Minutes of Sibsey Parish Council Annual Meeting held Tuesday 5th July 2022 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
There were three members of the public present of which no questions/short statements were made during the time allocated.
1. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Adiotomre had forwarded his apologies for absence of which the Parish Councillors were aware of the reason for not attending of which it was resolved to accept this explanation.
2. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllrs Watts and Heath declared an interest in Item 7f on the agenda.
3. NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 7th JUNE 2022 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Heath, seconded by Cllr Ladds and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
4. OUTSIDE BODIES REPORT
ELDC Cllr Jones has sent his apologies as he was attending a presentation though is hoping to be able to attend the Parish Council meeting later in the evening.
No apologies or information has been received from LCC/ELDC Cllr Ashton prior to this meeting.
At the time of the meeting there was no updated information on the Police.uk website to report.
5. CLERK’S REPORT
The clerk had no information to report.
6. FINANCIAL MATTERS
a. Financial Report
Since the last meeting £1141.99 has been credited to the Treasury Account (£365 re Burial Ground Fees, £26.99 reimbursement for Printer Ink from Clerk’s additional Parish Councils, £750 re Pymoor Lane rent).

It was proposed by Cllr Heath, seconded by Cllr Ladds and resolved that these payments should be made.
7. PARISH MATTERS
a. Pymoor Lane
The rent and bond have been received from the tenant.
b. Burial Ground
A quote has been received for new footpath construction in Burial Ground of £16249.02 + VAT, with an additional quote for edging of Memorial Gardens £1276.25 + VAT.
After deliberation it was proposed by Cllr Limb, seconded by Cllr Saxton and resolved to accept these quotes.
c. Bus Shelters
A quote has been received to install seating in three of the bus shelters within the village for £340 with an extra cost of £30 if the Parish Council would like these painted.
The Councillors thought that the seating would be better stained rather than painted. After deliberation it was proposed by Cllr Ladds, seconded by Cllr Limb and resolved to accept this quote.
d. Village Maintenance
There was no discussion on this matter.
e. Play Areas
i. Renewal of Toddler Area within Community Park
New quotes have been received. After deliberation it was proposed by Cllr Limb, seconded by Cllr Saxton and resolved to accept the quote from Online Playgrounds.
ii. Maintenance of Community Park Equipment
The maintenance quote was included with the one for the new Toddler Area thereby it was resolved to have the work done by the same company as this could be done simultaneously.
f. Land for Play Area at Northlands
A letter has been received from the Sibsey Joint School Trust requesting a meeting with the Parish Council to discuss the matter further. Cllrs Watts and Heath who are trustees with the School Trust relayed that the area under consideration was not the Parish Council’s preferred area whereby several factors would need to be taken into consideration i.e., Access point.
g. Christmas Tree Light Switch On Event
The Chairman asked if the Parish Council had any thoughts in which the event could be expanded.
It was decided to form a working party with the Friends of the School, PTA and Parish Council and to arrange a meeting to discuss the evening event.
h. Judging of Scout Sign
The leader for the 6th Boston Scouts had asked if the Parish Council could judge a competition to design the new sign to be displayed outside were they meet at Northlands Village Hall. The entries had been circulated to the councillors for their decision. After deliberation the winner was decided.
i. Correspondence received
The following correspondence has been received:

j. Village Walk
A date was arranged to meet and assess the village.
At 8.09pm it was resolved to go back to Item 7eii on the agenda
The roof of the youth shelter had been seen by a resident being carried away from the area and managed to retrieve it. It was resolved to get this refixed back into place.
At 8.12pm it was resolved to go back to agenda order
Between 8.15pm and 8.28pm Cllr Limb had to leave the meeting to deal with a personal matter
8. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
The following planning applications have been received and being reviewed by the Planning Forum for their views and observations:
• S/152/0558/22 – Revised planning application for siting of 15 agricultural workers’ static caravans, a welfare building, 2 storage containers and excavation of land to form a pond – Staples Vegetables Ltd, Station Farm, Station Road, Sibsey
Parish Council’s views from the application prior to it being revised still remains as an objection on the same observations.
• S/152/01062/22 – Single storey rear extension to existing dwelling to provide additional living accommodation and erection of a pergola – Cedar Lodge, Vicarage Lane, Sibsey
The clerk was asked for an extension so the application could be reviewed during the Village Walk.
• S/152/01135/22 – Erection of replacement agricultural implement store. Existing store to be demolished – Old Pastures, High Ferry Lane, Sibsey
There was no objection to this planning application.
b. Discuss other planning matters
i. Street naming Lulworth, Littleport Lane
After being reviewed there was no objection to the street naming to be Lulworth Gardens.
c. Report on any information received associated with Planning
Full planning permission has been granted for the installation of ground mounted solar array – The Kestrels, Main Road, Sibsey
9. HIGHWAYS
a. Community Speed Watch
The clerk asked before purchasing the Speed Gun whether the Parish Council required to the additional extended warranty. It was resolved to purchase the extended warranty.
b. Charging point, Old Main Road
Several complaints have been received by residents about the raised charging point laid across the public footpath from a resident’s house which has incurred an incident of a member of the village tripping over this and causing injury.
LCC are aware of the situation and are going to be acting on this with the view of looking into much tighter regulations associated with Electrical Vehicle Charging Points.
This is not allowed to be a permanent stance without following official guidelines and it is believed that these should not be permitted to be installed either without planning permission.
The clerk was asked to contact LCC Cllr Ashton to find out a resolution relating to this and what action is being done and how will this be enforced in the future.
The spouse of the resident who had incurred that accident was in attendance at the meeting and thanked the support received relating to this matter from the Chairman, Parish Council and LCC Cllr Ashton.
At 8.45pm it was resolved to go back to agenda item 4 on the agenda so that ELDC Cllr Jones could give his report
ELDC Cllr Jones did not have much to report other than that he has just been to a presentation associated with the Levelling Up project and that grants will soon be available associated with this.
At 8.50pm it was resolved to go back to agenda order
10. ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
Cllr Saxton reported the following after attending the recent Sibsey Village Hall Committee meeting:
• Several events are planning at the Village Hall up to February 2023 of which are being advertised via several aspects including social media
• The solar panels are helping in saving money on the electric
11. DATE OF THE NEXT PARISH COUNCIL MEETING
The next Sibsey Parish Council meeting as previously scheduled should be on Tuesday 6th September 2022 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm, however with two councillors already giving their apologies and without the knowledge of two other councillors being able to attend it was decided that the next Parish Council meeting will be on Tuesday 4th October 2022 at the same time and venue.
There being no further business the meeting finished at 8.54pm.
