Minutes of Sibsey Parish Council Meeting held Wednesday 14th December 2022 at Sibsey Village Hall, Frithville Road, Sibsey commencing at 6.30pm

PUBLIC FORUM
There were no members of the public present to ask any questions or make any short statements during the time allocated.
1. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Adiotomre and Saxton had forwarded their apologies for absence of which the Parish Councillors were aware of the reason for not attending of which it was resolved to accept this explanation.
2. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllr Watts declared an interest in Item 3b on the agenda.
3. FINANCIAL MATTERS
a. Financial Report
Since the last meeting £714.40 has been credited to the Treasury Account (£640 relating to Burial Ground fees, £57.40 for reimbursement of Printer and Memorial Wreath from clerk’s other Parish Councils). Additionally, £1597.92 has been paid out in respect to the clerk’s salary.

It was proposed by Cllr Heath, seconded by Cllr Limb and resolved that these payments should be made.
c. To set budget for 2023/2024 financial year precept
During the Finance Forum meeting on 22nd November 2022 the budget for 2023/2024 Financial Year was discussed.
From this the Forum recommends that the budget should be £76200. To take into consideration that £4000 could be received from additional income (if not this could be made up from the earmarked contingency) therefore it is proposed to set the precept at £72200, an increase of 7% on the previous year.
This would mean based on the tax base rate for Sibsey for 2022/2023 of 699 the Band D charge on the Council Tax from the Parish Council would be £103.29. (Though this is subject to change if the 2023/2024 tax base rate increases or decreases.
4. ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
Cllr Ladds discussed enforcement relating to caravans at Staples Vegetables Ltd.
Cllr Heath informed that leaves are on the double yellow lines and vehicles are being parked therefore because of this enforcement were unable to allocate fines.
5. DATE OF THE NEXT PARISH COUNCIL MEETING
The next Sibsey Parish Council meeting as previously scheduled will be on Tuesday 10th January 2023 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm.
There being no further business the meeting finished at 6.46pm.
