Minutes of Sibsey Parish Council Discussion only Meeting held Tuesday 11th January 2022 via zoom commencing at 7.00pm

PRESENT:    Cllr I Watts presiding as Chairman 
Cllr A Heath, Cllr J Adiotomre (left at 9.18pm), Cllr J Burkett. Cllr G Limb and Cllr A Saxton 
        Clerk – S Knowles

No members of the public requested to join the meeting.

1.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
    All Parish Councillors were in attendance.

2.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS    
    No declarations of interest were received.

3.    OUTSIDE BODIES REPORT
Neither ELDC Cllr N Jones or ELDC/LCC Cllr T Ashton send any apologies or forwarded any information.

Cllr Ladds relayed that she had correspondence from planning enforcement regarding the static caravans at Staples Veg Ltd, saying that there is a breach and therefore have requested that they put in for retrospective planning permission. However, if a planning application is not received within the time requested, the breach of planning control is not expedient to take formal enforcement action against. The District Council have reached this decision because if planning permission was applied for, the application is likely to be
supported by the planning department.

During November 2021 eight incidents were reported
Three incidents were reported on or near to Northlands Lane
2 x Violence and Sexual Offence - Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.
1 x Criminal Damage and Arson - Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.

One incident of Anti-Social Behaviour was reported on or near to Dorothy Close

Two incidents were reported on or near to Old Main Road
1 x Other Theft – Still under investigation
1 x Violence and Sexual Offence - Investigation complete, no suspect identified. There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.

One incident of Criminal Damage and Arson was reported on or near to Evison Court  - Unable to prosecute suspect. This could be for several reasons, e.g., the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.

One incident of Other Theft was reported on or near to Midway Petrol Station - Investigation complete, no suspect identified. There is insufficient evidence to bring anyone to justice at this time. The investigation may be reopened if more information becomes available.)

4.    CLERK’S REPORT
•    Notification has been received from LCC Highways re Temporary Traffic Restrictions on 16th January 2022 from 8.30pm until 6.30am on the 17th January 2022 at High Ferry Lane Level Crossing for Maintenance Works by Network Rail

5.    FINANCIAL MATTERS
a.    Financial Report

Since the last meeting £552.11 has been paid into the Treasury Account (£490 in association with Burial Ground fees and £62.11 reimbursements from Parish Councils that the clerk additional works for in regard to Printer Ink). Additionally, one payment of £1352 associated with the clerk’s salary has been paid.

6.    PARISH MATTERS
a.    Pymoor Lane

    The lease agreement has been resigned though waiting for copy of Public Liability and fees.

Needs to converse more with the Parish Council more on works planned to be done. This could be as a complete list, of which can be discussed in full and signed off.

John Woulds Charity had a meeting earlier in which Pymoor Lane was discussed with reference to getting the land valued.

b.    Burial Ground
    Nothing was discussed.

c.    Bus Shelter
    A resident has volunteered into painting the bus shelter near the school.

The clerk reported that she is waiting to hear from the builder with a start date to rebuild Stock Hill Bus Shelter.

d.    Village Maintenance
This item was deferred to the next meeting.

e.    Play Areas
Following quote received to have the wetpour repaired in the Toddler Area within the Community Park and discovering that this does not fall under any guarantee it was discussed that as the play equipment is also in need of being refurbished, whether it would be best to fully replace everything and have a completely new surface also.

f.    Land for Play Area at Northlands
The Trust have had the land valued and it is considered to be more than agricultural value. Waiting to hear from the Trust with more information.

g.    Village Walk
    This has been deferred to a future meeting when the nights are lighter longer.

h.    Queen’s Jubilee Celebration
A meeting is scheduled between the Community Organisations and the Parish Council for Wednesday 19th January 2022 to discuss holding an event in the village to celebrate the Queen’s 70th Jubilee.

i.    Sibsey Village Hall
Cllr Burkett reported that there have been two meeting held since the last Parish Council meeting. He relayed there has been a complete reshuffle of the Committee with New Chairman and Secretary and they are looking at fitting a new kitchen.

j.    Consideration for Wildlife Camera in roundabout tree
This matter was discussed with several concerns. It was decided to defer this to the next meeting for further deliberation.

7.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

The following planning applications was being reviewed by the Planning Forum for their observations:
i.    S/152/02533/21 – Extensions and alterations to existing dwelling to provide additional living accommodation and erection of a 1.8m high boundary wall – Rosslyn, Main Road, Sibsey

b.    Discuss other planning matters
Application from ELDC has been received in Street naming of Phase 1 of Chestnut Homes Development – Millers Walk. Names were taken off the War Memorial by the Development Company, but it is unsure that these are not associated with the village anymore.

It was relayed that contractors have been seen on the site marking areas for entrance with belief that works will be starting on this site soon. There is concern it is going to be in the wrong place especially when there is already a feasible one, especially as this is going to be opposite the bus stop and too near the school and crossing. 

c.    Report on any information received regarding Planning Applications
Full planning permission has been granted to the following:
i.    Erection of garage/workshop with store – 32 Frithville Road, Sibsey
ii.    Extension to existing dwelling – 2 Harvester Way, Sibsey

8.    HIGHWAYS
    The following was reported:
•    Speeding in the village is horrendous.
•    The road/rail crossing surface needs attention.

At 9.30pm it was resolved to extend the meeting for an additional 10 minutes

9.    ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
    The following matter were discussed:
•    Lights at Northlands still to be removed
•    Update request on dog bins to be situated in areas
•    Thanks was given to Cllr Ladds and Heath for their help with the Christmas decorations

10.    DATE OF THE NEXT PARISH COUNCIL MEETING
The date of the next Parish Council meeting as previously scheduled to be held at Northlands Village Hall is on Tuesday 1st February 2022 commencing at 7pm.

There being no further business the meeting finished at 9.38pm.
