Minutes of Sibsey Parish Council Meeting held Tuesday 1st November 2022 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
There was one member of the public present of which no questions or short statements were made during the time allocated.

1.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Adiotomre had forwarded his apologies for absence of which the Parish Councillors were aware of the reason for not attending of which it was resolved to accept this explanation.

2.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    Cllrs Limb and Saxton declared an interest in Item 7a on the agenda.
    Cllrs Heath and Watts declared an interest in Item 7f on the agenda.

3.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 4th OCTOBER 2022 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Saxton, seconded by Cllr Limb and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

4.    OUTSIDE BODIES REPORT
ELDC Cllr N Jones reported the following:
•    Currently waiting to see how things are going for the future since change in main government.
•    A fault has been discovered in the new purple bins allowing water to enter when lid is lifted. These are going to be looked into.
•    Glass can now be placed into the grey bins
•    Issues relating to dog fouling, litter and fly tipping is currently out to tender to an independent company to deal with
•    Devolution is currently shelved as several District Councils cannot agree with the process

Cllr Ladds relayed that there are four caravans behind the bungalow next to Staples and occupied which is an area that is not covered by the recent granted planning application.  ELDC Cllr Jones said he will speak to enforcement regarding this.

According to the Police.UK website during August 2022 Fourteen incidents were reported 
Eight incidents were reported on or near to Northlands Lane
3 x Violence and Sexual Offence – Still under investigation
2 x Anti-social Behaviour
1 x Criminal Damage – Still under investigation
1 x Public Order – Still under investigation
1 x Other crime – Still under investigation

Four incidents of Violence and Sexual Offence reported on or near to Dorothy Close – Still under investigation

One incident of Other theft reported on or near to Meyers Close – Still under investigation

Once incident of Violence and Sexual Offence reported on or near to Lucan Close – Still under investigation

Parish Council were informed of  another incident in the village possibly not being reported – Offenders entering into resident’s gardens, even with security lighting in place they are not being deterred.

5.    CLERK’S REPORT
•    The church clock has recently been serviced of which a report has been forwarded to the Parish Council relating to the recommendations required.
•    Notification has been received from LCC Highways that between 10pm on the 7th November and 6am on the 8th November 2022 Sibsey Level Crossing will be closed to renew the tarmac with bobcat planer and renew broken edge beam.

It was relayed that the clock service was done without prior notification to the Parish Council.

6.    FINANCIAL MATTERS
a.    Financial Report

Since the last meeting £291.64 has been credited to the Treasury Account (£215 relating to Burial Ground fees, £61.64 for reimbursement of Printer Ink from clerk’s other Parish Councils and £15 for fee of Electricity box in Community Park).  Additionally, £1489.58 has been paid out in respect to the clerk’s salary.

It was proposed by Cllr Ladds, seconded by Cllr Limb and resolved that these payments should be made.

7.    PARISH MATTERS
a.    Pymoor Lane

A meeting has been held with tenant where it was discussed on issues associated with the building that need to be addressed.  

b.    Burial Ground
Work at the Burial Ground is going well.  Met with contractor to discuss progress of which it was decided to have gravel laid in areas near to the Memorial Gardens where grass would be difficult to cut.  The contractor was asked also to forward a quote for an additional path connecting the two new Memorial Gardens.

A meeting with the Ground Maintenance contractor to discuss issues associated in the village.  Discussed matters in the Burial Ground and asked to quote on additional work to be carried out, of which had been circulated to the Parish Council.  One associated with tidying of the Memorial Gardens and another with leaf blowing.  It was agreed to except the quote for the tidying but not for the leaf blowing.  Cllr Heath proposed that if the Parish Council would reimburse for petrol he would do the work, of which it was agreed.

c.    Bus Shelters
Refurbishment of Stock Hill Bus Shelter has almost finished.  Cllr Watts spoke with the contractor and asked if the posts could be painted so that the whole area looked completed.

Cllr Watts relayed that he had also spoken with the Insurance Company to discuss repayment and with Highways to have the street sign replaced.

At 8.41pm it was resolved to move to go back to Item 4 on the agenda

    LCC/ELDC Cllr Ashton reported the following:
•    At a recent meeting LCC have voted to have funds of £5m be transferred into Highways current financial year budget.
•    Old Main Road meeting process was helpful
•    Is now back on the Highways and Transport Committee and keen on getting the speed limit reviewed though the degree of flexibility of the criteria is currently ridged but will look into means of allowing local input.
•    Land ownership in Amos Way is being looked into.

Cllr Watts asked if any information was known in respect to adopting any LCC owned property.
LCC/ELDC Cllr Ashton replied that he has a future ward walk with Highway Officers and will discuss this with them then.

Cllr Heath relayed that the footbridges on the track towards the windmill are slippery and seriously need attention.

It was relayed that 20 tonne lorries are parking on the A16 opposite the Chestnut Homes site in breach of planning agreement.

Complaints have been received that during early hours and late nights that the HMOs are walking along Station Road in an unlit area due to no footpath and have been near misses.

Cllr Ladds informed that earlier in the meeting Cllr Jones was informed of caravans on site behind bungalow housing HMOs that is out of the agreed planning application area.

At 8.56pm it was resolved to go back to agenda order

d.    Village Maintenance
Following the meeting with the Grounds Maintenance contractor the hedge between the Play Area and the field would be cut before the end of year.  He was also informed that he needs to follow the rules associated with contract.

e.    Play Areas
The current delayed work in the Community Park was explained.  This was due to the fencing posts were actually not fitted into the ground properly when originally installed and could be one of the reasons for the lifted at the edges of the wetpour.  As this was a major factor in continuing with the installation of the new play area it was agreed that these should be replaced and fitted properly.

f.    Land for Play Area at Northlands
Looking at having a meeting with the Schools Trust later in the month to discuss options and costings were required to be able to converse on moving forward with this project.

g.    Christmas Tree Light Switch On Event
A meeting with the Friends of the School to discuss the event was being held next week.

Cllr Ladds informed that the lights are ok and working and will be looking at putting them up by the end of the month.

h.    Men’s Shed Association
This item was deferred to the next meeting.

i.    Correspondence received
The following correspondence has been received:

8.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation
b.    Discuss other planning matters
c.    Report on any information received associated with Planning 

Since the last meeting no planning applications, other matters, reports or information has been received.

9.    HIGHWAYS    
a.    Community Speed Watch

A face-to-face Community Speed Watch training evening is to be scheduled.

10.    ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
    The following matters were discussed:
•    Look into parcels of land available to a Community Wood.
•    It is believed that winter is going to be really cold this time and keeping warm will be an issue for several, try and see if there is a possibility of having a Heat Hub in the village.  Also, to advertise that John Woulds Charity may be able to help.

At 9.24pm it was resolved to extend the meeting by another ten minutes

Cllr Saxton reported that she had recently attended the Sibsey Village Hall committee meeting and relayed the following:
•    There is to be a leaflet drop in the village showing the future events being held there.

Cllr Barker relayed that there was a good atmosphere around the village during Halloween Trick or Treat harnessing the community spirit.

11.    DATE OF THE NEXT PARISH COUNCIL MEETING
The next Sibsey Parish Council meeting as previously scheduled will be on Tuesday 6th December 2022 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm.

There being no further business the meeting finished at 9.38pm.
