Minutes of Sibsey Parish Council Meeting held Tuesday 2nd July 2024 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
There were two members of the public present of which the following questions/short statements were made to the Parish Council during the time allocated.
• Damaged had been done to the church tower’s door of which the police have acknowledged the incident and repair has been made.
At 7.10pm it was resolved to move agenda item 7a forward
A member from the Pymoor Lane’s Bears Committee was in attendance to literate the situation regarding the drainage work required and matters associated with it on advice from the Football Association. Quotes had been verbally received but details written ones were required by the Parish Council before any work could be carried out.
At 7.26pm it was resolved to go back to agenda order
1. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Adiotomre and Heath had forwarded their apologies for absence of which the Parish Councillors were aware of the reasons for not attending of which it was resolved to accept these explanations.
2. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations of interest were received.
3. NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 4th JUNE 2024 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Ladds, seconded by Cllr Barker and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
4. OUTSIDE BODIES REPORT
LCC/ELDC Cllr Ashton sent his apologies for not being able to attend this evening’s meeting.
ELDC Cllr Jones relayed that due to purdah regulations though quite a bit is going on in East Lindsey there was nothing specific in the Sibsey area
During April 2024 eleven incidents were reported on the Police.uk website
Four incidents were reported on or near to Northlands Lane

1 x Criminal Damage and Arson – Still under investigation
1 x Public Order - Still under investigation
1 x Violence and Sexual Offence - Unable to prosecute suspect
Two incidents were reported on or near to Goosemuck Lane

Two incidents were reported on or near to Page Close
1 x Vehicle Crime - Investigation complete, no suspect identified
1 x Violence and Sexual Offence – Still under investigation
One incident of Violence and Sexual Offence was reported on or near to Meyers Close - Still under investigation
Two incidents of Violence and Sexual Offence were reported on or near to Church Close - Still under investigation
At 7.29pm it was resolved to go into close session to discuss a letter received by the Chairman relating to a resident
Cllr Watts read the letter to the District and Parish Councillors relating to an incident in the village of which Cllr Jones asked for a copy so that he could forward this information to the relevant department for the issue to be looked into.
At 7.35pm it was resolved to go back into open session
5. CLERK’S REPORT
Notification has been received that inspection of the play areas will be taking place by RoSPA in August.
6. FINANCIAL MATTERS
a. Financial Report
Since the last meeting £626.37 has been credited to the Treasury Account £620 in relation Burial Ground Fees and £6.37 for reimbursement of Printer Ink from clerk’s other Parish Councils).

It was proposed by Cllr Ladds, seconded by Cllr Barker and resolved that these payments should be made.
Cllr Ladds asked if the agreed payment could be made to Friends of Sibsey School to aid with the D Day Celebrations held last month. All councillors agreed to honour this.
c. Grant Application from St Margaret’s PCC
A grant application had been received from St Margaret’s PCC in relation to costs towards ground maintenance of the church. The councillors relayed that this area was an asset to the parish as well as for walkers and wildlife. Therefore, it by Cllr Ladds, seconded by Cllr Carney and resolved to award the grant.
7. PARISH MATTERS
a. Pymoor Lane
Matters relating to this agenda item was discussed earlier in the meeting.
b. Burial Ground
A meeting of the Burial Ground Forum needs to be arranged to assess the area to see if any work etc is required.
c. Village Maintenance
i) Noticeboards
A quote was received from one company for both noticeboards that were required. However, the Parish Councillor did not like the design of the one that is proposed to be wall mounted on the bus shelter as they preferred a two-door option and asked if they could requote.
ii) Maintenance areas and ownership update for ELDC and LCC assets
This item was deferred to the next agenda.
Complaints have been received in relation to verge areas that were not being cut be these were the regions in the parish that were the responsibility of LCC to maintain.
d. Play Areas
i) Maintenance repairs in both Play Areas
All maintenance work to date has been completed except the issue mentioned earlier in the meeting relating to a trip hazard around some of the play equipment in Amos Way due to the weed spraying.
e. Adoption of land in Amos Way from ELDC to Parish Council
This item was deferred to the next agenda.
f. Land for Play Area at Northlands
Compliant plan is still required from the Trust to enable the Land Agent and Solicitor to move forward with the purchase.
g. Parish Handyperson
There is no current updated information in association with the agenda item. It was decided to not currently move forward with this option.
h. Eastern Green Link 3 (EGL 3) and Eastern Green Link 4 (EGL 4) public consultation on early-stage proposals
This item was deferred to the next agenda.

8. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
No planning applications have been received since the last meeting.
b. Discuss other planning matters
There were no other planning matters discussed.
c. Report on any information received associated with Planning
No information relating to Planning has been received.
9. HIGHWAYS
Two Community Speed Watch surveys were recently conducted.
The First on Frithville Road between 8.30 and 9.30am of which 24 vehicles exceeded the speed limit with the fastest being 49mph.
The Second was on Station Road between 4.30 and 5.30pm of which 21 vehicles exceeded the speed limit.
10. ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
The following matters were discussed.
• The clerk was asked to put the Church Clock on the next agenda.
• Candyfloss van in bus stop
11. DATE OF THE NEXT PARISH COUNCIL MEETING
The next scheduled Parish Council meeting will be on Tuesday 3rd September 2024 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm.
