Minutes of Sibsey Parish Council Meeting remotely held Tuesday 6th April 2021 commencing at 7.00pm

No members of the public had requested the link to attend the remote meeting.
1. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Heath had forwarded his apologies for absence of which the Parish Councillors were aware of the reason for not attending of which it was resolved to accept this explanation.
2. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllr G Limb declared an interest in Item 7a on the agenda.
3. NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 2nd MARCH 2021 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Limb, seconded by Cllr Ladds, and resolved to accept these notes as a true and accurate record and thereby signed by the Clerk to later be countersigned by the Chairman.
4. OUTSIDE BODIES REPORT
ELDC Cllr N Jones reported the following:
- The Councillor Community Grant Scheme will be available in the new financial year
- A policy is being derived in association with moving forward out of COVID. Funds with this will be made available especially linked with tourism.
As per the Police.uk website thirteen incidences were recorded up to the end of February 2021 which are as follows:
One incident of other theft has been reported on or near to Staunt Lane – Investigation complete as no suspect was identified due to being insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.
Five incidents have been reported on or near to Northlands Lane
• 3 x Violence and Sexual Offence - Investigations complete as no suspects were identified due to being insufficient evidence to bring anyone to justice at this time. Investigation may be reopened if more information becomes available.
• 2 x Criminal Damage and Arson. One investigation is still under completion and one investigation complete as no suspect was identified due to being insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.
One incident of Anti-social Behaviour has been reported on or near to Sports/Recreation Area (Community Park) - No crime timeline details are available for anti-social behaviour.
Two incidents have been reported on or near to Meyers Close
• 1 x Anti-social Behaviour - No crime timeline details are available for anti-social behaviour.
• 1 x Other theft that is still under investigation
One incident of Anti-social Behaviour has been reported on or near to Old Main Road - No crime timeline details are available for anti-social behaviour.
One incident of Violence and Sexual Offence has been reported on or near to Sargeants Close - Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.
One incident of Anti-social Behaviour has been reported on or near to Amos Way - No crime timeline details are available for anti-social behaviour.
One incident of other theft has been reported on or near to Park/Open Space in the vicinity of Staples Vegetables Ltd – Investigation complete as no suspect was identified due to being insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.
It was reported that the police had been in the area recently checking speed of vehicles.
5. CLERK’S REPORT
There was no information reported by the clerk.
6. FINANCIAL MATTERS
a. Financial Report
Since the last meeting £3371.52 has been credited to the Treasury Account (£1845 in Burial Ground Fees, £1482.41 for Reimbursement for Verge Grass Cutting and £44.11 in association with reimbursement for Printer Ink and Zoom Fee) and one payment has been made for £1352 in regard to the Clerk’s Salary.

It was proposed by Cllr Limb, seconded by Cllr Ladds and resolved that these payments should be made preferably by Bank Transfer.
7. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
Two planning applications have been received since the last meeting being reviewed by the Planning Forum.
• S/152/00373/21 – Extension and alteration to the existing dwelling to provide a kitchen/dining room, a lounge, a study a bedroom and an en-suite and a first-floor room – Chimneys Cottage, Northlands Lane, Northlands
Looking at this application, the site is sufficient for both existing and extension however concerns that this is more an additional building for separate residence rather than an extension of the original building.
• S/152/00515/21 – Erection of a garden room to be used as a hair salon/office – The Cottage, Vicarage Lane, Sibsey
Though there were no main objections to the planning application, concerns were raised as the road leading to the property is only a track of a car width and would therefore not be suitable for daily traffic flow to a business premises, especially as this area is also a thoroughfare for pedestrians walking to other areas of the village and not suitable area established for passing causing of concern for those using this area.
b. Discuss other planning matters
There were no other planning matters to discuss.
c. Report on any information received regarding Planning Applications
No information has been received associated with planning.
d. Local Plan consultation
This matter was discussed further following a discussion meeting with District and County Councillors last month. One conclusion was that homes should be more carbon neutral.
8. HIGHWAYS
The following was discussed:
- Concern about the damage to the verges and footpaths from vehicles mounting them due to either obstruction or from those who are too wide for the roads they are travelling.
- Bollards in the centre reservation along the A16 need attention.
- Footpaths have been tidied in various areas but unsure if other areas will be also done.
- Need a Maintenance Plan from LCC to see which areas they are responsible for and to discuss whether some parts the Parish Council could look at including in their Maintenance Plan.
- It was deemed that it would be viable to the Parish Council to have a complete Tree Preservation Order record for Sibsey and Northlands.
It was resolved at 7.57pm to go back to Item 4 on the agenda
As LCC/ELDC Cllr Ashton had only recently joined the virtual meeting the following was asked and relayed to him:
- What does LCC own/responsible for in Sibsey and maintain and would benefit from the Parish Council helping with
- The state of the verges and footpaths – Feel that it is not fair for public money to be used to rectify the matter. Companies of the bulkier and wider vehicles should be held responsible. There is a Health and Safety Issue involved not just the visual aspect.
- Concern with flow of the traffic of vehicles from Staples Vegetables Ltd as this is becoming a nuisance especially the way they are driving through the village.
Cllr Ashton asked would it be beneficial to have a meeting with representatives from the company and the Parish Council. This was agreed therefore he said he would arrange it.
LCC/ELDC Cllr T Ashton reported that he did not have much to report other than Lincolnshire Archives were due to reopen on the 13th April 2021.
At 8.18pm it was resolved to go back to agenda order.
Other issues discussed:
- Several signs in the village are rotten and imminent danger of collapsing.
- The post near to the Bowling Green has been an issue for quite some time and needs being replaced.
- The gravel from the roundabout near to the Primary School is trailing all over the surrounding road and needs being swept back to its existing location.
9. PARISH MATTERS
a. Burial Ground
A letter of concern regarding the Burial Ground had been received which was read to the Parish Council by Cllr Watts and further discussed. It was resolved that he would personally respond to the addressee.
b. Bus Shelters
Meeting still to be held with the assessor to discuss the damaged Stock Hill Bus Shelter further.
The Bus Shelter near to the Primary School is still in need to be repainted.
c. Village maintenance
Cllr Ladds reported that the Silent Soldier was currently at Craven & Nicholls for repair and to see if a solution could be done to help prevent it from being blown over.
The clerk was asked to write a Thank You letter to Staples Vegetable Ltd in regard to the clearing out the dyke of rubbish and up to Benington Bridge.
The ruts in the grass on the corner of Chapel Lane still need reseeding.
d. Play Areas
The roundabout within Amos Way Play Area is getting slow and hard to turn again. The clerk was asked to try and get feedback from installation company regarding this matter.
e. Pymoor Lane
Cllr Limb informed that The John Woulds Charity AGM was being held on the 14th April 2021. Additionally, he informed that a response has been received from the solicitors in relation to the names held at the Land Registry regarding Pymoor Lane and that the issue is in hand to rectify this matter.
f. Dog waste bin at Northlands
Permission from Environment Agency had to date not been received.
Cllr Limb asked if there was an update of getting permission from LCC in association to having a dog litter bin situated near to the Bus Shelter on the corner of Station Road. The clerk informed that no information had been received to date.
g. Village Walk
It was decided to leave this until after 17th May 2021 and therefore deferred to the next meeting for discussion.

10. ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
Cllr Adiotomre raised a concern regarding the Old printworks at Northlands as nobody has worked on the property for the past five years and it is beginning to look a little dilapidated and feared this will be an area that could be used for fly tipping.
11. DATE OF THE NEXT PARISH COUNCIL MEETING
The date of the next Parish Council meeting as previously scheduled to be held remotely is on Tuesday 4th May 2021.
