Minutes of Sibsey Parish Council Meeting held Tuesday 1st July 2025 at
Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
There were two members of the public present of which the following questions/short statements were made to the Parish Council during the time allocated.
• Questions, advice and permission relating to various aspects of from “The Bears” Committee were asked in relation to Pymoor Lane.
1. APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Ladds and Barker had forwarded their apologies for absence of which the Parish Councillors were aware of the reasons of which it was resolved to accept this reason.
2. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations of interest were received.
3. NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 3rd JUNE 2025 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Limb, seconded by Cllr Heath and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
4. OUTSIDE BODIES REPORT
ELDC Cllr Jones relayed the following:
• A Community Funding event is being held on 9th July 2025 at the Hub.
• A Scrutiny panel is looking at aspects associated with the car parks owned by East Lindsey, which includes what is going wrong and increasing fees by 4%.
• A plan is required before November 2025 before the Government reorganisation.
• Advise to look into having a Local/Neighbourhood plan in place before the Unitary organisation is in place.
No apologies or report had been received from ELDC Cllr Ashton.
LCC Cllr Matthews sends his apologies due to that he has had to attend the Local Government Association Conference but no report has been sent for the Parish Council’s information.

During April 2025 nine incidents were reported
One incident of Violence and sexual offences in or near to the Community Park – Still under investigation
One incident of Violence and sexual offences in or near to Glebe Close - – Investigation complete – unable to prosecute suspect
Seven incidents were reported in or near to Station Road
3 x Other Theft – Still under investigation
3 x Other Crime - Still under investigation
1 x Violence and sexual offence - Still under investigation
5. CLERK’S REPORT
An invitation has been received from Sibsey Lancaster Memorial Trust to attend this year’s
Annual Service of Remembrance (copy enclosed with summary) on Sunday 28th September
2025 commencing at 2pm at the Memorial in the Field, Sibsey Northlands
6. FINANCIAL MATTERS
a. Financial Report
Since the last meeting £947.68 has been credited to the Community Account (£905 associated with Burial Ground Fees, and £42.68 for reimbursement of Printer Ink).

It was proposed by Cllr Limb, seconded by Cllr Aditomre and resolved that these payments should be made.
7. PARISH MATTERS
a. Pymoor Lane
All matters relating to this agenda item were discussed previously in the meeting.
b. Burial Ground
Burial Ground Matters discussed:
• Area does not seem to be maintained as required.
• A query raised previously in relation to topping up graves when they subside it was agreed that it best to have storage of topsoil in the Brick Store for when this is required.
• Adjoining neighbours are pleased with the new boundary fence.
c. Village Maintenance
i) Maintenance areas and ownership update for LCC assets
This agenda item was deferred until able to discuss this further with the new County Councillor.
ii) Quotes for removing old noticeboards and installing with new ones.
Quotes had not been received prior to the meeting. It was therefore agreed if the quote received comes within the clerk’s powers it was proposed by Cllr Limb, seconded by Cllr Heath and resolved to therefore give the clerk permission to proceed with this requirement.
Other matters raised:
The gazeboes need washing and may need to look into replacing the canopies.
d. Play Areas
To obtain a quote for play equipment in Community Park to be jet washed and request at the beginning of August that Amos Way be reassessed and if required to be redone. It was therefore agreed if the quote received comes within the clerk’s powers it was proposed by Cllr Limb, seconded by Cllr Heath and resolved to therefore give the clerk permission to proceed with this requirement.
Cllr Limb said that he will ask when the work on mending the broken bench in Amos Way Play Area will be done.
e. Adoption of land in Amos Way from ELDC to Parish Council
The following email was received from Andrew Sweeney, ELDC Housing Development Manager
I am receiving queries from our solicitor, which is a good sign that things are progressing with the asset transfer.
One thing I thought I should share with you and members is that the Council’s Executive Board decision required an overage clause to be included in the transfer contracts.
The fundamental purpose of this is to ensure the assets remain in use for the benefit of the community and prevent their disposal for solely commercial gain.
The details when finalised will be included in the draft documents when circulated.
f. Land for Play Area at Northlands
The legal aspects had been finalised just waiting for a transfer document from the Schools Trust.
g. Permission to plant a tree in the village from Sibsey WI
A request via the Chairman to plant a tree in association with the anniversary of Sibsey WI. The council asked for what type of tree they would be looking at and preferred a mature one and suggestions were made that this would be best either situated at Church Lane corner or in the Community Park.

8. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
The following planning application
ns had been received which have been circulated to the Planning Forum for their perusal and observations:
• New information has been received from National Grid in relation to planning application S/086/01190/24- Consultation from the Planning Inspectorate on the EIA scoping opinion regarding the DCO for the proposed Grimsby to Walpole project.
It was stipulated that the planning forum seriously object to this planning application as believe there this would be better underground due to the type of area this would be sited.
• 02384/25/RES – Reserved matters application relating to the erection of 36 no. dwellings with garages (phase 4) – Millers Walk, Sibsey
The planning forum object to this planning application.
b. Discuss other planning matters
There were no further planning matters to be discussed.
c. Report on any information received associated with Planning
Planning application 00303/25/OUT – Outline erection of 1 no. dwelling – Land opposite
Trader Lodge, Trader Bank, Sibsey has been refused planning permission
Planning applications S/152/00041/25 Alterations to existing dwelling to provide the
installation of PV solar panels on roof and a sing vent and S/152/00120/25 – Alterations to
existing roof to provide roof mounted solar panels and a single tile vent to existing dwelling,
which is a listed building – Blacksmiths Cottage, Boston Road, Sibsey has been approved
9. HIGHWAYS
a. Village Gateways
This agenda item was deferred.
Cllr Watts asked the clerk to obtain a new date for the village walkaround with the Highways Officer and new County Councillor.
The clerk was also asked to obtain an update on when the double yellow lines etc associated with the order will be done.
10. ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
There were no other matters discussed.
11. DATE OF THE NEXT PARISH COUNCIL MEETING
The next scheduled Parish Council meeting will be on Tuesday 2nd September 2025 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm.
There being no further business the meeting finished at 9.14pm.
