Minutes of Sibsey Parish Council Meeting held Tuesday 5th March 2024 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements to the Parish Council during the time allocated.

1.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Adiotomre and Barker had forwarded their apologies for absence of which the Parish Councillors were aware of the reasons for not attending of which it was resolved to accept these explanations. 

2.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
There were no declarations of interest received.

3.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 6th FEBRUARY 2024 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Ladds, seconded by Cllr Heath and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

4.    OUTSIDE BODIES REPORT
ELDC Cllr Jones reported the following:
•    Witham Fourth District Internal Drainage Board are putting their rates up by 15% which will affect the ELDC Council Tax.
•    ELDC have raised their budget by 3.6% which is under the 5% cap, which is an equivalent of £4.95 up on a Band D property for the year.
•    Looking at projects in local areas.

Cllr Watts relayed the following:
•    The Parish Council would like to have speed cameras in the village to aid with the excessive speeding.
•    What is ELDC’s stance on the Pylons? Cllr Jones replied that the District Council are against this.
•    Informed him of the planning application for mast to be erected outside Bradgate House, Boston Road, Sibsey and been trying to meet with Anglian Water to discuss this matter to be asked why and now to find out that they do not need prior approval to do this.

Prior to the meeting there was no updated information on the Police.uk website to report.

5.    CLERK’S REPORT
There was no information to report.

6.    FINANCIAL MATTERS
a.    Financial Report

Since the last meeting £665 has been credited to the Treasury Account in relation Burial Ground Fees. Additionally, £2559.38 associated with all the clerk’s PAYE.

It was proposed by Cllr Limb, seconded by Cllr Ladds and resolved that these payments should be made.

7.    PARISH MATTERS
a.    Pymoor Lane

Following the meeting with the representatives from the committee at Pymoor Lane Cllr Watts went to the site to look at the drainage and game them options on how to rectify this matter.

He then relayed the following:
•    Back of the building is a manhole cover in need of replacing at the earliest convenience.
•    Unsure if there is a soak away or a septic tank onsite. Further investigation is required.
•    Worth having a Plan B drawn up in the event that the current tenant leaves.

b.    Burial Ground
Following the meeting on site to assess the area the following matters were raised:
•    Drainage 
•    Bench near Evison Garden needs replacing. The councillors relayed that they like to bench situated near to the Brick Store and feel that something similar but smaller would be suitable as a replacement. The clerk contacted the company and circulated a quote for this. It was thereby proposed by Cllr Heath, seconded by Cllr Ladds it was resolved to go ahead and purchase this.
•    Permanent fence to replace the current Heras fencing.
•    Soil mound behind Brick Store.
•    Placing bird and owl trust boxes in the trees

c.    Village Maintenance
i)    Litter Bins

All 16 bins have been shot blasted and replaced back in the village of which the gold lettering will be done onsite over the next few days. Skipworth’s have replaced six locks that were broken.

ii)    Noticeboards
Noone was able to refurbish the noticeboards so therefore it was considered to renew them instead. Several choices were presented to the Parish Council of which after deliberation two choices were made, one for each location.

iii)    Maintenance areas and ownership update for ELDC and LCC assets
To date no further information has been received.

d.    Play Areas
i)    Maintenance repairs in both Play Areas

The work on the swings in Amos Way have not been fully completed as there was not sufficient base work in the area and therefore, they had to add an additional 8 metre squared of mulch to finish the job for the time being of which therefore to complete with the edging in an additional colour have forwarded an extra quote.

Also, an additionally they discovered that a replacement shackle is required on the Bird Nest Swing.

The councillors agreed to redo the surfacing once clarification has been discussing this further with Cllr Watts and also approved for the shackles to be done.

Jon Portess has agreed that both works for drainage at Amos Way would be best done at the same time to avoid any additional cost for revisiting the site at a later date but has not sent any update to the full cost of the works as is currently away.

A site meeting will need to be held with Jon Portess to discuss the work being done by them for drainage as well as the play area company doing work onsite following.

e.    Adoption of land in Amos Way from ELDC to Parish Council
To date no further information has been received.

f.    Land for Play Area at Northlands
Representatives from the Parish Council met with Trustees and Committee Members of Northlands Village Hall to discuss matters associated with the land at Northlands. During the meeting there were controversy relating to where the entrance to the property would be to prospective play area.

At 9.25pm it was resolved to extend the meeting 

g.    Summer 2024 Fete 
The Friends of the School will be holding the Fete on the 8th June 2024 to coincide with the 80th Anniversary of D Day at the school. The Parish Council are happy to support The Friends as they do when organising and holding the Christmas Fayre where possible.

h.    Parish Handyperson
There is no current updated information in association with the agenda item.

i.    Trees
Only one quote has been received from Chris Kirk in association with the planting of the trees within the village. It was resolved to accept this quote for the work to be done.

j.    Staffing Committee/Forum
Following information relating to this as published in LALC e-new it was resolved that a meeting will be scheduled following a Finance Forum meeting.

k.    Correspondence received
The following correspondence has been received:

At 9.39pm it was resolved to move back to agenda Item 4 

    LCC/ELDC Cllr Ashton reported the following:
•    In February he went to London with other Councillors and met with MPs to lobby against the funding of Internal Drainage Boards. From this a one-off Government subsidy has been agreed but unsure on how this will be distributed.
•    Both the County and District Councils have set their budgets.
•    The position of the District Councils finances are good though other partners in the scheme are not.
•    There is major concern across the county in respect to Nation Grid erecting Pylons of which both County and District Councils are opposed to. Consultations have been taking place with this ending in a few days.

At 9.50pm it was resolved to extend the    meeting by a further ten minutes

•    A Devolution meeting discussion is being held on Wednesday 6th March 2024
•    Asked for more information in association with the drain’s complaint received so that this could be investigated further.

Cllr Watts relayed that earlier in the meeting ELDC Cllr Jones had mentioned that there could be some funding for specific community projects of which he asked could this be done to purchase SPEC Cameras. Cllr Ashton said that this would depend on the National Criteria and may not receive approval from Lincolnshire Road Safety Partnership.

8.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

Two planning applications have been received since the last meeting and being perused by the Planning Forum for their observations.
i)    S/152/00321/24 – Extension and alterations to existing dwelling to provide additional living accommodation – Millways, Goosemuck Lane, Sibsey
The Parish Council have no objections if the neighbours have no problems
ii)    Amendment to S/152/02014/23 – Erection of 83 dwellings with landscaping, associated works, the construction of surface water attenuation basin and vehicular access – Land rear of Page Close, Sibsey
The Parish Council feel that more trees and screening would be more beneficial to this area.

b.    Discuss other planning matters
There were no other planning matters to discuss.

c.    Report on any information received associated with Planning 
No additional information was received to be reported.

9.    HIGHWAYS 
a)    Diversion of Part Sibsey Public Footpath 346  
 
There was no objection to this application.

Due to the weather conditions only one Speed Watch session was done on the A16 opposite the bus stop near to the Primary School of which six vehicles exceeded the 30mph limit.

Bryan Gault is happy to meet with the Parish Council either a Monday or Friday to assess and discuss the proposed waiting restrictions at Frithville Road.
    
10.    ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
There were no other matters to be discussed.

11.    DATE OF THE NEXT PARISH COUNCIL MEETING
The next scheduled Parish Council meeting will be on Tuesday 2nd April 2024 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm.
