Minutes of Sibsey Parish Council Meeting held Tuesday 10th January 2023 atNorthlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
There was one member of the public present of which no questions or short statements were made during the time allocated.

1.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Adiotomre had forwarded his apologies for absence of which the Parish Councillors were aware of the reason for not attending of which it was resolved to accept this explanation.

2.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    Cllr Heath declared an interest in Item 7b on the agenda.

3.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 1st NOVEMBER 2022 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Barker, seconded by Cllr Saxton and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

4.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 14th DECEMBER 2022 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Limb, seconded by Cllr Ladds and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

5.    OUTSIDE BODIES REPORT
During September 2022 there was no updated information on the Police.uk website to report

During October 2022 there were nine incidents reported
One incident of Other Theft on or near to A16 Main Road at Northlands – Investigation complete, no suspect identified

Two incidents of Anti-social Behaviour on or near to Northlands Lane

Three incidents of Violence and Sexual Offence reported on or near to Dorothy Close – 1 x Still under investigation; 1 x Investigation complete, no suspect identified and 1 x Unable to prosecute suspect

Two incidents of Violence and Sexual Offence reported on or near to Meyers Close – 1 x Still under investigation and 1 x Unable to prosecute suspect

One incident Bicycle Theft on or near to Church Walk - Investigation complete, no suspect identified

During November 2022 there were six incidents reported
One incident of Criminal Damage and Arson on or near to Trade Bank – Unable to prosecute suspect

One incident of Burglary on or near to Dorothy Close – Still under investigation

One incident of Public Order on or near to Meyers Close – No information provided

Two incidents of Violence and Sexual Offence reported on or near to Page Close – Still under investigation

One incident of Violence and Sexual Offence reported on or near to Littlemoor Lane – Investigation complete, no suspect identified.

6.    CLERK’S REPORT
There was no information to report.

7.    FINANCIAL MATTERS
a.    Financial Report

Since the last meeting £204.70 has been credited to the Treasury Account (£190 relating to Burial Ground fees, £14.70 for reimbursement of Printer Ink from clerk’s other Parish Councils).  Additionally, £1597.92 has been paid out in respect to the clerk’s salary.

It was proposed by Cllr Limb, seconded by Cllr Saxton and resolved that these payments should be made.

8.    PARISH MATTERS
a.    Pymoor Lane

The tenant has asked about purchasing the land.  With this being in trust it is viewed that this is not an option.  The clerk was asked to arrange a meeting to discuss matters with him further.

b.    Burial Ground
    i)    Pond within grounds

A few years ago, this was tidied up by volunteers and is beginning to look at untidy and need of rectifying.  

Cllr Saxton said that she would raise this at the next PCC meeting.  Cllr Limb proposed that the PC would contribute to the cost of the works after evaluating what would be needed to be done.  Cllr Barker said he would volunteer helping with the tidying if required.

It was stated that the work done in the Burial Ground looked really good.

c.    Bus Shelters
Ivy is still in need of being removed from the Bus Shelter on the A16 near Northlands.

Cllr Limb conveyed that the new seats in the bus shelters were looking nice.  The question was raised in should they be placed in the other shelters.  It was thereby proposed by Cllr Limb, seconded by Cllr Ladds and resolved to have seats put in the other Bus Shelters.

d.    SHINE project
Cllr Barker relayed that this is a charitable fund that offers grants in Lincolnshire to Community projects associated with Mental Health and Well Being.  The next application for funding commences on the 1st February 2023 for monies of between £1000 and £10,000  to be distributed in March 2023.

e.    Village Maintenance
    i)    Cleaning of War Memorial

It was believed that the War Memorial could do with a clean and the clerk was asked to see if this could be done.

    ii)    Hedges within the Community Park
It had been reported to the Parish Council that there was a hole in the end hedge within the Community Park which may need looking into.  The Parish Council thought it was best to look at this and decide on what to do at the next meeting.

At 7.53pm it was resolved to move to go back to Item 5 on the agenda

LCC/ELDC Cllr Ashton reported the following:
•    The Speed Limit Policy is due to be reviewed later this year.  The current criteria are misleading and needs looking at various areas on a logic basis.
•    Recently drove around the ward with Highways Manager Leila Hardy and assess issues in various areas including the Parking Enforcement injunction near to Sibsey Free Primary School.
•    The District Council has now moved into the new offices in Horncastle.  The former offices Tedder Hall have been sold.
•    Budget setting is currently going through the process with Adult and Social Care looking to be increased by 4%,  District Council are capped at £4.95 though between 60-70% of this share goes to the Drainage Board.  

Cllr Watts informed that there are several potholes along Chapel Lane and needs rectifying as soon as possible.

ELDC Cllr Jones reported that due to the Christmas period there was not much to relay though did convey that Skegness Town Hall has recently been sold and is being turned into a Travelodge.
At 8.28pm it was resolved to go back to agenda order

iii)    Planting along A16 and near Sibsey Primary School
Cllr Ladds relayed that she had recently had a meeting with Chris Kirk Gardens & Groundcare to discuss the possibility of planting a hedgerow on the A16 area near to Sibsey Free Primary School to provide a pollution control and conservation for the insects and birds, of which a quote for the work has been submitted.  She informed that this has additionally been reviewed with the Headmaster who replied that this was a good idea.

After discussion it was proposed by Cllr Limb, seconded by Cllr Watts and resolved for the work to be carried out.

        Cllr Saxton reported that the Meyers Close sign was damaged.

f.    Play Areas
    i)    Bench re-sited in Community Park

A bench that is currently in the Brick Store needs to be sited probably somewhere in the Community Park.  Cllr Limb asked if it could be placed in a different location in the village recommending the grass play area in Amos Way.  It was agreed to get a quote for siting it at the optional site.

Cllr Ladds relayed that the end of the swing rope in the Community Park is missing.

g.    Land for Play Area at Northlands
The clerk was asked to chase up having a meeting with the Schools Trust to discuss options and costings were required to be able to converse on moving forward with this project.

h.    Christmas Tree Light Switch On Event - Report
Cllr Watts thanked everyone who helped with the event, the preparations and event went well.  It is believed that the school raised approximately £2000.

i.    Men’s Shed Association
This was deemed to be a good community project to have for the men in the village.  It was suggested to situate a porta cabin in the Community Park for the association to meet and to do projects for the area.

Before moving forward Cllr Heath suggested to have someone from the Boston group to come to a future meeting and relay information about the project.

j.    King’s Coronation Celebration
Due to the timescale in organising anything to celebrate the King’s Coronation it was suggested that to have a Party in the Park for the village instead later in the year.

9.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

Three planning applications have been received since the last meeting:
i)    S/152/02191/22 – Erection of agricultural building – Hurn House Farm, Willows Lane, Sibsey
There are no objections to this planning application.
ii)    S/152/02467/22 – Extension to existing dwelling to provide additional living accommodation – The Elders, Vicarage Lane, Sibsey
It was relayed that there were concerns to the scale of the development.
iii)    S/152/02538/22 – Determination of whether or not Prior Approval is required for the siting and appearance of the erection of a radio mast 12m high (antenna centre line mean height 13.83m) with antennas and installation of 1 no. equipment cabinet
There are no objections to this planning application.

b.    Discuss other planning matters
    There were no other planning matters to discuss.

c.    Report on any information received associated with Planning 
The Parish Council received the following information:
Consent to Display an Advertisement has been given for 7no. non-illuminated free-standing signs – Millers Walk Development Site, Main Road, Sibsey

Full Planning permission has been granted for Installation of a ground
mounted solar photovoltaic (PV) farm with battery storage; along with
continued agricultural use, ancillary infrastructure and security fencing, CCTV,
landscaping, bunding, ecological enhancements and associated works.
Construction of a vehicular access – Land West of Mallows Lane and North of
Pymoor Lane, Main Road, Sibsey

10.    HIGHWAYS    
a.    Parking Enforcement

The clerk was asked to contact LCC Cllr Ashton to see if there was any updated information regarding this issue.

11.    ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
    The following matters were discussed:
•    For the Parish Council’s information, the caravans that were sited at the bungalow next to Staples Vegetables Ltd have been relocated to the end of the company’s property.
•    It is with sad loss to inform the passing of former Parish Councillor Ivan Stimson.
•    Asked if there were any updated information relating to Community Speed Watch.  The clerk answered that she is waiting for confirmation from Lincolnshire Road Safety Partnership in organising a training event for the volunteers.

12.    DATE OF THE NEXT PARISH COUNCIL MEETING
The next Sibsey Parish Council meeting as previously scheduled will be on Tuesday 7th February 2023 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm.
