Minutes of Sibsey Parish Council Meeting remotely held Tuesday 3rd November 2020 commencing at 7.00pm

PUBLIC FORUM

No members of the public had requested the link to attend the remote meeting.

 

1.           APOLOGIES FOR ABSENCE AND REASONS GIVEN

All councillors were in attendance.

 

2.           TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS

              No declarations were received.

               

3.           NOTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY 6th OCTOBER 2020 TO BE APPROVED AS THE MINUTES

It was proposed by Cllr Limb, seconded by Cllr Heath, and resolved to accept these notes as a true and accurate record and thereby signed by the Clerk to later be countersigned by the Chairman.

 

4.           OUTSIDE BODIES REPORT

                  ELDC Cllr N Jones reported the following:

  • East Lindsey have been working hard on finalising the application to the governments Town Fund on behalf of Skegness and Mablethorpe.
  • Government money is being put forward to enforce Track & Trace and with the assistance of Boston Borough Council money is available from District Councillors to help business during Covid-19.

 

Cllr Watts asked a question regarding the removal of conditions on planning application S/152/01747/20 – Staples Veg Ltd, Station Farm, Station Road, Sibsey.  ELDC Cllr Jones said he would look into this.

 

As per the Police.uk website twenty-two incidences were recorded up to the end of September 2020 which are as follows:

 

3 incidents on or near to Northlands Lane

                            1 x Drugs

              These incidents are currently being investigated by the police.

                            2 x Anti-Social Behaviour - No crime timeline details for anti-social behaviour

1 x Violence & Sexual Offence - Unable to prosecute suspect. This could be for several reasons, e.g. the prosecution considers there is insufficient evidence to provide a realistic prospect of conviction.

Cllr Ladds reported that she had recently been speaking with the PCSO.  She informed that their working hours have been extremely limited, and they and their powers are reduced in certain areas and wondered if the Parish Council would aid in writing to the Chief Inspector for help.

 

The councillors relayed that they were concerned about the increase in incidents in the village and asked the clerk to write to the police to see if more clarification could be given.

 

5.           CLERK’S REPORT

i.            LCC Highways have been in contact in reference to the Northlands Footbridge.  They are maybe able to schedule the work of the re-decking in December but will mean that the bridge will have to be temporarily closed until the work is completed.

ii.           The Church Clock was serviced on the 28th October 2020  with recommendations of work that will be required to be done in the future.

iii.          NALC has informed us that services at a war memorial can still take place but should be reduced in size and observe strict social distancing.

 

The clerk was asked to write to the company that had serviced the Church clock to get a quote in relation to the work advised in their report.

 

6.           FINANCIAL MATTERS

It was proposed by Cllr Limb, seconded by Cllr Heath and resolved that these payments should be made preferably by Bank Transfer.

 

The clerk informed the Parish Council that if the work on the surrounds of the Memorial Gardens is satisfactory that the additional 50% that had been withheld till it was completed will need to be paid.  It was resolved to pay the remaining balance to ST Portess & Son.

 

c.           To set precept following Finance Forum meeting

At the recent Finance Forum meeting it was proposed that the precept for 2021/22 Financial Year should be £65000.  This would be an increase to this financial year of £2000.  It was believed with challenging times ahead and with future projects in place, there was no need to set this any higher and be more frugal.  After discussion it was resolved to set the precept as formally proposed.

 

7.           PLANNING

a.           Discuss all planning applications currently being reviewed for consultation

The following planning applications were being reviewed by the Planning Forum though were discussed during the meeting:

i.S/152/01812/20 - Erection and replacement house on the site of an existing dwelling which is to be demolished – The Bungalow, Westhouses, Sibsey

There was no objection to this application.

ii.S/152/01898/20 - Erection of a detached house with a detached double garage and construction of vehicular parking area where existing garage on site is to be demolished – Golf Cottage, Frithville Road, Sibsey

Though there was no objection to the main planning application there were concern that the siting of the garage was out of character to the respective other properties in the area.

iii.S/152/01918/20 - Determination of whether or not prior approval is required for the siting, design and external appearance of the tractor storage and repair shed – Trader Lodge, Trader Bank, Sibsey

It was felt that this application should have had prior planning permission as the appearance and design of the property seems substandard.

iv.S/152/01762/20 - Extension to existing dwelling to provide a kitchen/dining room, a lounge, a bedroom and an en-suite – Chimneys Cottage, Northlands Lane, Sibsey

The Parish Council believes the design looks satisfactory.

v.           S/152/01747/20 – Section 73 application relating to condition 2 (approved plans) previously imposed on planning permission ref. no. S/152/02364/19 for erection of a single storey welfare building, installation of chiller units and a substation – Staples Veg Ltd, Station Farm, Station Road, Sibsey

INFO: A Section 73 application enables those seeking planning permission the opportunity to amend specific conditions and for new planning consent with the amended conditions to be granted without altering anything else but the condition (s) in question.

The Parish Council object as they have concerns with amending the condition already imposed on the previous planning application decision.  The stipulated resolution is satisfactory and believe that there is no need for this to be altered as the initial dimensions are believed adequate as stipulated on the application form this can be seen from public land which includes neighbouring residential properties. 

 

This matter was discussed with ELDC Cllr Ashton and it was decided that the Parish Council feel that this application should be brought before the Planning Committee.

 

b.           Discuss other planning matters

                  There were no other planning matters to discuss.

 

c.           Report on any information received regarding Planning Applications

The clerk informed the Parish Council that she had queried with the Planning Officer as to why they had not been officially notified or that the Planning and Building Control on the ELDC website had not been update relating to the outcome of the decision to approve the Chestnut Homes planning application, in which an email response received said:

“The application was approved by the Planning Committee subject to a Section 106 Agreement and conditions and so the decision notice can only be issued once the legal agreement has been agreed, signed and sealed. This process always takes quite a long time to complete so I would suspect it will be a few months before all this is done. Once the legal agreement has been completed and the decision notice issued, we will notify in the usual way”.

 

              No other information or decisions had been received.

 

At 8.40pm it was resolved to go back to agenda Item 4

 

              ELDC/LCC Cllr Ashton reported:

  • He had recently had a Highway meeting with LCC Cllr Skinner to support the joint application between Sibsey and Fishtoft Parish Councils to Lincolnshire County Council to review the speed limit along the A16.
  • There is still a reserve of money available to local communities to help those that have been aiding their neighbourhood during Covid-19.
  • All relevant meetings will continue to remain remotely with the majority of Council business resume where possible.

8.           HIGHWAYS

a.           Speed Limits

              This matter was deferred until a future meeting.

 

b.           Community Speed Watch

Due to the current climate it is difficult at present to proceed with this and the training involved.  Though it was agreed that this will need to be set in place as soon as normal conditions resume.

 

9.           PARISH MATTERS

a.           Burial Ground

i.            Decide on names for the new Memorial Gardens

It was decided to ask the Primary School to see if they could come up with a suggested name associated with the village. Until then the unnamed plot will remain as the Southern Plot.

 

ii.           Discuss any matters required to be done within this area

A meeting with ST Portess and Cllr Watts had recently taken place discussing matters in the Burial Ground. A query was posed to add additional slate to the Memorial Gardens where an estimate had been received quoting £984.00+VAT which includes all labour cost.  After discussion, the clerk was asked to get a breakdown on this quote.

 

Cllr Watts relayed that in speaking with Mr Portess he had suggested to him in having a flat edging around the Memorial Gardens to aid with the prevention of being caught when the grass is cut within the Burial Ground.

 

b.           Bus Shelters

Cllr Watts informed the Parish Council that he has been speaking with the relevant Insurance Company in regard to Stock Hill Bus Shelter and relayed that the claim is still active.

 

c.           Village maintenance

i.            Play Areas

Cllr Heath had obtained quotes for having the bins refurbished. One quote was for being shot blasted and primed the other was for being shot blasted, zinc coated and then powder coated.  After discussion it was decided that it would be best to go with the second quote.

 

Cllr Heath relayed that the bin opposite the Bus Shelter at Northlands needed being refurbished and thought that it would be recommended to have this one done whilst doing the other bin.  It was resolved that this would be economical to do this at the same time.

 

ii.           Noticeboards

Cllr Watts informed that the noticeboard near to A16 was getting difficult to open and needs looking into.  Additionally, he relayed that both noticeboards are beginning to look a bit shabby and could do with being refurbished.

 

iii.          Consider other areas within village not already discussed

It was asked to be noted that the flowers that had been planted in the various areas by Cllr Ladds was looking very lovely.

Following the servicing of the Church Clock Mr Czajkowski asked that he would like to schedule this again for next year and the fee would be £195.00.  The clerk was asked to inform him that the Parish Council agreed to this.

 

d.           Pymoor Lane

Cllr Limb informed that he had spoken with Max Ward.  He relayed that though they are waiting on funding to improve the building the Dressing Rooms have been decorated inside.  Additionally, they have received finances to improve the grounds and thereby purchased portable floodlights.

 

Unfortunately, due to Covid-19 they have had to currently close the football club for the time being.

 

Cllr Limb notified the Parish Council that John Woulds Charity were still awaiting Land Registry information from the solicitors so that these records could be corrected. He also informed that Ann Wys had resigned from the committee.

 

e.           Dog waste bin at Northlands

The clerk informed that she was still waiting for approval from the Environmental Agency in regard to permission to have the dog waste bin in the suggested location.

 

f.            Christmas Light switch on evening

The clerk was asked to confirm that the date to erect the Nativity Scene was acceptable with the school.
