Minutes of Sibsey Parish Council Meeting held Tuesday 1st March 2022 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
There was one member of the public present of which no questions/short statements were made during the time allocated.

1.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Adiotomre and Saxton had forwarded their apologies for absence of which the Parish Councillors were aware of the reasons for not attending of which it was resolved to accept these explanations.

2.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    No declarations of interest were received.

3.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 3rd MAY 2022 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Limb, seconded by Cllr Ladds and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

4.    OUTSIDE BODIES REPORT
ELDC Cllr Jones has sent his apologies as was attending a Planning Course.

LCC/ELDC Cllr Ashton relayed that he is hoping to be able to attend the meeting between 8 and 9pm as had other meetings to go to beforehand.

According to the Police.UK website
During March 2022 six crimes were reported
Two incidents were reported on or near to Northlands Lane
1 x Anti-social behaviour
1 x Criminal Damage and Arson – Unable to prosecute suspect

One incident of Anti-social behaviour was reported on or near to St Margaret’s Drive

One incident of other theft was reported on or near to Meyers Close – Still under investigation

Two incidents of Violence and Sexual Behaviour was reported on or near to Amos Way. 1 x Investigation complete, no suspect identified. 1 x Awaiting court outcome.

During April 2022 twenty crimes were reported
Nine incidents were reported on or near to Northlands Lane
3 x Criminal Damage and Arson – 1 x Still under investigation and 2 x Investigation complete, no suspect identified
3 x Violence and Sexual Behaviour – 2 x Still under investigation and 1 x Unable to prosecute suspect

One incident of Violence and Sexual Behaviour on or near to Littlemoor Lane – Still under investigation

One incident of Anti-social behaviour on or near to Frithville Road

Three incidents were reported on or near to Dorothy Close
2 x Violence and Sexual Behaviour –  Still under investigation
1 x Anti-social behaviour

One incident of Public Order – Still under investigation

Two incidents of Violence and Sexual Behaviour was reported on or near to Amos Way – Still under investigation

Two incidents were reported on or near to Midway Garage
1 x Other theft - Investigation complete, no suspect identified
1 x Public Order – Still under investigation

One incident of Violence and Sexual Behaviour was reported on or near to A16 Hilldyke – Still under investigation

Concerns were raised as to the number of incidents that were being published on the Police website and worrying that no presence is ever seen in the village anymore.

5.    CLERK’S REPORT
•    The security certificate for the Parish Council’s websites have expired and cannot be currently viewed online.  Lincolnshire County Council are trying to rectify this 
•    Notification of road closure has been received from LCC Highways in relation to High Ferry Level Crossing between 10pm on the 23rd June 2022 and 6am on the 25th June 2022
•    Notification of temporary road restrictions has been received from LCC Highways in relation to Pymoor Lane between the period of 12th and 14th July 2022.

6.    FINANCIAL MATTERS
a.    Financial Report

Since the last meeting £695 has been credited to the Treasury Account relating to Burial Ground fees.  Additionally, the following payments have been made:

It was proposed by Cllr Limb, seconded by Cllr Ladds and resolved that these payments should be made.

c.    Financial Forum Report 
A forum report was circulated among the councillors where it was reported that the accounts from the previous year were assessed and that the earmarked reserves were satisfactorily directed and in addition discussed future projects associated in the village.

7.    PARISH MATTERS
a.    Pymoor Lane

No response has been received in relation to chasing payment for the rent and bond. The clerk was asked to send a formal letter.

It was also relayed that a meeting of all the bodies associated with the site need to meet to discuss relevant matters.

b.    Burial Ground
It was decided to hold a forum meeting and asked if Mr Portess could meet on site to discuss moving forward with having new paths in the Burial Ground.

c.    Bus Shelters
The bus shelter outside the school will be repainted with the purchased paint over what has already been done along with a layer of the specialised graffiti paint.

Notification has been received that work on Stock Hill Bus Shelter should begin in September 2022 as long as all appropriate legal documentation is received i.e., Street Work permits.

d.    Village Maintenance
Issues raised:
•    A16 bollard knocked off and is currently in hedge
•    Request about footpath extension from Sibsey Village Hall to Trader Mill though would prefer all the way to Trader Bank.
•    Footpath would also be beneficial between Railway Crossing in Station Road to Mallows Lane
•    The fence/railing surrounding the duck pond is now a priority and LCC need to fix this
•    Trip hazard of electric point in Old Main Road 

e.    Play Areas
    i.    Renewal of Toddler Area within Community Park

After discussion it was decided to request update from Play Equipment companies on refurbing the area.

    ii.    Maintenance of Community Park Equipment
    This agenda item was deferred until the next meeting to obtain further information.

f.    Land for Play Area at Northlands
Currently waiting for a Schools Trustee meeting to be held.  Therefore, this agenda item was deferred until the next meeting.

g.    YMCA Clothing Bank
An email request had been received to Cllr Watts to site a clothing bank next to the current ones near to the Primary School.  After deliberation it was decided that at the present time those that a currently situated was sufficient especially being adjacent to a resident’s property.

h.    Ownership of land corner of Chapel Lane
The Parish Council have learned that this area is currently owned by LCC.  In consideration to the amount that is received back for maintaining this area does not in line to the cost occurred, therefore it was deemed to try and acquire this area.

i.    Queen’s Jubilee Celebration Report
    Cllr Watts thanked everyone who helped in setting up on the day.  

Cllr Limb informed that it was disappointing that they had to move the majority of the celebration into the Village Hall due to the weather.  Approximately 150 attended the event though it was relayed it was not sufficiently advertised.  All the entertainers were good.

It was discussed that it would be nice to hold an annual event in the Community Park every summer.

Following communication between Cllr Watts and the Chairperson of Northlands Village Hall it was decided that if a written request was received to aid with the cost of them holding their Jubilee Celebration that if deemed within Clerk’s Powers that a donation could be made.

k.    Village Walk
A date was arranged to meet and assess the village.

At 8.53pm it was resolved to go back to Item 4 on the agenda 

    ELDC/LCC Cllr Ashton reported the following:
•    Had forwarded information to the clerk in association with Millers Walk development.  
Cllr Ashton was informed that this had been circulated to the Parish Councillors. He also relayed that he had emailed Chestnut Homes that it would be useful for them to set up a communication relay between themselves and the Parish Council so that any issues can be directly conveyed.
•    Broadband speed will remain at present at is current rate though will give an update when faster speeds within the area are known.
•    The charging point that is causing a trip hazard in Old Main Road will be looked into to see in permission has been granted by Highways for this, though believe that this may not be the case.
•    Projects in Lincolnshire are being reviewed under the new Level up Scheme.

The following was asked to Cllr Ashton:
•    Information and help in obtaining a footpath to Trader Mill
•    Ownership of various land in the village by ELDC or LCC, help in transferring this to the total responsibility of the Parish Council.
•    Difficulty of drivers getting out of Littlemoor Lane junction onto A16, would like to extend the 40mph zone to beyond this point.
•    Parking Enforcement at the school is not being done.

At 9.24 it was resolved to go back to agenda order

8.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

The following planning applications had been received that have been circulated to the Planning Forum for their consultation and views:
S/152/00931/22 – Extension to existing dwelling to provide additional living accommodation- 32 Frithville Road, Sibsey

Concerns were raised that this would be doubling the size of the property

S/152/01011/22 – Single storey extension to existing dwelling to provide additional living accommodation – Almondbury House, Main Road, Sibsey

At 9.27 it was resolved to extend the meeting by 10 minutes

b.    Discuss other planning matters
There are no other planning matters to discuss.

c.    Report on any information received associated with Planning 
Full Planning permission has been granted for extensions and alterations to existing dwelling – Rosslyn, Main Road, Sibsey

9.    HIGHWAYS    
a.    Community Speed Watch

Cllr Watts relayed that the presentation from the Lincolnshire Road Safety Partnership Officer at the Annual Parish Meeting last month was very informative.

A list of products and their prices have since been sent to the clerk of which had been circulated to the Parish Councillors.  After evaluating this the clerk was asked to purchase  relevant equipment required.

10.    ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
Cllr Heath proposed to ask for 30mph limit to be extended to Pymoor Lane.

11.    DATE OF THE NEXT PARISH COUNCIL MEETING
The next Sibsey Parish Council meeting as previously scheduled is on Tuesday 5th July 2022 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm.
