Minutes of Sibsey Parish Council Annual Meeting held Tuesday 21st May 2024 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm
PRESENT: Cllr I Watts presiding as Chairman

There were no members of the public present.
1. TO ELECT A CHAIRPERSON FOR THE ENSUING YEAR (2024/2025)
Following proposal from Cllr Limb, it was thereby seconded by Cllr Heath and resolved that Cllr Watts should be Chairperson for the 2024/2025 ensuing year
2. TO RECEIVE THE DECLARATION OF ACCEPTANCE OF OFFICE AS CHAIRPERSON OF SIBSEY PARISH COUNCIL 2024/2025
Cllr Watts signed the Declaration of Acceptance of Office as Chairperson of Sibsey Parish Council for 2024/2025 which was witnessed and signed by the Proper Officer, S Knowles.
3. TO ELECT A VICE CHAIRPERSON FOR THE ENSUING YEAR (2024/2025)
Following proposal from Cllr Watts, it was thereby seconded by Cllr Heath and resolved that Cllr Limb should be the Vice Chairperson for the 2024/2025 ensuing year.
4. PUBLIC FORUM
There were no members of the public present.
5. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Ladds had forwarded her apologies for absence of which the Parish Councillors were aware of the reasons for not attending of which it was resolved to accept this explanation.
Cllr Adiotomre informed that he would be attending the meeting but will be a little late.
6. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllrs Watts declared a non-pecuniary interest in Item 8b on the agenda.
7. ANNUAL GOVERNANCE AND ACCOUNTABILITY RETURN (AGAR) 2023/2024
a. To receive the report of the internal auditor and RFO’s response
The report from the Internal Auditor was that she was very satisfied that the accounts were being maintained.
b) To approve the Annual Governance Statement (Section 1 of the Annual Governance and Accountability Return (AGAR)) for financial year 2022/2023 and authorise the signing by the Chairperson and Parish Clerk
Copy of Section 1 was circulated to the councillors. On evaluation it was proposed by Cllr Limb, seconded by Cllr Heath and resolved to authorise the signing of this section.
c) To approve the Accounting Statements (Section 2 of the AGAR) and authorise the signing by the Chairperson and Responsible Financial Officer
Copy of Section 2 was circulated to the councillors. On evaluation it was proposed by Cllr Limb, seconded by Cllr Heath and resolved to authorise the signing of this section.
8. FINANCIAL MATTERS
a. Financial Report
Since the last meeting £50,551.37 has been credited to the Treasury Account (£50,000 for the first half of the precept, £545 in relation Burial Ground Fees and £6.37 for reimbursement of Printer Ink from clerk’s other Parish Councils).

It was proposed by Cllr Limb, seconded by Cllr Adiotomre and resolved that these payments should be made.
9. ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
A resident had made a complaint about the lack of grass cutting in Amos Way. This is being assessed by the Parish Council and asked the clerk to respond with the resident and relay that the Council will look into this matter.
Cllr Barker relayed that the aerial erected along the A16 does not seem to be as bad as originally anticipated and does not seem to be as tall as the planning application stipulated.
Cllr Heath conveyed that the direction signs on the verge of the A16 pointing to Northlands is now laid completely on the grass. Cllr Watts added that the sign near to the island with the bus shelter is now leaning on it and fear that this will fall if not rectified causing an incident.
Cllr Limb informed that John Wigner has had to resign from his position of clerk due to ill health and therefore the John Woulds Charity are now looking for a new Clerk/Treasurer along with new Trustees since the resignation of Angela Saxton due to no longer residing in the village.
10. DATE OF THE NEXT PARISH COUNCIL MEETING
The date of the next Parish Council meeting as previously scheduled will be held on Tuesday 4th June 2024 at Northlands Village Hall
There being no further business the meeting finished at 7.56pm.
