Minutes of Sibsey Parish Council Meeting held Tuesday 4th February 2025 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
There were no members of the public present to ask questions or make any short statements to the Parish Council during the time allocated:

1.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Limb and Adiotomre had forwarded their apologies for absence of which the Parish Councillors were aware of the reasons of which it was resolved to accept these reasons. No apologies or any communication had been received by Cllr Carney.

2.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
Cllrs Ladds and Watts declared a non-pecuniary interest in Item 6b on the agenda. There were no other declarations of interest given.

3.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 3rd DECEMBER 2024 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Ladds, seconded by Cllr Barker and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

4.    OUTSIDE BODIES REPORT
ELDC Cllr Jones reported the following:
•    Devolution is happening which includes an election of a Mayor. Therefore, it is unsure if the County Councillor elections will be occurring May 2025.
•    Residents can now renew or subscribe online for their green waste collections for the 2025/26 season. 
•    £10m Investment Grant is still available

Cllr Ladds asked if Cllr Jones was aware of the County planning application PL/0134/24 – For proposed extension to anaerobic digestion plant for biomethane production and CO2 capture including demolition of glasshouses – Station Farm, Station Road, Sibsey. The fear is the number of vehicles that would be going to and from the site to refuel. The road to the site is deteriorating from the traffic flow if heavy and large wheel-based vehicles. 

Prior to this evening’s meeting no apologies had been received by LCC/ELDC Cllr Ashton or any reports forwarded for the Parish Council’s information.

According to Police.UK website:
During November 2024 six incidents were reported
Three incidents were reported on or near to Northlands Lane
1 x Anti-social behaviour
1 x Criminal Damage and arson – Still under investigation
1  x Violence and Sexual Offence - Unable to prosecute suspect

Three incidents were reported on or near to Petrol Station
2 x Criminal Damage and arson – Still under investigation
1 x Violence and Sexual Offence - Still under investigation

5.    CLERK’S REPORT
•    Notification has been received that the Child Pads on our  two Defibrillators reach their 'Use by' dates in March 2025. In order to have the replacements in time we would need to place an order to replace these pads for delivery late February at the cost of £117.00 + VAT.
•    An email has been received from the headmaster of Sibsey Free School relating to a joint project (copy already circulated).
•    Notification has been received from Lincolnshire Highways (copy already circulated) that carriageway reconstruction will be occurring in Sibsey between 3rd March 2025 and 9th May 2025 of which diversion routes with vehicular/pedestrian access arrangements will be signposted. The areas the carriageways that will be reconstructed are as follows:
o    A16 (between B1184 Station Road and Pilleys Lane)
o    Willows Lane (between A16 and a point 50m west)
o    Hurn Lane (between A16 and a point 50m west)
o    Hurn Road (between A16 and a point 50m west)
o    High Ferry Lane (between A16 and a point 50m west)
o    Suttling Dales Lane (between A16 and a point 50m east)

6.    FINANCIAL MATTERS
a.    Financial Report

Since the last meeting £253.44 has been credited to the Community Account (£200.00 associated with Burial Ground Fees, £53.44 for reimbursement of Printer Ink).

It was proposed by Cllr Heath, seconded by Cllr Barker and resolved that these payments should be made.

7.    PARISH MATTERS 
a.    Pymoor Lane

A request has been made from both The Bears and Friends of the School into having a Summer Fete.

It was suggested that a meeting should be held to discuss the proposal before a decision would be made.

There is a meeting with the builder to discuss work to be done on the building.

b.    Burial Ground
In association with the Tranquillity Garden:
A company associated with the quoting for the boundary fencing was agreeable to quote for the fencing and the landscaper who planted the trees in the parish was agreeable to quote for the planting required but informed that does not carry out hard landscaping i.e. slabbing.

c.    Boundary Fence between Vicarage Lane/Burial Ground (update)
A quote had been received associated with the boundary fencing, after deliberation it was proposed by Cllr Ladds, seconded by Cllr Heath and resolved to accept the quote from TJW Services.

d.    Village Maintenance
i)    Maintenance areas and ownership update for LCC assets

Requires LCC Cllr Ashton to aid with trying to rectify this issue.

The footpath connecting Chapel Lane and the A16 is the only path that was not resurfaced when the rest of the parish was and now it has had the vegetation tidied it clearly now shows that it justifiably needs resurfacing too.

Additional Village Maintenance discussed:
•    Gravity on the Bus Shelter
•    Pantiles seem to have fallen of the roof of the Bus Shelter near to Station Road.
•    Litter Bins doors are being left open when emptied. Unsure if locks are broken
•    Dog Litter Bin still need to be located on the corner of Amos Way/Station Road

e.    Play Areas
The following was discussed:
•    The bench prior to the meeting had not been fixed into place.
•    Some of the play equipment needs jet washing as does the Do’s and Don’t sign to the entrance of Amos Way Play area.

f.    Adoption of land in Amos Way from ELDC to Parish Council
It was relayed that in the local paper it had been reported that Sibsey Parish Council had purchased an asset transfer of Amos Way and Church Walk. The clerk informed that she had not received any notification from Andrew Sweeney, ELDC Housing Development Manager that this had been approved by ELDC Executive Board but would enquire about this.

g.    Land for Play Area at Northlands
The clerk informed that following the Valuation Report that had been forwarded to the Parish Council’s solicitor and now waiting for an update on the process of the purchase.

h.    Christmas Light Switch on event - Review
Cllr Watts thanked everyone for their contribution to the event of which the school made over £2000.

8.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

The following planning applications that have been received and perused by the Planning Forum for their observations:
i)    Planning application S/152/01863/24 – Reserved matters application relating to the erection of 47 no. dwellings and electricity substation (Phase 3) (outline planning permission reference no. S/152/01072/18 for the erection of 175 no. dwellings, granted on 17th June 2021)
The Parish Council objected to this planning application

ii)    County planning application PL/0134/24 – For proposed extension to anaerobic digestion plant for biomethane production and CO2 capture including demolition of glasshouses – Station Farm, Station Road, Sibsey
Concerns were raised relating to this planning application as discussed earlier in the meeting with ELDC Cllr Jones 

b.    Discuss other planning matters
Cllr Watts relayed that he had discussed with ELDC Cllr Ashton the TPO order associated with the recent request on Station Road and was informed that he will ensure that this will be called in to the Planning Committee

c.    Report on any information received associated with Planning 
Full planning permission has been granted to the following:
•    S/152/01541/24 – Extension and alterations to existing dwelling to provide additional living accommodation and erection of a 2.7m high boundary fence.- 11 Besant Close, Sibsey
•    S/152/01584/24 – Extension and alterations to existing agricultural/horticultural storage building to provide an increase in roof height and a canopy – Old Pastures, High Ferry Lane, Sibsey
•    S/152/01817/24 – Extension and alterations to existing dwelling to provide additional living accommodation – Barton, 5 Littlemoor Lane, Sibsey
•    S/152/01839/24 – Alteration to existing dwelling to provide a two-storey extension and detached garage – Mawers Cottage, Chapel Lane, Sibsey

9.    HIGHWAYS 
a.    Village Gateways

Before moving forward with this it was decided to get permission for Village Gateways from LCC Highways 

10.    ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
Cllr Watts informed that there are no longer any clothes banks sited adjacent to the roundabout opposite the Primary School.

11.    DATE OF THE NEXT PARISH COUNCIL MEETING
The next scheduled Parish Council meeting will be on Tuesday 4th March 2025 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm.
