Minutes of Sibsey Parish Council Meeting held Tuesday 4th April 2023 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM

The Chair welcomed all to the meeting.

There were two members of the public present of which the following questions or short statements were made during the time allocated.
•    A tree has fallen down in the Churchyard and damaged a fence.  The PCC have decided to assess others in the vicinity to see if they are ok.
•    A presentation was given by Vernon Reed from Staples Vegetables Ltd regarding the planning application for an extension to anaerobic digestion plant for biomethane production and construction of cold store.
Matters were discussed and queries raised by the councillors relating to this.  Concerns were raised into traffic and noise issues associated with this.  
Additionally speeding issues also were relayed.  Mr Reed informed that majority of their tractors are fitted with a 40k gear box along with cameras so if any vehicles are travelling irresponsibly these will be checked when reported to them (ideally with the number plate or part of it) and appropriate action will be taken.

1.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllr Ladds had forwarded her apologies for absence of which the Parish Councillors were aware of the reason for not attending of which it was resolved to accept this explanation.

2.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
No declarations of interest were received.

3.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 7th MARCH 2023 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Limb, seconded by Cllr Saxton and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

4.    OUTSIDE BODIES REPORT
Prior to this meeting no apologies or information have been received from ELDC Cllr Jones. 

LCC/ELDC Cllr Ashton sent his apologies and was hoping to attend later in the evening.

According to the Police.uk website, eight incidents were reported during January 2023
Six incidents were reported on or near to Northlands Lane
3 x Anti-social Behaviour
2 x Public Crime – Unable to prosecute suspect
1 x Other theft – Investigation complete, no suspect identified

One incident of Violence and Sexual Offence was reported on or near to Dorothy Close – Unable to prosecute suspect

One incident of Anti-social Behaviour was reported on or near to Amos Way 

One incident of Violence and Sexual Crime was reported on or near to the boundary of Sibsey near Hilldyke – Unable to prosecute suspect

According to the Police.uk website, two incidents were reported during February 2023
One incident of Violence and Sexual Offence was reported on or near to A16 Northlands – Unable to prosecute suspect

One incident of Criminal Damage and Arson was reported on or near to Page Close - Investigation complete, no suspect identified.

Cllr Adiotomre asked if the police could monitor Trader Bank during the lighter nights over the next few months.

Cllr Watts relayed that the brick store in the Community Park had recently been broken into, but nothing has been taken.  The damage to the door has been  repaired.

5.    CLERK’S REPORT
•    Notification has been received from LCC Highways relating to the temporary road closure 50m west of Littlemoor Lane and 50m west of Goosemuck Lane between the 24th April 2023 and 2nd June 2023 in association with the Surface Drainage Water repairs.

6.    FINANCIAL MATTERS
a.    Financial Report

Since the last meeting £1150.62 has been credited to the Treasury Account (£1145 relating to Burial Ground fees and £5.62 for reimbursement of Printer Ink from clerk’s other Parish Councils). Additionally, £1597.92 has been paid out in respect to the clerk’s salary.

It was proposed by Cllr Limb, seconded by Cllr Saxton and resolved that these payments should be made.

7.    PARISH MATTERS
a.    Pymoor Lane

A meeting is scheduled with the builder on site to evaluate the work that is required to be done.

b.    Burial Ground
There were no issues to discuss during the meeting, but it was relayed that at a future meeting to discuss next phase of the footpaths and compulsory purchasing of land.

c.    Bus Shelters
i.    Bus Shelter near Littlemoor Lane – missing roof tiles – quote for repair

One quote has been received in association with the repair to the roof.  It was proposed by Cllr Limb, seconded by Cllr Saxton and resolved to accept this.

ii.    Bus Shelter Benches – quote 
Prior to this meeting no quotes have been received.

d.    Village Maintenance
One quote has been received in relation to refurbishing the 16 litter bins around the parish.  

It was proposed by Cllr Limb, seconded by Cllr Saxton and resolved to accept this but to inform them that the Parish Council prefer to have the work done in batches of 4x4 not 2x8, and to ask if the quote included gold lettering. Also, to inform them that ELDC refuse would need to be informed that these have temporarily been removed to be refurbished.

In relation to the noticeboards, it was decided that it would be best to have them refurbished 
than completely replaced.

e.    Land next to Sibsey Free Primary School re Disability Access
As this is a Lincolnshire Education Authority matter and that they need to comply with the Disability Act they would need to contact LCC to rectify this issue with a dropped kerb.

f.    Play Areas
i)    Bench re-sited in Community Park - quote

One quote has been received in association with re-siting the bench but for this to be in Amos Way Playfield area instead. It was proposed by Cllr Saxton, seconded by Cllr Limb and resolved to accept this.

g.    Land for Play Area at Northlands
Advice from a solicitor who they would like to act on their behalf in association with the purchasing of land to have a play area at Northlands of which queries were raised by the solicitor.  One being that the Trust would prefer to have access to the Play Area from the Village Hall but the Parish Council feel it may be more ideal from the roadside, though this would mean additional cost and permissions to do so.  

After discussion it was resolved that the Parish Council would like to proceed with Roythorne’s Solicitors in acting on their behalf.

h.    Party in the Park
Various companies were looked at relating to choices of some of the entertainment to have during the day.  After discussion the Parish Council made their choice.  However, it had been learned that the Primary School may also be having their own Party in the Park and it was considered to join forces with them.  The clerk was asked to find out more information relating to this before going ahead with confirming any bookings.

At 8.39pm it was resolved to go back to Item 4 on the agenda

Cllr Watts relayed that earlier in the meeting Mr Reed from Staples Vegetables Ltd had given a presentation in relation to his planning application and explained the issues queries raised relating to this application.

Cllr Watts asked could this application be called in.  ELDC/LCC Cllr Ashton said he would look into this but would expect that it would be going to committee anyway.

LCC/ELDC Cllr Ashton reported the following:
•    Nominations for both Parish and District Councils closed today at 4pm.
•    LCC are agreeing to the “Levelling up” project along the A16.

Cllr Barker asked if anything could be done to have an extension of the pavement leading to and around the roundabout as believe this would be more beneficial.  Cllr Ashton said he would look into this.

At 9.10pm it was resolved to go back to agenda order

8.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

One planning application has been received which is currently being reviewed by the Planning Forum re PL/0015/23 - For an extension to anaerobic digestion plant for biomethane production and construction of cold store - Staples Brothers Ltd, Station Farm, Station Road, Sibsey.

b.    Discuss other planning matters
There were no other planning matters to discuss.

c.    Report on any information received associated with Planning 
No other information associated with Planning had been received.

9.    HIGHWAYS    
The Community Speed Watch Training for the volunteers is taking place on 24th April 2023.

10.    ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
Other matters discussed were:
•    Representation for Governors at Sibsey Free Primary School

11.    DATE OF THE NEXT PARISH COUNCIL MEETING
Due to the Parish Council elections on the 4th May 2023 the next meeting will be held on Wednesday 17th May 2023 at Sibsey Village Hall

At 9.22pm it was resolved to go into close session to discuss the other agenda items

12.    NOMINEES FOR 2023 COMMUNITY AWARD
Names of relevant nominees were discussed and after deliberation it was decided that the 2023 Community Award will go to Monica Everard.

The 2024 Community Award nominee was also discussed and resolved.

13.    TENDERS FOR GROUND MAINTENANCE 2023/2024
The tender was discussed and several queries raised in moving forward with the choice.  After deliberation Cllr Limb proposed and Cllr Barker seconded to award the contract to TA Blackamore Ltd on that various conditions are adhered to.

Cllr Watts thanked Cllr Saxton for her support in being a councillor over her term served and wished her well for the future.

There being no further business the meeting finished at 9.33pm.
