Minutes of Sibsey Parish Council Annual Meeting held Tuesday 4th October 2022 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
There were five members of the public present of which the following questions/short statements were made during the time allocated.
•    Asked about a speed watch update of which the clerk updated the member of the public of its current status.
•    Also asked if Old Main Road would be a consideration as one of the sites for Speed Watch Scheme? Informed that sites have been allocated but will ask the question to the Road Safety Partnership if this area would be suitable.
•    A resident gave an update on the EV point in Old Main Road. A meeting has been set with Highways of which the Parish Council are invited to attend along with LCC Cllr Ashton. He knew complaints had been received about the cable over the public footpath and aware that someone had tripped over it. The permanent EV cable has been removed and is only laid temporarily in the evening.
Cllr Watts informed the resident that had asked through Cllr Ashton the clarification of having an EV point on a non-offside parking property.

1.    TO CONSIDER ANY APPLICATIONS FOR CO-OPTION TO VACANCIES OF PARISH COUNCILLORS
One application had been received from Steven Barker of which consideration process had been followed. After discussion it was proposed by Cllr Watts, seconded by Cllr Ladds and resolved to co-opt Mr Barker onto the Parish Council of which his Declaration of Office was signed and witnessed by the Proper Officer.

2.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Adiotomre and Heath had forwarded their apologies for absence of which the Parish Councillors were aware of the reasons for not attending of which it was resolved to accept these explanations.

3.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    Cllr Ladds declared an interest in Item 7b on the agenda.

4.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 5th JULY 2022 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Limb, seconded by Cllr Ladds and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

5.    OUTSIDE BODIES REPORT
No apologies or information have been received from either ELDC Cllr Jones or LCC/ELDC Cllr Ashton.

Cllr Watts asked the clerk to write to both Councillors and express that they would appreciate notification that they would not be attending the meeting and ask to send a mini report to be read out as surely there must be something that needs to be relayed.

Between May and July 2022 twenty-five incidents were reported:
Ten incidents were reported on or near to Northlands Lane
6 x Anti-social behaviour
2 x Violence and Sexual Offences – Unable to prosecute suspect
1 x Criminal Damage and Arson – Investigation complete, unable to identify suspect
1 x Public Order – Unable to prosecute suspect

One incident of Violence and Sexual Offences was reported on or near to Littlemore Lane – Unable to prosecute suspect

Four incidents of Anti-social Behaviour were reported on or near to St Margaret’s Drive

Five incidents were reported on or near to Dorothy Close
2 x Anti-social Behaviour
1 x Public Order – Unable to prosecute suspect
2 x Violence and Sexual Offences – Unable to prosecute suspect

One incident of Violence and Sexual Offences was reported on or near to Page Close – Investigation complete, unable to identify suspect

One incident of Criminal Damage and Arson was reported on or near to  Trader Bank – Investigation complete, unable to identify suspect

Two incidents of Violence and Sexual Offences were reported on or near to Church Close - Investigation complete, unable to identify suspect

One incident of Public Order was reported on or near to Meyers Close – Still under investigation

6.    CLERK’S REPORT
•    Notification has been received that the 30mph and “SLOW” markings have been refreshed along Old Main Road
•    The infant pads for the defibrillators have not been received due to a shipping delay to supplier.

7.    FINANCIAL MATTERS
a.    Financial Report

The finances associated with the Financial Year of 2021/22 have been reviewed and signed off by the External Auditors PKF Littlejohn. The error reported was I due to a typo; the year-end figures are correct but were associated with the bank statement received for 14th March 2022 not as per the bank reconciliation for February 2022.

Since the last meeting in July £37,472.27 has been credited to the Treasury Account (£33750 for the second half of the precept, £500 for Burial Ground fees, £3189.53 VAT rebate and £32.74 for reimbursement of Printer Ink from clerk’s other Parish Councils).

It was proposed by Cllr Limb, seconded by Cllr Saxton and resolved that these payments should be made.

8.    PARISH MATTERS
a.    Pymoor Lane

A meeting with the tenant is still required to discuss matters associated with the site.

b.    Burial Ground
Work has commenced in the Burial Ground for paths and additional edgings to the Memorial Gardens. 

Originally the additional edging was to be slabbed but on a pre-meet with the contractor, it was suggested that block pathing would be more suitable and respective to the area.

i.    Quote received for new and refurbished Memorial Garden Signs
A quote received from William Kent Memorials for refurbishing the current Memorial Garden Signage of £180 per marker (Total £540). With additional quote for two new markers to be placed at the new Memorial Gardens of £1200 each (Total £2400).

After discussion  in was proposed by Cllr Limb, seconded by Cllr Saxton and resolved to go ahead with both the refurbishment of the current Memorial Signage and the new ones.

c.    Bus Shelters
    Work on Stock Hill Bus Stop will be commencing on 17th October 2022.

    The three new seats will be fitted into the respective bus shelters in the next couple of weeks.

d.    Village Maintenance
A meeting is required with the Ground Maintenance contractor asap. 

It was reported that Amos Way football area and the grass in front of Amos Way Play Area has not been cut on a regular basis. 

Query raised to ask the Ground Maintenance contractor when the hedges are going to be cut in both sites.

Cllr Barker reported that part of the staggered fence was missing at the end of Littleport Lane near to the A16.

e.    Play Areas
Work is scheduled to commence on the refurbishing of the Toddler Area within the Community Park and the maintenance on the additional play equipment in the park from 10th October 2022.
    
f.    RoSPA Report
It was agreed to evaluate the report once works had been completed in the Community Park.

Cllr Ladds informed that she was still waiting for the new screws to refix the roof of the tower in Amos Way play area.

It was relayed that weeds were growing through the wetpour in Amos Way.

g.    Land for Play Area at Northlands
A meeting with the Schools Trust was required to be arranged to discuss this further as options and costings were required to be able to converse on moving forward with this project.

h.    Christmas Tree Light Switch On Event
Meeting is scheduled with the Friends of the School to discuss the event.

Whilst discussing the requirements for the evening it was suggested to purchase a Bluetooth speaker as this was believed to be more beneficial as would not need to have wires about. The clerk was asked to look into this.

j.    PCC Report
Rev Clive Todd’s last service before retiring will be on Sunday 9th October 2022. Then the church will be under the Rural Dean. 

The Remembrance Service is scheduled to go ahead in the usual format.

At 9.20pm it was resolved to extend the meeting for an additional ten minutes

9.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

Since the last meeting, the following planning applications were received and reviewed by the Planning Forum
i.    S/152/01297/22 – Installation of ground mounted solar photovoltaic (PV) farm with battery storage; along with continued agricultural use, ancillary infrastructure and security fencing, CCTV, landscaping, bunding, ecological enhancements and associated works. Construction of vehicular access – Land West of Mallows Lane and North of Pymoor Lane, Main Road, Sibsey
ii.    S/152/01537/22 – Extension and alterations to the existing dwelling to provide additional first floor living accommodation – Stonebridge Cottage, Trader Bank, Sibsey – This has now been given full planning permission by ELDC

b.    Discuss other planning matters
Complaints have been received regarding the Chestnut Home Development which are being monitored by ELDC.    

A question was asked into whether the development will be checked once this had been finalised. The reply was that the Inspectorate should check throughout each stage and the Planning Officer should check to see that  the planning agreement instructions were complied with.

It was reported that he contractors to the development seem to park their vehicles wherever they want which is causing a disruption and nuisance in some areas. Also, that mud was being dragged onto the road from the site onto the A16 and left. Fear that as the wintery weather progresses that this will be a hazard to motorists if not dealt with.

c.    Report on any information received associated with Planning 
The following Planning applications have been approved:
i.    Extension to existing dwelling – 32 Frithville Road, Sibsey
ii.    Extensions and alterations to existing dwelling – Avon Cottage, Main Road, Sibsey
iii.    Single storey extension to existing dwelling – Almondbury House, Main Road, Sibsey
iv.    Single storey rear extension to existing dwelling – Cedar Lodge, Vicarage Lane, Sibsey
v.    Siting of 15 no. agricultural workers’ static caravans, a welfare building, two storage containers and excavation of land to form a pond – Staples Vegetables Ltd, Station Farm, Station Road, Sibsey
vi.    Erection of a replacement agricultural implement store – Old Pastures, High Ferry Lane, Sibsey

10.    HIGHWAYS    
a.    Community Speed Watch

Community Speed Watch equipment has been purchased. The Lincolnshire Road Safety Partnership team are waiting for us now to proceed with training the volunteers
    
Cllr Barker asked if gritting could be done this winter down Old Main Road as this area is continuously dangerous during winter especially as it leads to the Primary School and Church. The clerk agreed to contact LCC Highways to see if this area could be included.

LCC contractors doing work down Chapel Lane have left fresh new potholes.

11.    ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
Cllr Saxton reported that Sibsey Village Hall is going well, and the group are working good together.

It is believed that there are several organisations/community groups around the village for the ladies but not much for the gentleman of the village and it was asked if Men’s Sheds Association could be put on the next agenda to be discussed.

12.    DATE OF THE NEXT PARISH COUNCIL MEETING
The next Sibsey Parish Council meeting as previously scheduled will be on Tuesday 1st November 2022 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm.
