. MEMBERS OF THE PUBLIC AND PRESS THAT WOULD LIKE TO ASK ANY QUESTIONS OR MAKE SHORT STATEMENTS
No members of the public or press were in attendance.
3. OUTSIDE BODIES REPORT
ELDC Cllr Jones reported the following:
• The number of meetings being held by the District Council have been reduced
• The speed limits within the vicinity of Langrick have been reduced
LCC/ELDC Cllr Ashton sent his apologies due to attending other Parish Council meetings face to face.
According to the Police.uk website the following incidents were recorded:

Four incidents were reported on or near to Northlands Lane
2 x Violence and Sexual Offence – Still under investigation
1 x Criminal Damage/Arson – Still under investigation
1 x Other Theft – Still under investigation
One incident of Criminal Damage/Arson on or near to Goosemuck Lane - Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction).
One incident of Criminal Damage/Arson on or near to Littlemoor Lane - Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction).
Two incidents were reported on or near to Page Close
1 x Anti-social Behaviour
1 x Violence and Sexual Offence – Still under investigation
Two incidents were reported on or near to Meyers Close
1 x Other Theft – Still under investigation
1 x Violence and Sexual Offence - Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction).
One incident of Burglary was reported on or near to Glebe Close - Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction).
During October 2021 sixteen incidents were reported
Four incidents were reported on or near to Northlands Lane
1 x Criminal Damage/Arson - Investigation complete, no suspect identified. There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.
1 x Drugs – Still under investigation
1 x Public Order – Still under investigation

One incident of Burglary on or near to High Ferry Lane – Investigation complete, no suspect identified. There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.)
One incident of Other Theft on or near to Hilldyke – Still under investigation
4. CLERK’S REPORT
Financial Matters
Since the last meeting £300 has been paid into the Treasury account in association with Burial Ground fees and two payments have been made (£33.44 for electricity fees at roundabout and £1352 regarding Clerk’s Salary)
Planning
The following planning applications are under observation with the Planning Forum:
• S/152/02277/21 – Erection of a house. Demolition of existing building – Land adjacent “The Crest”, Northlands, Sibsey
• S/152/0238/21 – Change of use, conversion of, alterations to 3 no. barns to provide holiday accommodation units (some works commenced) – Star Farm, Main Road, Sibsey
• S/152/02484/21 – Extension and alterations to existing dwelling to provide additional living accommodation – 22 Manor Close, Sibsey
Full planning permission has been granted for the following:
Rear single storey extension to existing dwelling to provide additional living accommodation. Demolition of existing conservatory – 16 Millers Gate, Sibsey

5. DISCUSS ANY MATTERS RELATING TO THE VILLAGE
The following matters were discussed:
• Cllr Watts thanked everyone involved helping with the Christmas event especially Cllr Heath. There was good representation from the community.
• Following the signing of the Pymoor Lease agreement the Football Association have had some queries associated with it. After discussion the Chairman agreed to meet with the tenant and aid with sorting this matter out.
• Cllr Limb suggested that a meeting of all the community representatives for the Queen’s Jubilee Celebration be held at earliest convenience in January 2022.
• Cllr Watts relayed that the School Trustees are amicable in either leasing or selling a small area of land to the Parish Council to enable to pursue in having a Play Area at Northlands.
• Toddler Area within Community Park that is currently closed due to the wetpour issue needs to be rectified as soon as possible
• There is additional graffiti on the bus shelter near to the Primary School that needs sorting asap
• Query was raised into whether we could have CCTV installed in the vicinity of the bus shelter near to the Primary School
6. DATE OF THE NEXT PARISH COUNCIL MEETING
The date of the next Parish Council meeting as previously scheduled to be held at Northlands Village Hall is on Tuesday 11th January 2022 commencing at 7pm.
Cllr Watts wished everyone a Merry Christmas and a Happy New Year.
There being no further business the meeting finished at 8.17pm.
