Minutes of Sibsey Parish Council Meeting held Tuesday 9th January 2024 atNorthlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
There were no members of the public present to ask questions or make short statements were made to the Parish Council during the time allocated:

The Chair welcomed all to the meeting by wishing everyone a Happy New Year.

1.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Heath had forwarded his apologies for absence of which the Parish Councillors were aware of the reason for not attending of which it was resolved to accept this explanation.

2.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllr Ladds declared a non-pecuniary interest to Item 6b on the agenda.

3.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 5th DECEMBER 2023 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Ladds, seconded by Cllr Carney and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

4.    OUTSIDE BODIES REPORT
ELDC Cllr Jones sent his apologies due to personal reasons but did not forward any report for the Parish Council’s information.

Prior to this meeting no apologies or any reports have been received from LCC/ELDC Cllr Ashton.

Cllr Watts relayed that the footpath near to the noticeboard on the corner of Frithville Road/A16 is damaged and not wheelchair accessible.

The verges in Vicarage Lane near to the house that is currently in development are non-existent. Mud has encroached onto the road and hazardous especially after the recent rainfall. Hope these will be rectified once the development is completed.

Prior to this meeting no apologies or any reports have been received from LCC/ELDC Cllr Ashton.

During November 2023 six incidences were reported
Four incidences were reported on or near to Northlands Lane
3 x Anti-social behaviour
1 x Violence and Sexual Offence – Still under investigation

One incident of Violence and Sexual Offence was reported on or near to Main Road near Northlands - Still under investigation

One incident of Anti-social behaviour on or near to Dorothy Close.

5.    CLERK’S REPORT
There was no information to report.

6.    FINANCIAL MATTERS
a.    Financial Report

Since the last meeting £505.62 has been credited to the Treasury Account (£500 in relation to the approve grant towards fees to purchase goal posts at Amos Way and £5.62 for reimbursement of Printer Ink from clerk’s other Parish Councils). Additionally, £1706.25 associated with the clerk’s PAYE and £350 in relation to balance for the entertainment at the Christmas Light switch on event.

It was proposed by Cllr Limb, seconded by Cllr Barker and resolved that these payments should be made.

7.    PARISH MATTERS
a.    Pymoor Lane

Representatives from the committee were again unable to attend this evening’s meeting. It was decided to arrange a separate meeting to discuss all matters.

b.    Burial Ground
It was agreed that a forum meeting would need to be held to ascertain duties required within the Burial Ground.

c.    Village Maintenance
i)    Litter Bins

The refurbishment work is still ongoing.

ii)    Noticeboards
This matter was deferred to the next meeting.

iii)    Maintenance areas and ownership update for ELDC and LCC assets
To date no further information has been received.

d.    Play Areas
It was reported that the area near the roundabout in Amos Way Play Area is flooded. 

A reply from the maintenance company relating to the gate to the Toddler Play Area within the Community Park was received. After discussion it was proposed by Cllr Ladds, seconded by Cllr Limb for the work on this to ahead along with the  other maintenance in both play areas which is planned to begin shortly.

e.    Adoption of land in Amos Way from ELDC to Parish Council
To date no further information has been received.

f.    Land for Play Area at Northlands
A date for a meeting with the Northlands Village Hall Committee/Trustees was agreed. 

g.    Summer 2024 Fete 
It was agreed that the Parish Council would like to coincide with Friends of the School in having a Summer Fete. Therefore, a meeting would need to be held to discuss the aspects of this.

h.    Parish Handyperson
It was decided to advertise this position in The Bridge, Noticeboards and Website.

i.    Memorial for late David Eyre
It was decided to have a plaque displayed on the new bench in the Burial Ground.

j.    Resolve to purchase any items for 2024 Christmas Tree
Unfortunately, the star for the top of the tree has broken and needs to be replaced. Cllr Ladds relayed that instead of buying a replacement that a new one is being personally made.

k.    Tree planting
The Parish Council decided to seek quotes for the planting of the trees in and around the village.

l)    Devolution Consultation
As this was a public consultation it was decided to put a link on the Parish Council’s website for those who wish to take part in this.

8.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

Since the last meeting two planning applications have been received and circulated to the Planning Forum for their observations
•    S/152/02103/23 – Amendment re Change of use of agricultural land to extend the existing domestic curtilage, construction of a vehicular access, driveway and earth bund and erection of a double garage, dog kennels and whelping block in connection with the proposed dog showing and breeding business (some works already completed) – Lauren’s Barn, Hurn Road, Sibsey
There was no change of views on pre-amended application.
•    S/152/02508/23 - Determination of whether or not Prior Approval is required for the
siting and appearance of 1 no. proposed smart metering OMNI at 13.83m mean     mounted on proposed 12m street works pole, 1 no. proposed smart metering GPS antenna at 12.4m, 1 no. proposed smart metering 3G OMNI antenna at 3.8m and 1 no. proposed smart metering equipment enclosure to be installed on a root foundation – Proposed site of Mast adjacent to Bradgate House, Boston Road, Sibsey.
The Parish Council view to this application is that the area was this is recommended is not suitable for the village and feel that the original choice was more beneficial and suitable for.

b.    Discuss other planning matters
There were no other planning matters to discuss.

c.    Report on any information received associated with Planning 
Planning permission has been granted for extension and alterations to existing dwelling – Mandaville, 8 Littlemoor Lane, Sibsey

9.    HIGHWAYS    
The following Highway issues were relayed:
•    The verges near to “Ladds,” Station Road are subsiding and vehicles have slid into them.
•    The condition of the A16 carriageway between Sibsey and Midway garage is need of  replacing. Any work being done in this area is not lasting.
•    Chapel Lane is now at the stage that it has been reported that walking down there is not safe.
•    The bus stop near Littlemore Lane, there is an overflow of water  into this area following rainfall which is not suitable for passengers waiting for a bus.

10.    ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
There are areas on the website that need updating.

11.    DATE OF THE NEXT PARISH COUNCIL MEETING
The next scheduled Parish Council meeting will be on Tuesday 6th  February 2024 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm.
