Minutes of Sibsey Parish Council Meeting held Tuesday 2nd September 2025 at
Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
There was one member of the public present but no questions or short statements were made to the Parish Council during the time allocated.
Therefore at 7.02pm it was agreed to start the meeting of which is was resolved to bring Item 4 on the agenda forward
ELDC Cllr Jones relayed that Postal Votes need to be reapplied for ready for any future elections. This is easier to be done online but you would require proof of ID with National Insurance Number a preferred necessity.
LCC Cllr Matthews first introduced himself as this wards County Councillor before reporting the following:
• With the new reorganisation of Unitary Authority by 2027 District/Borough Councils will be going, which would mean fewer councillors representing larger areas of residence, with the likelihood of Parish Councils having an increase workload. Though in the beginning this will seem to be more difficult, it should be simpler to understand to know which councillor has what responsibilities for the area.
Cllr Barker asked if Parish Councillors were being given more workload would this mean that they would introduce Allowances to the Parish Councillors.
ELDC Cllr Jones replied that there is already an option for this but this is down to each individual Parish Council to decide.
LCC Cllr Matthews continued to relay that how the division of Lincolnshire would manage is County Councils proposal is to keep the shape of the layout as it currently is as especially Adult and Child Social Care along with the Emergency Services presently work well together but East Lindsey District Council are proposing a north and south division. All suggestions would need to be presented to the Central Government by November 2025 with a decision being made March/April 2028.
Cllr Watts said that his concern would be associated with Planning Decisions as fear with Central Governments stance that applications would just be runner stamped especially those associated with developments.
Cllr Matthews replied that he believes that Planning will be part of the Unitary Authority with all regulations remaining.
Cllr Watts relayed that there are several highway matters associated with the parish, with speeding always an issue and parking outside the shop. He continued to say that the Parish Council would like to have a SPEC system in place as believe this would be a better solution to the problem.
Cllr Barker informed that Old Main Road never gets gritted in the winter especially with the Primary School and Church within this area therefore is heavily used and problems occur when icy particularly with the buses going to the school.
Cllr Watts reported that the Parish Council have previously asked for transfer of land assets from LCC to the Parish Council as would aid to justify the reason for cost of ground maintenance. Though LCC do reimburse for this it only cover’s a small percentage of the cost and also with this then being the full responsibility of the Parish Council.
Cllr Ladds asked if planning permission is required for Static Caravans.
Cllr Matthews relayed that if there is one on a dwelling property of which the amenities are shared then the answer is no. However, if there is a large amount of these in a specific area then the answer is yes.
Cllr Adiotomre relayed that the footpaths from Littlemoor Lane to Northlands is virtually non existent and in need of rectification. Northlands Bridge is dangerous as there have been near misses of head on collisions therefore needs some sort of markings and signage.

All Parish Councillors were in attendance.
2. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations of interest were received.
3. NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 1st JULY 2025 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Limb, seconded by Cllr Adiotomre and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.
4. OUTSIDE BODIES REPORT
No apologies or report had been received from ELDC Cllr Ashton.
Reports from ELDC Cllr Jones and LCC Matthews had been given earlier in the meeting.
According to Police.UK new updated website:
During May 2025 four incidents were reported
1 x Criminal Damage and Arson on or near to A16
1 x Violence and Sexual Offence on or near to Miller’s Gate
1 x Violence and Sexual Offence on or near to Old Main Road
1 x Anti-Social Behaviour on or near to Frithville Road
During June 2025 seven incidents were reported
1 x Burglary on or near A16 near Northlands
4 x Anti-Social Behaviour on or near Goosemuck Lane
1 x Violence and Sexual Offence on or near to Church Walk
1 x Violence and Sexual Offence on or near to Glebe Close
5. CLERK’S REPORT
• Reminder that the Sibsey Lancaster Memorial Trust Annual Service is taking place on Sunday 28th September commencing at 2pm at the Memorial in the field followed by light refreshments at Sibsey Village Hall.
• The use by dates for the Defibrillator Adult Pads and ChargePak batteries is October 2025. The cost of replacing these would be £144 + VAT each.
It was proposed by Cllr Limb, seconded by Cllr Barker and resolved for the clerk to purchase and pay for these replacements.
• Notification has been received from LCC Highways in relation that between 9.30pm on 3rd September 2025 and 6am on 4th September 2025 at Hale Lane Level Crossing that there will be a road closure due to maintenance being carried on the level crossing
• Notification has been received from LCC Highways in relation that between 7.30am – 5pm on 10th September 2025 at Northlands that there will be temporary road closure within this area due to Tree cutting by Nation Grid.
• Notification has been received from LCC Highways in relation that between 30th September and 2nd October 2025 at Northlands that there will be temporary road closure within this area due to a Meter Exchange by Anglian Water.
6. FINANCIAL MATTERS
a. Financial Report
Since the last meeting £695.83 has been credited to the Community Account (£650 associated with Burial Ground Fees, and £45.83 for reimbursement of Printer Ink).

It was proposed by Cllr Limb, seconded by Cllr Ladds and resolved that these payments should be made.
7. PARISH MATTERS
a. Pymoor Lane
i) Fire Door
Of the works that were to be completed within the building, one of these was the Fire Door. This was quoted for back previously but due to miscommunication from the Football Club to the builders the job did not get done.
Other matters associated with Pymoor Lane is the drainage, believing pipe is the problem to the cesspit therefore needs replacing.
b. Burial Ground
i) Burial Ground extension
Decision is required to either look at extending the current Burial Ground or to look into having this in another area.
c. Village Maintenance
i) Maintenance areas and ownership update for LCC assets
The question was proposed previously in the meeting to LCC Cllr Matthews.
ii) Quotes for removing old noticeboards and installing with new ones.
Deferred to the next meeting.
It was reported that the bins still have no locks on them and are being left open when emptied.
A meet with the ground maintenance contractor was still required.
d. Play Areas
i) RoSPA report
The report had been circulated for perusal by the Parish Councillors.
The damaged bubble in the play equipment in the toddler area of the Community Park was queried by Cllr Heath who believed it was best to replace this with aluminium as feared if replaced with the same material as the current one it will only happen again. Therefore, following his proposal, seconded by Cllr Ladds and resolved to purchase and replace the part as proposed.
It was also resolved not to accept the quote received to mend other equipment and to do this personally.
e. Adoption of land in Amos Way from ELDC to Parish Council
The wayleave needs to be passed on to the Parish Council when the transfer is made.
f. Land for Play Area at Northlands
Outstanding information was still required by the Parish Councillor’s solicitor from the Schools Trustees for completion.
g. Christmas Event
It was agreed that a meeting with the Friends of the School is required and it was resolved for both Cllrs Ladds and Watts to arrange this.
h. Correspondence received

8. PLANNING
a. Discuss all planning applications currently being reviewed for consultation
One planning application has been received which has been circulated to the Planning Forum for their perusal and observations: 03073/25/FUL – Erection of a garage – Segard, Station Road, Sibsey
Concerns were raised as to the size of the building but as long as this does not impact the neighbours then the Parish Council had no objection but does not agree if this is to be used for commercial purposes.
b. Discuss other planning matters
There were no further planning matters to be discussed.
c. Report on any information received associated with Planning
There was no further planning information to be reported.
9. HIGHWAYS
a. Village Gateways
This agenda item was deferred.
10. ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
Other matters discussed:
o Clock tower key is now with another resident
o Poppies for lampposts
o Village Hall has given permission to use water for cleaning the Play Equipment in the Community Park.

The next scheduled Parish Council meeting will be on Tuesday 7th October 2025 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm.
