Minutes of Sibsey Parish Council Meeting held Tuesday 7th February 2023 at Northlands Village Hall, Northlands, Sibsey commencing at 7.00pm

PUBLIC FORUM
There were two members of the public present of which the following questions or short statements were made during the time allocated.
•    Concerns were raised in respect to the newly submitted Phase 2 of the Chestnut Homes Development Planning Application especially associated with reference to types of properties and car parking spaces.

The member of the public was informed that guidelines indicated in the NPPF (The National Planning Policy Framework) would need to be followed even if unfortunately, some aspects of the application do not seem appropriate.  However, the issues presented would be put forward to the Planning Officer.

1.    APOLOGIES FOR ABSENCE AND REASONS GIVEN
All Parish Councillors were in attendance therefore no apologies were required.

2.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS
    Cllr Ladds declared an interest in Item 6b on the agenda.

3.    NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 10th JANUARY 2023 TO BE APPROVED AS THE MINUTES
It was proposed by Cllr Limb, seconded by Cllr Saxton and resolved to accept these notes as a true and accurate record and thereby signed by the Chairman.

4.    OUTSIDE BODIES REPORT
ELDC Cllr Jones reported the following:
•    Renewal of the Green Bins Subscription is open at the cost of £50 per bin, with anyone who applies before the 19th February 2023 will be entered into a draw to win a year’s free subscription.
•    Talks with the MPs within the wards of the three District Councils are taking place, discussing the aspects of having a levy introduced associated with the fee given to the Drainage Boards within these wards coming out of their portion of the Council Tax where in other Districts a levy is applied.
•    ELDC Offices at Manby have been sold with the new offices now located at The Hub in Horncastle.
•    Skegness Town Hall is sold with development plans for a Starbucks and Travelodge to be sited.
•    There is to be a reduction of PCSOs as the Police do not have enough funds to structure them in the new year’s budget.
•    Glass recycling banks are to be removed across the district with the exception of those owned privately due to the aspect that glass can now be put into the home collection recycling bins.
•    Photo ID will be required for voting at Election Polling Stations.  If no one has any current Photo ID, they can apply for a Voters Authority Certificate.
•    S&E Lincs Community Lottery is now running with the main prize of £25,000 with donations going to local non-profit organisations.
•    The Bread and Butter Thing South & East Lincolnshire welcome award-winning affordable food scheme to the area – The Bread and Butter Thing - Lincolnshire Chamber of Commerce (lincs-chamber.co.uk) is now up and running where for £8.50 they offer roughly £35 worth of food each week including fresh fruit and veg, chilled food for the fridge and cupboard items such as pasta and cereal.  

According to the Police.uk website, six incidents were reported during December 2022
1 x Violence and Sexual Behaviour was reported on or near to Littlemoor Lane – Still under investigation

Two incidents were reported on or near to Northlands Lane
1 x Public Order – Unable to prosecute suspect
1 x Violence and Sexual Behaviour – Unable to prosecute suspect

1 x Anti-social behaviour was reported on or near to Dorothy Close

1 x Vehicle Crime was reported on or near to Littleport Lane – Investigation complete, no suspect identified

1 x Violence and Sexual Behaviour was reported near to Midway Garage on A16 – Still under investigation

Cllr Watts informed that the past few months Police Surgeries held at Sibsey Village Hall have had no attendees.

Cllr Adiotomre queried what could be actually put into the home collection recycling bin as his and other residents have had their bins refused collection due to the wrong items being placed in the bin even though the products in them have the recycle symbol on them.

5.    CLERK’S REPORT
There was no information to report.

6.    FINANCIAL MATTERS
a.    Financial Report

Since the last meeting £345.46 has been credited to the Treasury Account (£340 relating to Burial Ground fees, £5.46 for reimbursement of Printer Ink from clerk’s other Parish Councils). Additionally, £1597.92 has been paid out in respect to the clerk’s salary.

It was proposed by Cllr Saxton, seconded by Cllr Limb and resolved that these payments should be made.

7.    PARISH MATTERS
a.    Pymoor Lane

The tenant has asked about purchasing the land. With this being in trust it is viewed that this is not an option. The clerk was asked to arrange a meeting to discuss matters with him further.

b.    Burial Ground
    i)    Pond within grounds – update from PCC

At the latest PCC Meeting it was agreed that work was needed to be done. A date is still to be set along with arranging volunteers to help.

c.    Bus Shelters
    i.    Bus Shelter near Littlemoor Lane – missing roof tiles – quote for repair

        No quotes prior to this meeting  have been received.

    ii.    Bus Shelter near Northlands – overgrowing Ivy – quote to remove
No quotes prior to this meeting  have been received.

d.    SHINE project
Cllr Barker relayed that he had looked into the process of the application.  Though the information was very thorough it is deemed that it is not a realistic prospect for application to be done in the current timeframe. 

It was agreed that specialised knowledge was required to aid with a future application.

e.    Village Maintenance
    i)    Cleaning of War Memorial - Quotes

One quote has been received from William Kent Memorials for £1950 + VAT.

After deliberation it was proposed by Cllr Saxton, seconded by Cllr Limb and resolved to accept this quote.

    ii)    Hedges within the Community Park - update
        The hedges in the Community Park along with those in Amos Way have been cut.

iii)    Planting along A16 and near Sibsey Primary School
Cllr Ladds relayed that the plants have been delivered to the contractor and work will be commencing in the next couple of weeks.

iv.    Apply for free Community Trees from Woodland Trust
Applications are currently being taken from the Woodland Trust for November 2023 for free trees to be planted within the community. Information relating to this was circulated to the Councillors. After deliberation it was agreed that this would be beneficial to several areas in the village and therefore to go had and apply,
    
f.    Play Areas
    i)    Bench re-sited in Community Park - quote

No quotes prior to this meeting  have been received.

g.    Land for Play Area at Northlands
A meeting with the Schools Trust to discuss options and costings was arranged to be able to converse on moving forward with this project.

h.    Men’s Shed Association
Information associated with this had been received and circulated to the Parish Councillors. 

It was decided to form a sub-committee mainly consisting of residents to discuss this further.  Therefore, it was deemed to advertise this in both “The Bridge” and noticeboards.

i.    Party in the Park
It was suggested that to have a Party in the Park one Sunday afternoon in either July or August 2023.  

At 9.10pm it was resolved to go back to Agenda Item 4 
    
The earlier discussion with resident reported during the Public Forum was relayed to Cllr Ashton regarding the Phase 2 of Chestnut Homes Development and the concerns associated 
with it.

Cllr Adiotomre informed about the issue associated with the home recycling bins as previously discussed earlier in the meeting.

At 9.20pm it was proposed by Cllr Limb, seconded by Cllr Barker to extend the Parish Council meeting for another 20 minutes passed the allocated allowance as per Standing Orders

LCC/ELDC Cllr Ashton reported the following:
•    The LCC element of the Council Tax is set as per the referendum cap of 5% which includes the 2% for Adult Social Care.
•    £7m is to be allocated for Highway Maintenance
•    Been involved in positive talks with local MPs discussing the funding of Internal Drainage Boards.

At 9.41pm it was resolved to move to Item 9b on the agenda

Cllr Watts reported that he has a meeting with Central Networks to discuss a Streetway lighting issue associated with a BT post which has a light on it that should not be therefore needs relocating.

At 9.48pm it was resolved to go back to agenda order

8.    PLANNING
a.    Discuss all planning applications currently being reviewed for consultation

One planning application has been received:
S/152/00023/23 – Detailed particulars relating to the erection of 51 no. dwellings with associated garages following on from Outline Planning Permission S152/0172/18.

b.    Discuss other planning matters
    There were no other planning matters to discuss.

c.    Report on any information received associated with Planning 
The following planning applications have been approved:    
•    Determination of whether or not prior approval is required for the siting and appearance of the erection of a radio mast 12m high (antenna centre line mean height 13.83m) with antennas and installation of 1 no. equipment cabinet – Sewage Works, Mallows Lane, Sibsey
•    Erection of agricultural building – Hurn House Farm, Willows Lane, Sibsey
•    Section 73 application in relation to condition no 2. (approved plans) as imposed on planning permission reference no. S/152/02277/21 which was for erection of a house and demolition of existing building – The Crest, Northlands, Sibsey

9.    HIGHWAYS    
a.    Parking Enforcement
This item was deferred to the next meeting.

b.    Streetway lighting – Old Main Road
    This item was discussed previously in the meeting.

10.    ANY OTHER MATTERS FOR DISCUSSION BY LEAVE OF CHAIRMAN
    The following matters were discussed:
•    Cllr Saxton reported from the latest Sibsey Village Hall Committee meeting that all is good there at present. The Kitchen has been refurbished, future activities are planned and that the budget is respectable.

11.    DATE OF THE NEXT PARISH COUNCIL MEETING
The next Sibsey Parish Council meeting as previously scheduled will be on Tuesday 7th March 2023 at Northlands Village Hall, Northlands, Sibsey commencing at 7pm.
