Minutes of Sibsey Parish Council Meeting held Tuesday 7th March 2023 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
There were no members of the public present to ask any questions or make short statements during the time allocated.

1.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
Cllrs Adiotomre, Barker and Saxton had forwarded their apologies for absence of which the Parish Councillors were aware of the reasons for not attending of which it was resolved to accept these explanations.

2.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    No declarations of interest were received.

3.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 7th FEBRUARY 2023 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Limb, seconded by Cllr Hearth and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

4.    OUTSIDE BODIES REPORT
Prior to this meeting no apologies or information have been received from either ELDC Cllr Jones. 

LCC/ELDC Cllr Ashton sent his apologies as has another meeting to attend.

Prior to this meeting the Police.uk website had not been updated therefore there are currently no incidents to report.

5.    CLERK’S REPORT
•    An invitation has been received from Sibsey Primary School to members of the Parish Council to the School’s Science Fayre on Friday 17th March between 2:10pm and 3pm.

6.    FINANCIAL MATTERS
a.    Financial Report

Since the last meeting £2771.72 has been credited to the Treasury Account (£1390 relating to Burial Ground fees, £24.82 for reimbursement of Printer Ink from clerk’s other Parish Councils and £1556.90 for reimbursement for LCC Grass Maintenance).  Additionally, £1597.92 has been paid out in respect to the clerk’s salary.

It was proposed by Cllr Heath, seconded by Cllr Limb and resolved that these payments should be made.

7.    PARISH MATTERS
a.    Pymoor Lane

A meeting had been held recently with the tenant of which several matters were discussed including informing them that due to a clause in ownership of land this could not be sold to any other person/s other than the current land owners.  

The building was discussed of which the works to be done will be evaluated.

i)    Land Registry information
A meeting is scheduled with the solicitors and John Woulds to look into getting the Land Registry documents up to date.

b.    Burial Ground
The clerk was asked to chase the crown lifting of the trees work that need to be carried out as soon as possible.

c.    Bus Shelters
    i.    Bus Shelter near Littlemoor Lane – missing roof tiles – quote for repair

        No quotes prior to this meeting  have been received.

    ii.    Bus Shelter near Northlands – overgrowing Ivy – quote to remove
A quote for £80 was received from G Hislop.  Through clerk powers the work was asked to be done at his earliest convenience.

Cllr Watts relayed that Stock Hill Bus Shelter has been assessed and no shingles appear missing or see if there is any leaks occurring.

d.    Village Maintenance
    Both the noticeboards need cleaning/refurbishing with the A16 one requiring new gas struts.

The clerk was therefore asked to see obtain quotes for both refurbishment and totally replacement.

Information had been sent about a scheme to aid with tidying the community.  This matter was discussed and several issues were raised to request to be done of which was noted by the clerk to forward on this request. 

e.    Land next to Sibsey Free Primary School re Disability Access
This matter of a dropped kerb outside the single gate to the school was discussed with LCC Cllr Ashton earlier in the day at a previous meeting as been told that this area of land is not County responsibility.

This was believed to be a Lincolnshire Education Authority matter to rectify.

f.    Play Areas
    i)    Bench re-sited in Community Park - quote

No quotes prior to this meeting  have been received.

A meeting was held earlier in the day with a representative from East Lindsey, Cllr Ashton and members of the Parish Council to discuss the transfer of ownership of the play area land from ELDC to Parish Council.  The matter was discussed and though would be a long process to do with several legal requirements to be followed it was believed that this could be done.

g.    Land for Play Area at Northlands
Following a meeting with the Schools Trust to discuss this matter terms and conditions were raised by the Trust in association with purchasing the land.  These were therefore discussed at this Parish Council meeting of which it was agreed to accept these and go ahead with the purchase of the land.

h.    Party in the Park
After checking with Sibsey Village Hall of dates suitable in was decided that Sunday 16th July 2023 would be an ideal day for the Party in the Park to be held, with various activities and entertainment being discussed to have on the day.

i.    Correspondence received
The following correspondence has been received:
•    Wolds Policing Team Quarterly Newsletter – March 2023 
•    Spilsby Neighbourhood Policing Team February 2023 Newsletter 
•    LALC e-news 27th February and 6th March 2023 

j.    Sibsey Village Hall Committee 
Cllr Saxton relayed that she had resigned from the committee due to that she will be moving from the village soon and that a new representative would be required.

8.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

One planning application has been received:
•    S/152/00292/23 – Extension to existing dwelling to provide additional living accommodation and erection of a 1.8m fence – Avon Cottage, Main Road, Sibsey There was no objection to this application

b.    Discuss other planning matters
Information was known that there was a future planning application associated with an extension to anaerobic digestion plant.      Query was raised as to when the Parish Council would be asked to consult on this.

The latest Chestnut Homes Development planning application consultation from the Parish Council had been submitted to the planning officer, with the request that Cllr Ashton have this called in to the Planning Committee.

c.    Report on any information received associated with Planning 
Full Planning Permission has been granted for the extension to existing dwelling to provide additional living accommodation – The Elders, Vicarage Lane, Sibsey

9.    HIGHWAYS    
a.    Parking Enforcement

Parking Enforcement had recently occurred outside the village shop with several vehicles being ticketed.

    A speed check in the village by Lincolnshire Road Safety Partnership took place earlier today.

b.    Streetway lighting – Old Main Road - update
Cllr Watts relayed information reported from the site meeting of which a new post has now been fitted.

10.    ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
Cllr Limb asked to find out ownership of a piece of land in the village into discussing having the possibility of a Community Wood there.

Cllr Watts relayed that he had received correspondence from a resident who cannot go into the village shop as there are no disability access.  This matter was discussed earlier with Cllr Ashton who said he would look into this matter to see what can be done to rectify it.

11.    DATE OF THE NEXT PARISH COUNCIL MEETING
The next Sibsey Parish Council meeting as previously scheduled will be on Tuesday 4th April 2023 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm.
