Minutes of Sibsey Parish Council Meeting held Tuesday 2nd December 2025 at
Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements to the Parish Council during the time allocated
1. APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillors were in attendance therefore no apologies were required to be given.
2. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllr Heath declared a non-pecuniary interest to agenda item 6b.
3. NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 7th OCTOBER 2025 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Ladds, seconded by Cllr Limb and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
4. OUTSIDE BODIES REPORT
Prior to this meeting no apologies or reports have been received from either ELDC Cllrs Ashton or Jones.
LCC Cllr Matthew reported:
• Several roads within his ward have been resurfaced, though a lot of the work has been done carried out around the Tattershall area.
• The County Council are currently reviewing the next financial years budget with looking at investing more in drains as the main problem is getting rid of the water. Though it is deemed that £35m is required to aid with the overspend as the increase rate of the Employer’s National Insurance contributions has been excessive.
• All bids have been submitted to the Central Government in relation to the Loval Government reorganisation which hopefully an answer will be known by May 2026.
• He relayed that he has asked Highways in regard to Average Speed Cameras to see if a project plan was already in place to discover that nothing was known therefore will be pursuing this matter as believe that due to this road being really busy this area should benefit with having these in place.
• There are plans associated with Leagate Road junction for a roundabout to be put in place to aid with the busy traffic.
• He conveyed that he holds public surgeries every first Saturday of the month and is considering holding alternative month ones within Sibsey if there is a suitable venue.
Cllr Watts asked if the Highways meeting could be rescheduled.
Cllr Barker relayed that Cat’s eyes are required along the stretch of road from Boston towards Sibsey and the white line markings along the verge side to enhance visibility and road safety.
Cllr Adiotomre and the clerk relayed that the footpath from Northlands is necessary and does need clearing despite the response received through Fix My Street.
According to Police.UK new updated website:
During September 2025 ten incidents were reported
2 x Violence and Sexual Offences on or near to Northlands Lane
Three incidents on or near to Page Close – 1 x Anti-social behaviour, 1 x Criminal Damage and Arson and 1 x Violence and Sexual Offences
1 x Vehicle Crime on or near to Dorothy Close
1 x Violence and Sexual Offences on or near to Glebe Close
1 x Criminal Damage and Arson on or near to Besant Close
2 x Violence and Sexual Offences on or near to Lucas Close
5. CLERK’S REPORT
• Notification has been received from LCC Highways of future works being conducted by Lincolnshire County Council between the 10th and 16th November 2025 between the hours of 8am and 6pm, within Chapel Lane and Littleport Lane in association with Tree trimming/maintenance.`
• Notification has been received from LCC Highways of future works being conducted by Lincs Comms Ltd between the 6th and 11th January 2026 within High Ferry Lane in association with Installing duct for telecoms.
• Notification has been received from LCC Highways of future works being conducted by Anglian Water between the 5th January and 31st May 2026 within the area of Sibsey from Mallows Lane to Hobhole Bank and The Gride (to include roads within these vicinities) in association with installation of new water main.
6. FINANCIAL MATTERS
a. Financial Report
Since the last meeting £1765.00 has been credited to the Community Account (£1650 associated with Burial Ground Fees, and £115.60 for reimbursement of Printer Ink)and Memorial Wreaths).

It was proposed by Cllr Ladds, seconded by Cllr Barker and resolved that these payments should be made.
7. PARISH MATTERS
a. Pymoor Lane
i) Unauthorised building work
Following a meeting at the site it was discovered that unauthorised building work had been conducted that is believed to not meet building regulations. Though the club had requested back in July to have an area for seating, the Parish Council had asked for plans, quotes etc to be submitted first for approval but this had not been the case and therefore this matter has to be rectified as soon as possible.
ii) Request to for a 3g artificial football pitch
The club are looking at getting funding for the Third Generation Pirch. The Parish Council need more information first needed confirmation that if needed that this could be removed and the area re-grassed but feel that this would not be appropriate for this area as would be unsuitable for the surrounding residents.
iii) Quotes for drainage
One quote had been received but this was dependent on what was required further along the drainage which would be informative if the club would pass on the video footage so that this could be assessed properly.
b. Burial Ground
Chris Kirk has confirmed that work on trimming the trees within the Sibsey Burial Ground is scheduled to be done in the New Year.
c. Village Maintenance
i) Maintenance areas and ownership update for LCC assets
Waiting to discuss this further with LCC Cllr Matthews deferred until next meeting.
ii) Quotes for removing old noticeboards and installing with new ones.
Deferred to the next meeting.
d. Play Areas
Baz Smith from Online Playgrounds relayed “With regards to the vandalism as per the image received, damage from a dog being trained is not uncommon, (Mainly on zipwires) and I’m afraid to suggest an alternative piece of equipment within that area is quite limiting.”
e. Adoption of land in Amos Way from ELDC to Parish Council
There is currently no update associated with this agenda item.
f. Land for Play Area at Northlands
This agenda item was deferred to the next meeting.
g. Christmas Event
The Christmas Event is scheduled for Friday 5th December of which volunteers are required with the set up during the day.

8. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
Since the last meeting two planning applications have been received and circulated to the Planning Forum for their observations.
i) 02780/25/FUL – Construction of a manage – South View, Fenside Sibsey
There were no objections to this planning application
ii) 03626/25/FUL – Application for Permission in Principle for the conversion of and extension to existing residential garage to provide 1no. dwelling and construction of a vehicular access – Marmitidge, Main Road, Sibsey
Unable to comment on this planning application due to not enough information supplied.
b. Discuss other planning matters
There are no other planning matters to discuss
c. Report on any information received associated with Planning
There was no further planning information to be reported.
9. HIGHWAYS
a. Village Gateways
This agenda item was deferred.
b) Speed reduction along A16 after receiving FOI information from police
Finally received the Freedom of Information request in respect to A16 in relation to accidents and speeding incidents. Therefore, need to discuss this further with LCC Cllr Matthews.
c) Agree to Purchase Speed Indicator Devices
After discussion it was agreed to go ahead and purchase the Speed Indicator Devices.
d) Grit Bin request for Wheatsheaf Close
This matter was discussed earlier whilst LCC Cllr Matthews was in attendance.
10. ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
The WI thanked the Parish Council for their assistance in planting the Crab Apple Memorial Tree and plaque.
Thanks were given to Cllr Joy and Mr Graham Ladds for their contribution to Christmas Event and the Memorial Poppies around the village.
11. DATE OF THE NEXT PARISH COUNCIL MEETING
The next scheduled Parish Council meeting will be on Tuesday 6th January 2026 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm.
The Chairman thank all the Parish Councillors and the Clerk for their hard work and contribution during 2025 and wished them all a Happy and Peaceful Christmas and a prosperous New Year.
