Minutes of Sibsey Parish Council Meeting held Tuesday 4th June 2024 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
There were no members of the public present to ask any questions or make any short statements to the Parish Council during the time allocated.

1.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Adiotomre had forwarded his apologies for absence of which the Parish Councillors were aware of the reasons for not attending of which it was resolved to accept this explanation. 

2.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllr Ladds declared a non-pecuniary interest in item 8b on the agenda.

3.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 2nd APRIL 2024 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Limb, seconded by Cllr Heath and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

4.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 21st MAY 2024 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Watts, seconded by Cllr Limb and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

5.    OUTSIDE BODIES REPORT
Prior to this meeting, no apologies or reports have been received from either ELDC Cllr Jones or LCC/ELDC Cllr Ashton

During February 2024 two incidents were reported on the Police.uk website
One incident of other theft on or near to Meyers Close – Unable to prosecute suspect

One incident Violence and Sexual Offence has been reported on or near to Station Road - Still under investigation

During March 2024 five incidents were reported
One incident of Public Order on or near to Northlands Lane – No information provided

One incident of other theft on or near to Trader Bank – Investigation complete, no suspect identified

One incident Violence and Sexual Offence on or near to Dorothy Close - Still under investigation

One incident of Anti-social behaviour on or near to Waggoners Walk 

One incident of Criminal Damage and arson on or near to Lucan Close - Investigation complete, no suspect identified

6.    NOMINATION FOR POSITIONS ON COMMITTEES AND WORKING FORUMS
It was agreed that the positions held previously would remain with the addition of Cllr Barker and Carney being on the Community Park Forum.

7.    CLERK’S REPORT
A letter of invitation has been received from Sibsey Lancaster Memorial Trust in relation to Service of Remembrance on 29th September 2024 at the Memorial of the Field, Sibsey Northlands.

8.    FINANCIAL MATTERS
a.    Financial Report

Since the last meeting £5,592.63 has been credited to the Treasury Account (£4,801.26 re VAT rebate, £785 in relation Burial Ground Fees and £6.37 for reimbursement of Printer Ink from clerk’s other Parish Councils).

It was proposed by Cllr Limb, seconded by Cllr Heath and resolved that these payments should be made.

c.    Grant Application from St Margaret’s PCC
This item was deferred to the next agenda due to full information associated with the application not being received.

At 7.14pm it was resolved to return to Item 5 on the agenda

ELDC Cllr Jones relayed that there are various grants are available for Community project.

Cllr Watts queried  if the signs erected on lamp posts by Chestnut Homes Development and the flags up on the verges should have Advertisement Consent.

Cllr Heath asked, “How did Langrick get a 30mph limit”. Cllr Jones replied that they had an “Archer’s Report” of revealed that the average speed limit recorded was 49mph. The Parish Council bought the reflective speed indicate notices.

At 7.22pm it was resolved to go back to agenda order

9.    PARISH MATTERS
a.    Pymoor Lane

Cllr Watts informed that the locks to the kitchen had to be changed.

b.    Burial Ground
The grass has been cut in the Burial Ground but though done now God’s Acre was not done prior to the recent wedding.

c.    Village Maintenance
i)    Noticeboards

Following information received from one of the companies that had previously quoted, it was relayed to get new quotes for the noticeboards but to have the one in the village relocated to the bus shelter near to the Primary School.

ii)    Maintenance areas and ownership update for ELDC and LCC assets
This item was deferred to the next agenda.

d.    Play Areas
i)    Maintenance repairs in both Play Areas

Notification had been received for the work to be done in both Play Areas but a more accurate date of commencement was required as well as a definitive list of the work that was going to be conducted, along with information associated with public site separation.

e.    Adoption of land in Amos Way from ELDC to Parish Council
This item was deferred to the next agenda.

f.    Land for Play Area at Northlands
This item was deferred to the next agenda.

g.    John Woulds Charity
Cllr Limb informed that Monica Everard and himself are currently the only trustees for the Charity and need an additional member. Also due to illness the form secretary has had to resign and therefore will need recruiting a replacement.

h.    Summer 2024 Fete 
Cllr Ladds informed that all is on track for the Fete to occur on Saturday other than requiring volunteers to come and help set up on the morning.

i.    Village Hall Reports/Matters
Cllr Ladds asked if there could be CPR training held at Northlands Village Hall. Cllr Limb said he would make requirements with someone he knew associated with Carrington Village Hall to see if they would oblige.

j.    Parish Handyperson
There is no current updated information in association with the agenda item.

10.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

Two planning applications had been received since the last meeting which has been circulated to the Planning Forum for their observations 
•    S/152/00510/24 – Extension and alterations to existing dwelling to provide additional living accommodation and erection of a porch – Barton, 5 Littlemoor Lane, Sibsey
•    S/152/00690/24 – Listed Building Consent – Installation of a stair lift – Waytefield, Boston Road, Sibsey
There were no objections to these planning applications

b.    Discuss other planning matters
Advertisement consent for Chestnut Homes Development was discussed earlier in the meeting with ELDC Cllr Jones.

c.    Report on any information received associated with Planning 
Full planning permission has been granted to the following:
•    S/152/00389/24 – Extension to existing dwelling to provide additional living accommodation – Segard, Station Road, Sibsey
•    S/152/00321/24 – Extension and alterations to existing dwelling to provide additional living accommodation – Millways, Goosemuck Lane, Sibsey    

11.    HIGHWAYS 
a.    Proposed waiting restrictions

It was reported that there has been parking of HGVs along Frithville Road opposite Chapel Lane which has been causing chaos with traffic.        

Cllr Barker asked if the bollards near to the school was dismissed from being considered? Cllr Watts relayed that the logistic criteria and costings is something that would not be considered by LCC.

A Community Speed Watch was held on the 23rd May on Station Road between 5-6pm of which twenty-four vehicles were recorded at exceeding the speed limiting out of 342, with the fastest being recorded at 49mph.

12.    ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
The following matters were discussed:
•    Check to see if the bin near Bus Stop opposite Chapel Lane was done when the other litter bins were renovated.
•    Parking outside Sibsey Bowls Club has been getting manic lately and drivers have been struggling to see visibility of traffic and pedestrians.

13.    DATE OF THE NEXT PARISH COUNCIL MEETING
The next scheduled Parish Council meeting will be on Tuesday 2nd July 2024 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm.

There being no further business the meeting finished at 8.47pm.
