Minutes of Sibsey Parish Council Meeting held Tuesday 1st March 2022 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
Four members of the public were in attendance of which the following questions or short statements were made to the Parish Council:

•    Documentation had been found in the Diocese archive relating to Pymoor Lane and asked if a meeting could be scheduled to discuss this matter.
•    Mr Vernon Read of Staples Vegetables Limited discussed proposed planning to house Agricultural Workers accommodation on their site situated in Station Road.  He showed architectural plans and discussed this with the Parish Councillors in detail of which concerns were raised.

Cllr Watts raised the matter regarding vehicles from this site that seem to speed through the village.  Mr Read informed that if as much information could be obtained into when a vehicle is seen not obeying any regulations to bring it to his attention and this would be looked into and addressed.

1.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Heath, Burkett and Aditomre have forwarded their apologies of which it was resolved to accept these reasons for absence.

2.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    No declarations of interest were received.

3.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 15th FEBRUARY 2022 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Limb, seconded by Cllr Saxton, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman. 

4.    OUTSIDE BODIES REPORT
Neither ELDC Cllr Jones nor LCC/ELDC Ashton were in attendance at the time of this agenda item. It was resolved if either councillor joined the meeting later time will be allocated.

The Police.uk website had not been updated at the time of the meeting to show any incidents within the area during January 2022.

5.    CLERK’S REPORT
•    Notification has been received from LCC Highways regarding to temporary traffic restrictions between 28th March and 1st April 2022 at Littleport Lane associated with new electricity connection being done by Western Power Distribution.
•    Notification has been received from LCC Highways regarding future surface dressing within the area with a road closure order in place between 1st April and 30th September 2022 – exact dates not yet know. The area being addressed are Trader Bank (between Hale Lane and Northlands), St Margaret’s Drive (between Frithville Road and ends.
•    The LALC Councillors refreshment course in liaison with Carrington with New Bolingbroke Parish Council has been scheduled to be held on 4th April 2022 between 6 and 9pm.

6.            FINANCIAL MATTERS

a.            Financial Report

Since the last meeting £1041.42 has been paid into the Treasury Account in association with Reimbursement fees from PCC, Reimbursement from clerk’s other Parish Councils for Printer Ink and Burial Ground Fees. Additionally, the following payments have been made:

It was proposed by Cllr Limb, seconded by Cllr Saxton and resolved that these payments should be made.

7.    PARISH MATTERS
a.    Pymoor Lane

Currently waiting a meeting with the tenant to discuss issues that have been raised.

b.    Burial Ground
    There were no items discussed associated with this agenda item.

c.    Bus Shelter
The anti-graffiti paint has been received, just waiting for the emulsion to be purchased and a date set for when the refurbishment of the Bus Shelter near to the school can be done.

d.    Village Maintenance
It was decided to obtain a map of the village and mark assets and areas that the Parish Council were responsible for maintaining. 

A query was raised that trees near to Chapel Lane have dots on them and wondered if anyone knew the reason behind this?

Cllr Limb informed the Parish Council that the bushes within Amos Way have been trimmed.

e.    Play Areas
i.    Renewal of Toddler Area within Community Park

Information was relayed regarding meetings held with suppliers associated with Playgrounds in either totally refurbishing this area or renovating part of it.  This item was deferred to the next meeting when information and quotes from the suppliers were received to enable to discuss this matter further.

f.    Land for Play Area at Northlands
    This item was deferred until the next meeting.

g.    Queen’s Jubilee Celebration
Other than the Children’s entertainment being booked until the next forum meeting nothing 
else could be discussed, thereby this item was deferred until the next meeting.

i    Village Walk
The clerk was asked to find out via email what dates would be suitable for Parish Councillors to convene.

8.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

    No planning applications have been received since the last meeting.

b.    Discuss other planning matters
Cllr Watts relayed that there is an issue regarding the Chestnut Homes development site which was causing a nuisance to residents of Church Walk.

c.    Report on any information received regarding Planning Applications 
No information had been received associated with Planning.

9.    HIGHWAYS
a.    Community Speed Watch

The clerk was asked to contact Cllr Aditomre to see if the list of volunteers interested in being associated with this scheme still wished to be part of it and asking the Lincolnshire Road Safety Partnership Officer to attend the Annual Parish Meeting in May to discuss this matter in more detail.

It was conveyed to the Parish Council that a Traffic Warden was at the school on Friday, and no-one seemed to park in the bus stop whilst they were there.

The Parish Council were informed that a Lincs Alliance van had been seen in the village but unsure what the reason was behind this.

10.    ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
Cllr Ladds relayed that in the forthcoming weeks plants will be potted in the various areas of the village.

11.    DATE OF THE NEXT PARISH COUNCIL MEETING
The date of the next Parish Council meeting as previously scheduled to be held at Northlands Village Hall is on Tuesday 5th April 2022 commencing at 7pm.

There being no further business the meeting finished at 9.20pm.
