Minutes of Sibsey Parish Council Meeting held Tuesday 2nd April 2024 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
There were four members of the public present who asked the following questions or make short statements to the Parish Council during the time allocated.
• Concerns were raised into why the Parish Council portion of the precept had risen by 35.4% which was a steep incline considering the current financial climate.
Cllr Watts explained the reasons and responsibilities the Parish Council have within the village and to enable to ensure that these are maintained and continue to be an integral part of Sibsey it was with much deliberation and apprehension that on this occasion there was a steep rise.
• A query was raised whether the Parish Council had considered doing anything in the village for the teenagers i.e. a Youth Club as more was catered for the younger age group.
Cllr Watts said that unfortunately that there was no facility in Sibsey ideal for a Youth Club to be held and this could cost a lot of money to have especially with equipment and having appropriate volunteers to aid run it.
The Parish Council had looked into appropriate age group play equipment in the Community Park but these were not ideal for the neighbouring residents.
The question was asked about having a summer fete like the Donkey Derby that there used to be during her youth.
It was relayed that there is a fete being held at the Primary School on the 8th June 2024 in commemoration of D Day this year however, consideration will be given to holding one next year.
1. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Adiotomre had forwarded his apologies for absence of which the Parish Councillors were aware of the reasons for not attending of which it was resolved to accept this explanation.
2. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
There were no declarations of interest received.
3. NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 6th FEBRUARY 2024 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Limb, seconded by Cllr Ladds and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
4. OUTSIDE BODIES REPORT
ELDC Cllr Jones sends his apologies as he has another meeting to attend.
Prior to the meeting no apologies or information has been received from LCC/ELDC Cllr Ashton.
During January 2024 ten incidences were reported on the Police.uk website

5. CLERK’S REPORT
Notification from LCC Highways that road closure will be effective from 10pm on the 10th April
2024 until 6.30am on the 11th April 2024 along Station Road due to maintenance works at the
Level Crossing.
6. FINANCIAL MATTERS
a. Financial Report
Since the last meeting £2405.22 has been credited to the Treasury Account (£2370 in relation Burial Ground Fees and £35.22 for reimbursement of Printer Ink from clerk’s other Parish Councils).

It was proposed by Cllr Barker, seconded by Cllr Heath and resolved that these payments should be made.
c. Grant Application from Sibsey Village Hall
A grant application has been received from Sibsey Village Hall in relation to £2000 to aid with the cost of the resurfacing of the Car Park specifically the VAT that they were unaware of when accepting the quote.
The Parish Council discussed this but as they do not award grants for car park renovation/replacement the request to pay the VAT was looked into of which advice obtained said this was something that was not allowed therefore on this occasion the application was denied. The Parish Council would look into any additional project that Sibsey Village Hall may have in the future but would prefer application is received with quotes before the Village Hall make a final decision on who they require to use.
7. PARISH MATTERS
a. Pymoor Lane
Cllr Watts informed that he had asked to see if there were any historical land drain maps of the site but unfortunately, they were not any.
Quotes were required for work to be done on the building of which the clerk was asked to obtain them.
b. Burial Ground
Following a meeting on site with Vere Bros a quote with three scenarios had been received in relation to the mound behind the brick store with the view to a future project. Cllr Watts explained that the adjacent neighbour was happy for the soil to be put onto their plot as this would aid with their current building work. Following deliberation it was proposed by Cllr Heath, seconded by Cllr Ladds that they would like to go with Option 3.
The clerk informed that the replacement bench near to Evison Memorial Garden has been ordered, awaiting confirmation of delivery. Also, Morbey Fencing have been to measure up for the replacement fence along the boundary but no quote has been submitted prior to this meeting.
c. Village Maintenance
i) Litter Bins
Since the bins have been done it has been noticed that some of them have had their locks broken and wondered if the refuse collection team has done this. The clerk was asked to contact Cllr Ashton to see if he was able to obtain a response.
ii) Noticeboards
Waiting for more information therefore this agenda item was deferred to the next meeting.
iii) Maintenance areas and ownership update for ELDC and LCC assets
To date no further information has been received.
d. Play Areas
i) Maintenance repairs in both Play Areas
Work on the insertion of the drains in Amos Way has been delayed. This should now be commencing the week of 15th April 2024.
In the Community Park the gate into the Toddler Area that was to be replaced was incorrect as this was smaller that the current one. Work had begun on removing the old one which resulted in posts being removed. Cllr Watts relayed that he had spoken with the maintenance manager onsite but will discuss the matter directly with the company to get this matter corrected.
The scorch grass in the play areas is resulting from the area being sprayed to kill the weeds instead of strimming around the play equipment. Cllr Watts conveyed that galvanised collars would be more appropriate around the base of the equipment to avoid spraying these areas in the future.
Cllr Watts conveyed that he had had a meeting with the grass maintenance and informed him of what the Parish Council requirements are not as interpreted and that these need to be followed.
At 9.26pm it was resolved to extend the meeting
e. Adoption of land in Amos Way from ELDC to Parish Council
Cllr Ashton had sent an email from Andrew Sweeney, Housing Development Manager at East Lindsey District Council with an update of which the Parish Councillors were made aware of. Once further information was known the Parish Council would be informed.
f. Land for Play Area at Northlands
Specifications from the trust was still required before the Land Agent and Solicitor representing the Parish Council could continue with the process.
g. Summer 2024 Fete
Cllr Ladds relayed that she had met with The Friends of the School who are organising the Fete on the 8th June 2024 to coincide with the 80th Anniversary of D Day at the school. They are looking at an 8am set up for a 10am start and 4pm finish.
h. Parish Handyperson
There is no current updated information in association with the agenda item.

8. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
Two planning applications have been received since the last meeting that are being reviewed by the Planning Forum for their observations.
- S/152/00389/24 – Extension to existing dwelling to provide additional living accommodation – Segard, Station Road, Sibsey
The Parish Council had no objection to this application.
- S/152/00430/24 – Erection of detached garages and storage areas – Land opposite Lime Tree House, High Ferry Lane, Sibsey
The Parish Council had no objection to this application.
b. Discuss other planning matters
There were no other planning matters to discuss.
c. Report on any information received associated with Planning
Full planning permission has been granted to the following:
• Erection of an agricultural storage building and extension to agricultural yard – Land adjacent to Willow Holt, Willows Lane, Sibsey
• Extension to existing bungalow to provide additional living accommodation on the site of existing conservatory which is to be demolished – 12 Grange Meadows, Sibsey
9. HIGHWAYS
The Parish Council had to decide to continue to meet with the Highways Officer on the 29th April to discuss the Proposed Waiting Restrictions on Frithville Road or to go with the proposal suggested by LCC Cllr Ashton. The Councillors agreed that they would prefer to go with the recommendation of Cllr Ashton but thought meeting with the officer on site would be beneficial.
Three Community Speed Watch sessions has been conducted since the last meeting.
The First was on the 13th March 2024 at Sibsey Northlands between 9 and 10am of which during that time 34 vehicles went past of which two were exceeding the 30mph speed limit.
The second was on the 31st March 2024
One on the A16 opposite the Old Police House in relation to Northbound traffic. Between 10am and 11am a total of 460 vehicles went past of which only 2 exceeded the 40mph limit, though suspect that vehicles going in the opposite direction warned motorists.
The second was done in Station Road with both directions being monitored between 5pm and 6pm of which a total of 413 vehicles went passed with 21 exceeding the 30mph speed limit of which the fastest recorded was 45mph.
10. ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
There were no other matters to be discussed.
11. DATE OF THE NEXT PARISH COUNCIL MEETING
The next scheduled Parish Council meeting will be on Tuesday 7th May 2024 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm.
