Minutes of Sibsey Parish Council Meeting held Tuesday 15th February 2022 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
One member of the public was in attendance, but no questions or short statements were made to the Parish Council:

1.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Ladds and Aditomre have forwarded their apologies of which it was resolved to accept these reasons for absence.

2.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    Cllr Saxton declared an interest in Item 7c on the agenda

3.    NOTES OF THE PARISH COUNCIL DISCUSSION MEETING HELD ON TUESDAY 11th JANUARY 2022 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Saxton, seconded by Cllr Limb, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman. 

4.    NOTES OF THE PARISH COUNCIL DECISION MEETING HELD ON THURSDAY 13th JANUARY 2022 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Limb, seconded by Cllr Saxton, and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman. 

5.    OUTSIDE BODIES REPORT
Neither ELDC Cllr Jones nor LCC/ELDC Ashton were in attendance at the time of this agenda item. It was resolved if either councillor joined the meeting later time will be allocated.

As per the Police.uk website five incidences were recorded up to the end of December 2021 which are as follows:
Four incidents were reported on or near to Northlands Lane
2 x Anti-social Behaviour
1 x Burglary – Still under investigation
1 x Violence and Sexual Offence – Still under investigation

One incident of Anti-social Behaviour was reported on or near to Station Road

6.    CLERK’S REPORT
•    The clerk from Carrington with New Bolingbroke Parish Council had contacted the clerk as they are looking into a refreshment course for Parish Councillors and feel that this would be better conducted in person rather than via zoom, and therefore have asked if the Councillors from Sibsey would like to join a one-to-one course later in the year as long as there are at least twelve councillors in attendance across the parishes this would be able to be held. Frithville with Westville Parish Council have agreed to participate. The cost would be per delegate in attendance, fees towards hire of room and refreshments. The cost per delegate attending the course would be £27.60 including VAT, however if the Parish Council joined LALCs Annual Training Scheme of a fee of £162 including VAT (equivalent of 6 delegates), this would then cover the fees of the majority of the other courses the Parish Council may like to attend during the next financial year.
•    Notification has been received from LCC Highways regarding to Temporary road closure at High Ferry Lane Level Crossing between 10pm on 13th March 2022 until am on the 14th March 2022 for maintenance works.

After deliberation it was agreed that it would be beneficial for the councillors to attend the refresher course. It was also resolved to join LALC’s Training Scheme.

7.    FINANCIAL MATTERS
a.    Financial Report

Since the last meeting £490 has been paid into the Treasury Account in association with Burial Ground fees/ Additionally, one payment of £1352 associated with the clerk’s salary has been paid along with one payment of £32.39 regarding the fees associated with electricity at roundabout.

It was proposed by Cllr Limb, seconded by Cllr Burkett and resolved that these payments should be made.

c.    Consider request from Sibsey & Carrington Group to reimbursement of grounds fees being reduced for 2021-22 financial year 
A letter had been received from Sibsey PCC asking if help could be considered for future maintenance costs within St Margaret’s Church grounds.

After discussion it was proposed by Cllr Limb, seconded by Cllr Heath and agreed that the fees for this financial year would be completely waivered as a one-off resolution. 

8.    PARISH MATTERS
a.    Pymoor Lane

The tenant has asked if the Parish Council could help with repairs to the pavilion building. This is not currently owned by the Parish Council however, as landlords there is a responsibility.

After discussion it was agreed that the Parish Council would pay for the fabrications of the building but not for any changes as desired by the tenant for their improvements.

The funds held by John Woulds Charity in association with the pavilion was discussed and it was resolved to ask that this be transferred to the Parish Council for them to have the rights for anything then association with it.

b.    Burial Ground
There were no items discussed associated with this agenda item.

c.    Bus Shelter
The clerk informed that once written confirmation had been received by the builder that the works would like to be carried out on Stock Hill Bus Shelter, the earliest commencement date would be 25th April 2022.

d.    Village Maintenance
Following research to find a suitable paint for the Bus Shelter next to the Primary School, a company replied with information and cost relating to this. It was deemed that this was a very reasonable, though a query was raised if this product could be used over paint not just on bricks, the clerk agreed to find out this information. It was deemed that as a volunteer in the village had asked to help with dealing with this matter it would be best to pursue this method of resolving this problem and to purchase the required paint.

Quotes had been received from ST Portess & Son in relation to various maintenance works required in the village).
i.    Gravity at the Bus Shelter near to Sibsey Primary School. 
After discussion it was decided that this was quite expensive considering the alternative that had already been agreed.
ii.    Installation of bins in various locations in the village
After analysing, it was thought that one of the locations would be more suitable. The clerk was asked to contact ST Portess to see if the quote would stand and the preferable location. It was deemed if the quoted stand to go ahead and purchase the double bins required.
iii.    Seating in the Bus Shelters
The clerk was asked to find out more information relating to this as the costs seemed steep for installation per shelter. If this was to be that it probably more feasible to only install at three of the shelters for the time being – A16 at Northlands, outside White Hart and south bound A16 opposite Littlemoor Lane.

The Parish Council were informed that the Brick Store in the Community Park was leaking. The clerk was asked to contact ST Portess to look into this considering they had done work on the building recently. It was resolved that if the cost of repair fell within the clerk’s powers that the work be commenced at their earliest convenience.

e.    Play Areas
i.    Renewal of Toddler Area within Community Park

The clerk informed that several appointments have been made with various Play Equipment companies to assess the Toddler Area within the Community Park into costing of completely refurbishing this area. This would then be discussed at a later meeting once quotes have been received.

The clerked additionally relayed that one quote had been received from Kompan in relation to fully maintaining the play equipment as advised in the last RoSPA report. An additional quote is waiting to be received once the additional company had been to assess the area.

At 8.29pm it was resolved to go back to Item 5 on the agenda

    ELDC/LCC Cllr Ashton relayed the following information:
•    Budgets have been reviewed by both ELDC and LCC. In respect to the Council Tax portion the drainage boards are looking at substantially increasing their part.
•    £12m funding was lost last financial year by LCC in association with Highways. Though this was sustainable this year this would not be viable the new year. A petition has gone to the government asking for the funds be reinstated in order that the maintenance could be effectively retained. Cllr Ashton additionally informed that there is a planned visit by the Transport Secretary to review this matter.

Various matters associated with the Chestnut Homes development were discussed. One major concern is that Church Walk is being used as the site access for construction work and this is deemed unsafe.

A matter was addressed associated with a breach on planning conditions and being regulated. It was explained that if someone was found to be in breach of an issue and then pursued by Enforcement to get this matter resolved i.e. requesting that a planning permission should be obtained and the violator ignores this, but in the perception that if an application was received and permission would more likely have been granted then automatic permission would  be given as it would not be in the public interest financially to chase it.

Cllr Watts conveyed that an application should be obtained and reviewed not matter what as this was in due diligence to the public as they should be considered to be enabled to forward their views.

The question “in association with the increase in the fees of the Wheelie Bin collection, is this means to fund Boston Borough Council’s deficit”? was raised to Cllr Ashton. His reply was “No”. As there is a legal requirement that fund is not to be used elsewhere in the council or any other council.

Cllr Ashton relayed that the collection of glass in the recycling bin should be around September/October 2022.

Cllr Ashton was informed about the severe large potholes within Chapel Lane. He was told that this had been a long-term issue and only some had recently been maintained but this area is seriously in need of attention as soon as possible.

Cllr Watts asked Cllr Ashton if there was an opportunity for reapplication of spec cameras in the village as see this as the only sensible way to help with the speeding withing the village. He replied that this would better first look at via the speed reflector supplied from the Road Safety Partnership.

Cllr Heath relayed that there was a concern regarding the siting of a Food Bar in Stickney as this was in a dangerous position. Cllr Ashton replied that this issue is already being addressed by enforcement.

At 9.16pm it was resolved to resume the items on the agenda 

f.    Land for Play Area at Northlands
Following a meeting with the School Trust it was deemed that it may be more feasible to have an area of land near to the entrance of the field instead of next to the Village Hall. The next stage was to forward a letter of acknowledgement that the Parish Council would like to pursue assessing this area.

At 9.24pm it was resolved to extend the meeting by an additional ten minutes 

g.    Queen’s Jubilee Celebration
A meeting with fellow members of Sibsey community groups was held on the 8th February 2022 to discuss holding a Queen’s Jubilee event on the 4th June 2022 . Various aspects were discussed regarding location, entertainment along with food and drink. Another meeting is to be held in March with pursuing matters further.

9.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

    No planning applications have been received since the last meeting.

b.    Discuss other planning matters
It was relayed that surveyors have been onsite at the land behind Page Close.

c.    Report on any information received regarding Planning Applications
Planning permission has been granted for the following
•    Change of use, conversion of, alterations to 3 no. barns to provide holiday accommodation units, (some works commenced) – Star Farm, Main Road, Sibsey
•    Extension and alterations to existing dwelling to provide additional living accommodation – 22 Manor Close, Sibsey

LCC have granted the retrospective planning permission to retain existing mobile classroom for a further five years at Sibsey Free Primary School.

10.    HIGHWAYS
There were no highway matters discussed.
