Minutes of Sibsey Parish Council Meeting remotely held Tuesday 2nd March 2021 commencing at 7.00pm

PUBLIC FORUM

No members of the public had requested the link to attend the remote meeting.

 

1.            APOLOGIES FOR ABSENCE AND REASONS GIVEN

               All Parish Councillors were in attendance.

2.            TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS

                Cllr J Ladds declared an interest in Item 6b on the agenda.

3.            NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 2nd FEBRUARY 2021 TO BE APPROVED AS THE MINUTES

4.            OUTSIDE BODIES REPORT

               It was proposed by Cllr Limb, seconded by Cllr Ladds, and resolved to accept these notes as a true and accurate record and thereby signed by the Clerk to later be countersigned by the Chairman.

                ELDC Cllr N Jones reported the following:

  • Consultation is currently being circulated in relation to strategy for housing within the area which is open to everyone who would like to air their views.
  • The grants in association with COVID have all now been allocated.

                LCC/ELDC Cllr T Ashton reported the following:

  • The consultation has been read at the latest ELDC Full Council meeting before being circulated for discussion.
  • Pleased to have been able to support local communities with grants which includes Sibsey Free Primary School.
  • At a recent LCC Full Council meeting an extra £12m budget has been allocated to Highways.

Cllr Watts relayed to PCSO Keys that a resident had informed him that crack pipes have been discarded near to the Bowling Green, Old Main Road though no one has been seen in the area to report anything further.

PCSO Keys reminded the Parish Council that the police do not and cannot monitor “Next door” website.  The best way of getting anything done is either to call 101 or email spilsby.npt@lincs.pnn.police.uk

It was reported that several youths have been seen wandering around the village, definitely not social distance.

PCSO Keys reported:

  • That the police team are frequently patrolling the area
  • Have been inn Station Road recently with speed gun though this was mainly on an advisory to reduce speed, however the team will be within this vicinity again in the near future.

Cllr Ladds asked, “Can speed checks be done within a 50mph limit”? To be replied with a YES.

As per the Police.uk website eleven incidences were recorded up to the end of which are as follows:

One incident of Anti-social Behaviour has been reported on or near to Goosemuck Lane - No crime timeline details are available for anti-social behaviour.

Two incidents of Anti-social Behaviour have been reported on or near to St Margaret’s Drive - No crime timeline details are available for anti-social behaviour.

One incident of Anti-social Behaviour has been reported on or near to Dorothy Close - No crime timeline details are available for anti-social behaviour.

One incident of Burglary has been reported on or near to Meyers Close - Investigation complete; no suspect identified. There was insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.

One incident of Anti-social Behaviour has been reported on or near to Evison Court - No crime timeline details are available for anti-social behaviour.

One incident of Anti-social Behaviour has been reported on or near to Besant Close - No crime timeline details are available for anti-social behaviour.

One incident of Violence and Sexual Offence has been reported on or near to Sargeants Close - Unable to prosecute suspect.  This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.

One incident of Drugs has been reported on or near to Amos Way - The police have given the offender a drugs possession warning.

One incident of Anti-social Behaviour has been reported on or near to Hire Ferry Lane - No crime timeline details are available for anti-social behaviour.

One incident of Other theft on or near to Petrol Station- Unable to prosecute suspect.  This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.

5.            CLERK’S REPORT

  • Notifications have been received from LCC Highways informing of Temporary Traffic Restrictions
  • From 10pm on 11th March until 6.30am on the 12th March 2021 Level crossing maintenance works at A16 Boston Road Level Crossing.
  • Between 18th March and 22nd March 2021 regarding Cones Traffic Management work near to Westhouses at Northlands

It was proposed by Cllr Limb, seconded by Cllr Heath and resolved that these payments should be made preferably by Bank Transfer.

7.            PLANNING

a.            Discuss all planning applications currently being reviewed for consultation

Four planning applications have been received since the last meeting being reviewed by the Planning Forum.

•             S/152/00146/21 – Extension and alterations to the existing dwelling to provide a ground floor lounge, hall, lobby and swimming pool with a first-floor bedroom and 2 no en-suites over – Hope Villa, Station Road, Sibsey

                It is believed that this is a large development for site in proportion with the area but if there are no opposition from neighbours the forum has no objection to this application.

•             S/152/00273/21 – Erection of 1 no. detached house with a detached garage/caravan store and carport and the erection of a 2m high fence, on the site of an existing building which is to be removed – Land behind The Crest, Northlands

                Objected to this application as is within the open countryside designated a hamlet and would not be of exceptional quality.

•             S/152/00302/21 - Details particulars relating to the erection of 1 no. pair of semi-detached houses with a detached single garage and 2 no. detached dormer bungalows with attached single garages (Outline planning permission S/152/02018/20) – Lulworth, Littleport Lane, Sibsey

This application was objected as this would be overdevelopment of the land for the size and proportion of the village.

•             N/ 110/01549/17 - Works to facilitate the Viking Link electrical interconnector with an approximate capacity of 1400 megawatts (MW) extending from Revsing, Jutland, (Denmark) to Bicker Fen, Lincolnshire (UK) comprising:

Installation of 2 subsea high voltage direct current (DC) cables between Mean Low Water Springs (MLWS) and landfall at Boygrift in East Lindsey.

Installation of 2 onshore DC cables between the landfall at Boygrift and the converter station at North Ing Drove in South Holland;

Erection of converter station buildings (relating to land in adjoining authority); together with temporary and permanent ancillary infrastructure – Viking Link National Grid, Sandilands (to Bicker Fen), Mablethorpe

b.            Discuss other planning matters

                There were no other planning matters to discuss.

c.             Report on any information received regarding Planning Applications

                No information has been received associated with planning.

d.            Local Plan consultation

In order to consider this agenda item in more detail in was decided to hold a separate discussion meeting.

 

8.            HIGHWAYS

There seems to be no attempt of anything being done that has been reported in the past few months.  Request an update and action report of everything that is outstanding.

Cllr Watts relayed that after speaking with a representative of Anglian Water in relation to the sewer/drainage on Main Road A16 near to Page Close, informing that they will be looking into this issue with a view to a possible solution.

9.            PARISH MATTERS

a.            Burial Ground

               Grass cutting has been done recently in the area.

  Cllr Heath informed that since the last meeting he has tidied the footpath which the other councillors thanked him for this.

Extending the Burial Ground was discussed with the view of compulsory purchasing the additional land adjacent, though from previous correspondence with landowner evidence was still required to prove that this would not be a consideration from the Parish Council in the future.  This is something that would need to be discuss between both parties and possible consider other options.

b.            Bus Shelters

Various emails have been received from residents in regard to Stock Hill with various views on whether this should be replaced or completely removed or even go with a completely different design to previous one.

This matter was deliberated.  The belief of not rebuilding and leaving a clearer view would in fact cause more accidents as drivers would think they could just pull out from the junction and not stop, at least with a structure there it should entice drivers to think and look first.

c.             Village maintenance

                The following was reported:

  • More clothes have been dumped near to the Clothes Banks
  • The bin down Vicarage Lane has been replaced
  • Grass is being dumped in verges

A query was raised in regard to the drainage in the Community Park.  As the area needs to be excavated to find exact end of outpour to determine what work is then needed.  It was decided to monitor this for the time being.

d.            Play Areas

                It  was reported that the grass has been cut in Amos Way Play Area.

e.            Pymoor Lane

                Nothing was reported on this agenda item.

f.             Dog waste bin at Northlands

                The approval from Environmental Authority was still outstanding.

g.            Village Walk

                This agenda item was deferred to the next meeting.

10.          ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN

                Cllr Watts relayed that Sibsey Free Primary School had received their grant. 

New gas struts are required for the noticeboard, the clerk asked for the dimension of the struts would be required to enable to get the correct ones.

11.          DATE OF THE NEXT PARISH COUNCIL MEETING

The date of the next Parish Council meeting as previously scheduled to be held remotely is on Tuesday 6th April 2021.
